We are pleased to share that today, the Norwegian Ambassador to Romania, Hilde Svartdal Lunde met the Minister of Investments and European Projects, Marcel-Ioan Bolos. The discussions focused on the EEA and Norway Grants, under which Romania is the second largest beneficiary. The current Financial Mechanism is coming to an end, and we are already looking at the next one. A key takeaway was that we must maintain our strong collaboration, as we have done in the past.

În perioada 27-29 februarie 2024 au fost organizate la Vilnius, Lituania, mai multe evenimente în contextul finalizării proiectului „Îmbunătățirea calității serviciilor corecțional lituaniene”, finanțat în cadrul Programului Justiție și Afaceri Interne prin Mecanismul Financiar Norvegian 2014-2021.

Invitația serviciului penitenciar lituanian a fost adresată partenerilor din Norvegia, operatorilor de program și beneficiarilor finanțării norvegiene din Bulgaria, Letonia, Polonia și România cu scopul de a promova experienţele şi lecțiile învățate pe parcursul implementării acestui proiect. Din partea României au participat reprezentanții Ministerului Justiției - Operatorul de program, și ai Administrației Naționale a Penitenciarelor, promotor de proiect.

Agenda a inclus un seminar pe tema securității dinamice (dynamic security), organizat în Penitenciarul Vilnius, precum şi conferința de închidere a proiectului, la care a participat doamna Ewelina Dobrowolska, ministrul justiției din Republica Lituania.
Ambele reuniuni au permis reprezentanților României realizarea unui schimb de bune practici cu celelalte state beneficiare ale granturilor norvegiene cu privire la conceptele promovate de partenerii donori în domeniul corecțional (half way house, dynamic security), cât şi explorarea unor noi idei de proiecte, în contextul pregătirii noului cadru de finanţare norvegiană.

During 27 -29 February, several events were organised in Vilnius, Lithuania, to mark the end of the project 'Improvement of the quality of Lithuania's penitentiary system', funded by Norway Grants - Justice and Home Affairs Program.

The invitation of the Lithuanian Prison Service was addressed to Norwegian partners, programme operators and beneficiaries of Norway Grants in Bulgaria, Latvia, Poland and Romania aiming at promoting the experiences and lessons learned during the project implementation. The Romanian delegation included representatives of the Ministry of Justice - Programme Operator, namely the coordinator and deputy technical coordinator, and of the project promoter - National Administration of Penitentiaries.

The agenda included a seminar on organisational and dynamic security held in Vilnius Prison and the closing conference of the project, which was attended by Ms Ewelina Dobrowolska, Minister of Justice of the Republic of Lithuania.

Both events provided an opportunity for the Romanian representatives to exchange best practices with representatives of other EEA/Norway grants beneficiary states on the application of Norwegian principles (halfway house, dynamic security) and to explore new project ideas in relation to the new Norwegian funding framework.

Întâlnire de lucru între reprezentanții statului donator și ai Operatorului de Program

În contextul pregătirii noului cadru financiar al granturilor SEE și Norvegiene, în perioada 20-21 februarie 2024, a avut loc la Oslo, la inițiativa Serviciul Corecțional Norvegian, o primă reuniune de lucru a reprezentanților statului donator, Norvegia, cu reprezentanții Ministerului Justiției din România, în calitate de Operator de Program pentru programul „Justiție”, finanțat prin Mecanismul Financiar Norvegian 2014-2021.

La reuniune au participat secretarul de stat coordonator al Operatorului de Program, domnul George-Cătălin ȘERBAN, și omologul său, domnul John-Erik VIKA, secretar de stat în Ministerul Norvegian al Justiției și Securității Publice, alături de coordonatorul și coordonatorul tehnic adjunct ai Operatorului de Program și de reprezentantul Administrației Naționale a Penitenciarelor, în calitate de Promotor de Proiecte (beneficiar).

Cei doi secretari de stat au discutat despre principalele provocări și lecții învățate aferente cadrului de finanțare actual. Totodată, au fost discutate teme de interes comun ce vor putea fi finanțate, cu sprijin norvegian, în viitorul ciclu de programare a granturilor norvegiene.

În acest context, domnul secretar de stat George-Cătălin ȘERBAN a afirmat că „Fondurile puse la dispoziție României prin acest mecanism financiar sunt foarte utile pentru investițiile în sistemul penitenciar, susținerea programelor de pregătire a magistraților și lupta împotriva violenței domestice. Vom coopera cu partenerii norvegieni pentru a asigura și pe viitor finanțarea investițiilor strategice ale Ministerului Justiției pentru cetățeni și sistemul judiciar”.

De asemenea, la reuniune s-au discutat și prioritățile de finanțare din Fondul pentru relații bilaterale, care au ca termen limită de eligibilitate data de 30 aprilie 2025.

Working meeting between representatives of the donor state and the Programme Operator

In the context of the new financial framework of the EEA and Norway Grants, a first working meeting between representatives of the donor state, Norway, and representatives of the Romanian Ministry of Justice, as Programme Operator for the ”Justice” programme, financed through the Norwegian Financial Mechanism 2014-2021, took place in Oslo, on 20-21 February 2024, at the initiative of the Norwegian Correctional Service.

The meeting was attended by the State Secretary responsible for coordinating the Programme Operator, Mr. George-Cătălin ȘERBAN, and his counterpart, Mr. John-Erik VIKA, State Secretary of the Norwegian Ministry of Justice and Public Security, joined by the Programme Operator coordinator and deputy technical coordinator and the representative of the National Administration of Penitentiaries as Project Promoter (beneficiary).

The two State Secretaries discussed the main challenges and lessons learned from the current financial framework, as well as topics of common interest that could be funded by the next Norwegian Financial Mechanism.

In this context, State Secretary George-Cătălin ȘERBAN stated that "The funds made available to Romania through this financial mechanism are very useful for investing in the penitentiary system, supporting training programmes for magistrates and fighting domestic violence. We will cooperate with the Norwegian partners to ensure the future financing of the strategic investments of the Ministry of Justice for citizens and the judiciary system".

Funding priorities for the Bilateral Relations Fund, which are eligible until 30 April 2025, were also discussed at the meeting.
