Yesterday at the Digital Transformation Center Rwanda, NCSA participated in a dialogue organized by GIZ Rwanda and on in : Global Trends, Opportunities and Africaâs Digital Future.
The event convened stakeholders from government institutions, regional organizations, the private sector, and academia to discuss approaches to strengthening womenâs participation across technical, policy, and leadership roles within the cybersecurity ecosystem.
Speaking on behalf of NCSA, Ms. Rosemary Butare outlined the institutionâs capacity development initiatives aimed at increasing womenâs participation in cybersecurity. She highlighted the Cyberhub, one of NCSAâs flagship programs, which targets a minimum of 30% female participation among trainees, as well as ongoing awareness initiativesâparticularly in schoolsâdesigned to encourage both girls and boys to explore opportunities within the cybersecurity field.
She further emphasized the need to address barriers to entry and retention, including the importance of more realistic certification and experience requirements, as well as the development of workplace policies that foster supportive and inclusive environments for women in cybersecurity.

NCSA, as part of an EAC delegation under the EUâEAC DEEP initiative with , participated in the INCYBER Forum 2026 held from 31 March to 2 April in Lille, France.
Under the theme âMastering / Securing our Digital Dependencies,â discussions focused on strengthening digital resilience, advancing international cooperation, and managing global digital interdependence for sustainable transformation.
The forum, organized by INCYBER Forum Europe, brought together over 20,000 participants from more than 100 countries, including public authorities, CERTs/CSIRTs, international organizations, private sector, and academia.
Participation provided a structured platform to enhance regional and international cooperation, aligning with EUâEAC DEEPâs goal of fostering a secure regional digital market through cross-border e-commerce, interoperable digital payments, and secure digital public infrastructure.

Under the Rwanda Digital Acceleration Project, and NCSA have concluded the second cohort of the training program for 100 judicial operators in , held at CyberHub Rwanda and HangaHub Muhanga.
This program reinforces efforts to strengthen national capacity to effectively address cyber-related cases, through targeted and comprehensive skills development in key areas of cybersecurity and digital investigations.

Today, NCSA joined UGHE Lunch & Learn program to deliver an awareness session on Rwandaâs Personal Data Protection and Privacy Law.
Over 70 faculty members specializing in healthcare education engaged in discussions on the importance of data protectionâparticularly in the health sector, where sensitive personal data is routinely processed.

- Categories of sensitive personal data
- Lawful bases for processing personal data
The session concluded with a Q&A on compliance in health facilities and research projects, underscoring the critical need to safeguard personal data in Rwandaâs healthcare sector.

Under the Rwanda Digital Acceleration Project, in collaboration with NCSA, today concluded the first cohort of a cybersecurity training program for 100 judicial operators held at CyberHub Rwanda and HangaHub Muhanga.
Participants including judges, prosecutors, investigators, and lawyers strengthened their capacity in handling cybercrime investigations, digital evidence management, and digital forensics, among other key topics essential for addressing cyber-related cases.

At the panel on âSecuring the Global Payments Highway: Cybersecurity for Real-Time Cross-Border Transactionsâ during , NCSA Chief Cybersecurity Standards Officer Ghislaine Kayigi emphasized that collaboration and skills development are critical to securing digital payment ecosystems.
She highlighted NCSAâs close collaboration with the Central Bank and financial sector institutions to strengthen cybersecurity posture across the sector and ensure effective coordination, timely information sharing and response to cyber threats.
She also addressed the growing global cybersecurity skills gap, sharing that NCSA launched the CyberHub, a Cybersecurity Centre of Excellence, to help develop highly skilled talent in cybersecurity, support regional demand, and contribute to growing an African cybersecurity ecosystem.
