Legal ang CIF (Confidential & Intelligence Funds) ayon sa ating saligang-batas.

Ang Confidential & Intelligence Funds (CIF) ay bahagi ng budget ng gobyerno na inilaan sa mga opisina, ahensya, o departamento para sa mga gastusin na hindi maaaring ipahayag sa publiko dahil sa seguridad, Intelligence o sensitive operation na kadahilanan.

Ito ay hindi personal na pera ng mga politiko o nakaupo o appointed, sa halip, ito ay kontrolado ng pinuno ng opisina o ahensya at sumasailalim sa mga patakaran sa accounting ng gobyerno.

Ang layunin ng Confidential Funds ay inilaan para sa:
• Intelligence operations: Pagsubaybay sa kriminalidad, seguridad, o banta sa bansa.
• Seguridad at proteksyon: Pagprotekta sa mga opisyal, VIP, o sensitibong pasilidad.
• Sensitibong transaksyon ng gobyerno: Emergency operations, mabilisang procurement para sa pambansang seguridad, o undercover initiatives.
• Special missions: Ilang diplomatic, anti-terror, o anti-corruption na aktibidad na hindi maaaring ipahayag sa publiko.

Halimbawa: Pagpopondo sa surveillance o pangangalap ng impormasyon ng National Bureau of Investigation (NBI) o Department of National Defense (DND).

Ang mga bumubuo nito ay;
• Ang pinuno ng opisina/ahensya (hal. Secretary, Pangulo, Bise Presidente) ang nagpapatibay sa paggamit ng confidential funds.
• Kahit inilaan sa opisina, ang pinuno ang mananagot sa pag-uulat ng paggamit nito sa mga oversight body gaya ng Commission on Audit (COA).

Ang Legal na Batayan ng CIF ay;
• Ang confidential funds ay nakasaad sa General Appropriations Act (GAA).
• Ang mga ahensya ay hindi maaaring lumagpas sa inilaan na halaga, at ang mga gastos ay dapat dokumentado recorded ng maayos, and lahat ng detalye ay dapat classified.
• COA ang nag-audit upang matiyak na tama ang paggamit nito, kahit na maaaring hindi mailahad ang mga detalye sa publiko.

Ang mga halimbawa ng mga Opisina na may CIF
• Office of the President (OP) – pinakamalaking alokasyon para sa Intelligence operations at pambansang seguridad.
• Department of National Defense (DND) – kasama ang operasyon ng Armed Forces of the Philippines (AFP).
• Department of the Interior and Local Government (DILG) – kasama ang operasyon ng PNP.
• Department of Justice (DOJ) – ginagamit para sa undercover o sensitibong law enforcement operations.
• Office of the Vice President (OVP) – Ayon sa COA, hindi humingi ang opisina ng VP ng CIF mula 2024 hanggang 2026.

May CIF din ba ang COA (Commission on Audit)?
Oo, meron, mula 2022-2025 ang budget ng ahensya ay naglalaro lamang ng 10-12 million pesos.
