بمعرفتنا لدارفور كواحدة من أكبر المناطق في السودان والتي تمثل 25٪ من البلاد مما يجعلها إحدى أكثر المناطق تنوعًا في السودان ، فإن هذا التنوع الجميل ينعكس بجميع جوانبه المختلفة، حيث يمكننا أن نرى ذلك بوضوح في سوق العمل في دارفور. في هذا السياق; أطلق قطاع التوظيف بمشروع إسماب 2 ثلاث مشاريع نموذجية بالتعاون مع شركاءه المحليين ممثلين في :

اتحاد المرأة واتحاد الشباب و المدارس الثانوية الفنية و اتحاد الحرفيين – تحت إشراف وتنسيق وزارة العمل بالدولة المالية :

1.التدريب المهني للشباب بالتعاون مع المدارس الثانوية الفنية واتحاد الشباب.

2.تنمية الموارد البشرية للمؤسسات الصغيرة “الورش الصناعية” بالتعاون مع إتحاد الحرفيين ومكتب العمل.

3.تدريب المرأة بالتعاون مع إتحاد المرأة.

كل القطاعات الفرعية المذكورة أعلاه كانت مصممة لزيادة قابلية التوظيف للمستفيدين المستهدفين في ولايات دارفور الثلاث. سأخصص هذا المقال للتحدث عن أحد هذه المشاريع المذكورة أعلاه والذي نال إعجابي نظراَ لأنشطته المتنوعة والمتميزة التي يقوم بها ، الا وهو تدريب المرأة.

فتدريب ريادة الأعمال المتكامل للمرأة مصمم بشكل أساسي للنساء من الفئات الضعيفة في المجتمع اللاتي يواجهن صعوبة في دعم و إعالة أسرهن ماديا، بحيث تتاح لهن فرصة تجربة عمل السوق الحر وإكتساب المهارات والمعارف المختلفة التي تؤهلهن لإنشاء أعمالهن الخاصة لتحقيق الإستقلال الماديا وليخلقن مصدر دخل جديد لأنفسهن مما ينعكس إيجابا على أوضاعهن الإجتماعية والإنتاجية ، منذ بداية التدريب في عام 2016 تم تدريب 587 إمرأة في ولايات دارفور الثلاث ، حيث طرأت تغيرات كبيرة في حياتهن على مختلف الأصعدة، سواء أكان ذلك في طريقة تفكيرهن أو تسويقهن أو جودة عملهن ، حيث يتضح ذلك بصورة جلية في قصص النجاح التي تم توثيقها بعد تخرجهن وانخراطهن في أعمالهن الخاصة، ومن نماذج قصص النجاح هذه:

كوثر إسماعيل محمد ، هي أم لثلاث أطفال و تعيل سبعة من أفراد أسرتها ، تعمل كوثر في صناعة البخور والكعك و المخبوزات المختلفة، تقول كوثر أنها سمعت عن التدريب عن طريق عدد من جاراتها اللاتي شاركن في التدريبات السابقة للمشروع، تقول كوثر أنها قبل التدريب لم تعرف كيف تتعامل مع الزبائن وماهي الآلية المناسبة للتسويق والترويج لمنتجاتها ، لكن بعد حضورها التدريب تعملت كيف تنال رضا الزبون وحظيت بالعديد من الزبائن المعتادين على عملها ذو الجودة العالية. وكنتيجة لهذا تحسنت أوضاعها الإجتماعية والإقتصادية والآن أصبح بمقدورها تلبية إحتياجات أبنائها وتغطية إحتياجات الأسرة ، وتقول الان أنها تنوي توسعت عملها و زيادة رأس المال. ” لقد كان هذا التدريب بمثابة نقطة تحول في حياتي فقد أتيحت لي فرص كثيرة في محتلف جوانب حياتي ولقد تغيرت حياتي للأفضل كليا ” – كوثر إسماعيل محمد .
يمكننا القول أن بعد التدريب طرأت تغيرات كبيرة سواء على مستوى تفكير النساء أو أدائهن بالأضافة لزيادة ثقتهن في ذاتهن مما ضاعف الفائدة لهن ، وهذا هو الإنتصار الحقيقي والكسب الحقيقي للمشروع، أيضا يرى القطاع ان أستمرار الشركاء للتدريب بأنفسهم مجهود كبير ومقدر ومؤشر جيد لقياس إستمرارية المشروع .

Employment sector

Knowing Darfur one of the largest regions in Sudan representing 25% of the country and also known as one of the most diverse areas in Sudan. This beautiful diversity reflects on all of the different aspects. It can be seen clearly in Darfur labor market as well. Under this context, SMAPII project employment sector and their counterparts namely Women Union, Technical Secondary School, Youth Union, Craftsman Union- under the supervision and coordination of the Labor Department of State Ministry of Finance launched three pilot projects, namely

1. Vocational training for vulnerable youth.
2. HR development for the micro and small enterprises.
3. Integrated entrepreneurship training for women. `

All of the above, pilot projects were design to increase the employability of the targeted beneficiaries in the three Darfur states.

In this article I will be addressing one of these training which I’m very inspired by because of its outstanding activity which is Women training. As for Integrated Entrepreneurship Training for Women, it is designed for socially venerable women “widows and divorced” who are suffering and having a difficult time supporting their families financially; in order to give them better opportunity to develop their skills and knowledge of starting business and become financially independent and generate new sources of income which reflect positively to their living conditions and productivity.

Since the start of this training back in 2016, 587 women were trained in three Darfur states and there was a huge change in their way of thinking, attitude and work where we can see it clearly in their stories.

Kawther Ismaeal Mohmmed, is a mother of three kids and financially supporting 7 members of her family. She’s working in making Bakhour, cakes and other pastries. She said that she heard about the training from her neighbors who participated in a previous SMAP training program. Before the training, Kawhther didn’t know how to deal with her customers. But after attending SMAP II training, she learned how to treat her customers and she got many regular customers with her high-quality work. It resulted that her financial and social status had changed. Now she can meet her kids’ needs and cover her 7 family members’ needs. She is planning to expand her business and increase her capital. She says “the training was very useful and provided me with better opportunities in different aspects of my life, my life had changed totally”.

It can be said that there have been significant changes in the way of thinking of the women trainees and increased their self-esteem that maximizes the benefit of women. This is the true victory and the real gain of the project. Furthermore, the sector finds that the project counterparts has been continuing the training by themselves which is a very good effort and the real indicator to measure the project sustainably.

الاجتماع الشهري لولاية غرب دارفور
نظم فريق الرصد والتقييم بادارة التخطيط والتنمية بوزارة المالية ولاية غرب دارفور الاجتماع التنسيقي الشهري للجنة الرصد والتقييم حيث تم عقد بحضور ممثلي القطاعات بتاريخ 15/7/ وذلك بمكتب اتحاد الحرفين بغرض الوقوف على سير وتقييم تنفيذ الانشطة.
تمثلت محاور الاجتماع في الاتي:
• مراجعه مخرجات الاجتماع السابق
• استعراض تقارير القطاعات وتفاصيل الانشطة
• مشاركة خطط تنفيذ الانشطة بين القطاعات
استعرض الاجتماع أنشطة القطاعات حيث قام قطاع الصحة بتنفيذ الإشراف الدوري للمجتمعات الخمسة المختارة بمحلية سربا في الفترة من 27-29/يونيو 2018م وتمت ايضا مراجعة أعمال الصيانة للمراكز الصحية .,وان شركه النقل لايمكنها الوصول الي المناطق المستهدفة ,ايضا قام قطاع الاستخدام ,بالتنسيق مع اتحاد المراءة فيما يختص بتدريب المراءه, بتنظيم جلسة نقاش مع الخريجات من المتدربات في التصنيع الغذائي على ايجاد كيفية للإستفادة من مناسبة العيد في التسويق لمنتجاتهم من المعجنات والخبائز.
تمثلت مخرجات هذا الاجتماع في الاتي :
• علي قطاع الصحه متابعه صيانه المراكز الصحيه ,واتفق ايضا علي المتابعة اللصيقة مع شركه النقل لترتيب استلام المعدات خلال الموسم الممطر
• تم الإتفاق علي تنفيذ زيارة ميدانية من قبل فريق الرصد لقطاع المياه بتاريخ17/7/2018م الي محطة مياه مورني وزيارة ميدانية أخري لقطاع التوظيف بتاريخ 20/7/2018م
في ختام الاجتماع اكد المشاركون علي ضرورة مشاركه المعلومات و التنسيق والتعاون بين قطاعات المشروع من خلال الالتزام برفع تقارير الرصد في الفترة الزمنية المحددة ,وزاره الماليه الولائيه وقطاع الرصد والتقيم ناشدو اتحاد المراة واتحاد الشباب واتحاد الحرفين بارسال تقارير الرصد لمكتب العمل كما هو معتاد مع ارسال نسخه اخري لفريق الرصد والتقييم .

West Darfur M&E Committee
With purpose of the meeting is to oversee the progress of project activities implementation, M&E Team from Planning and Development Directorate of the SMoF, West Darfur State organized the monthly coordination meeting of the M&E Committee. The meeting was held in the presence of sector representatives on 15 July at Craftsmen Union office.
The meeting reviewed the activities of the sectors, which where:
• Health sector carried out the periodic supportive supervision of the five selected communities in Serba locality from 27-29 June 2018. Also, status of maintenance and rehabilitation of the health centres was reviewed. And they shared the challenges that transportation company cannot access to the rehabilitation site to deliver equipment during rainy season.
• Employment sector, under supervision of Women union, conducted workshop for training graduates in food processing. And the graduates discussed marketing strategy, including how to utilize the opportunity of coming Eid holiday as a season for selling their products (pastries and cakes, etc).
The outcomes of this meeting were as follows:
• Health sector agreed to push the transportation company to arrange delivery of equipment during rainy season. SMOF M&E team agreed to conduct a field visit on 17/7/2018 to Murni Water Station to check the progress of water yard construction.
• SMOF M&E team also decided to conduct another field visit to the Employment Sector on 20/7/2018 to do/check the progress of their trainings.
At the end of the meeting, participants confirmed necessity for better information sharing, coordination and cooperation between the project sectors through submission of monitoring reports at the specified timing. Also, SMOF M&E team requested Women Union, Youth Union, and Craftsman Union to send progress report both directly to M&E team and to Labor Office.

اجتماع الرصد والتقييم لولاية جنوب دارفور
نظمت إدارة التخطيط و التنميه بوزاره الماليه عبر قطاع الرصد والتقييم اجتماع لجنة الرصد و التقييم في يوم الخميس الموافق 19/يوليو/2018 ,المقام بمكتب اداره الصحه الانجابيه /نيالا وذلك بغرض :
1. مشاركه البيانات والمعلومات مع القطاعات والتنسيق بين قطاعات المشروع.
2. تقيم موقف تنفيذ الانشطه
3. الوقوف على التحديات والاشكاليات التي تعيق التنفيذ

كما تم في الاجتماع مناقشه الاتي:
1. عرض تقرير مفصل عن الانشطه المتعدده
2. كيفيه التنسيق والتعاون بين قطاعات المشروع
3. وضع الخطه المستقبليه عن انشطه القطاع في الربع الثالث من العام
كما خرج الاجتماع بضرورة ان تساعد وزارة المالية بالولاية في تسريع عملية توفير المكون المحلي,على ان تعمل القطاعات على الاعداد والتحضيرلانعقاد اجتماعات اللجان الفنية للقطاعات المقبلة.
SOUTH DARFUR M&E MEETING
On 19th of July, SMAPII South Darfur counterparts successfully conducted M&E monthly meeting. The meeting was conducted under the supervision of Planning and Development directorate of State Ministry of Finance, and with support of SMAPII M&E sector. It took place at the State Ministry of Health, Reproductive Health office.
The meeting was dedicated for:
1. Checking the progress of the implemented activities.
2. Identifying issues hindering the progress.
3. Sharing information.
In the meeting following points were discussed:
• Detailed latest information regarding multi sector activities of SMAPII project.
• How to improve coordination and cooperation among sectors to tackle issues more effectively and to maximize project impact
• Setting a future plan for sector’s activities.
At the end of this meeting, it was confirmed that SMOF shall coordinate and ensure the release of local component for the upcoming activities. Also, they confirmed that they shall make further discussion by sector at the next SMAPII Sectors Technical Committee meeting.

Joint session between water sector and M&E sector.

A meeting was held today at the Grand Holiday Villa, which combines the M & E and water sectors, where information on progress in water yards’ construction in three Darfur states (North, West, South) was shared.

جلسة مشتركة بين قطاع المياه وقطاع الرصد والتقييم.

عقدت اليوم جلسة بفندق القراند هوليداي فيلا تجمع بين قطاعي الرصد والتقييم والمياه تمت فيها مشاركة معلومات عن التقدم المحرز في بناء ساحات المياه في ولايات دارفور الثلاث(شمال وجنوب وغرب) والخطط المستقبلية المقترحة لهذا المشروع.

تحت رعاية ديوان الحكم الاتحادى, عقد مشروع تعزيز السلام (إسماب) الأجتماع الرابع للجنة التنسيقية العليا للمشروع وذلك بقاعة مؤتمرات ديوان الحكم الاتحادى بالخرطوم , فى يوم الأحد الموافق 29 أبريل 2018. وقد شرف الاجتماع بالحضور السادة ممثل ديوان الحكم الاتحادى, الممثل المقيم للوكالة اليابانية للتعاون الدولى بالسودان, ممثلى ووزارات الصحة, المالية والتخطيط الاقتصادى, التعاون الدولى والعمل والسادة أمناء حكومات ولايتى شمال وجنوب دارفور, والسادة المدراء العامين ومديرى المشروع بالوزارت الولائية المنفذة للمشروع بولايات دارفور الثلاثة (جنوب, غرب وشمال دارفور).
تطرق الأجتماع بالمناقشة سير تنفيذ انشطة المشروع للسنة الثالثة, خطة المشروع للسنة الرابعة, وايضا مناقشة التحديات والدروس المستفادة.
هذا وقد شهد الاجتماع العديد من النقاشات البناءة , وخرج بعدد من الاراء والتوصيات للتغلب على التحديات التى واجهت وستواجه عمل المشروع والدروس المستفادة.

Under the auspice of the Federal Governance Chamber (FGC), SMAP-II Project has successfully conducted the 4th meeting of the Joint Coordination Committee (JCC) in Khartoum, on 29th April 2018. The meeting was honored by the presence of the representative of FGC, Chief Representative of JICA- Sudan Office, representatives of Federal Ministries of Health, Finance, International Cooperation, Labor, and States secretary general of North and South Darfur, Director Generals and project managers of the implementing agencies in the Three Darfur States.
The meeting which was held to discuss the progress of the implementation of the activities in the third year, the project's forth year plan, challenges and lessons learnt, has witnessed constructive discussions, and concluded with valuable ideas and recommendations to meet the challenges and fostering the implementation of the activities in the coming period.

We would like to announce to you selection results of successful candidates for internship as bellow:

SMAPII is enhancing coordination among counterparts through effective communication in the three Darfur states (N, S and W).

Under the supervision of SMoF M&E team, project implementation team of the C/P keep holding monthly meetings inviting the team members and other stakeholders when appropriate, to share the progress of the activities, discuss the detailed challenges and countermeasures . Monthly reports be used as meeting handouts, which could be updated where necessary.
The ultimate goal of M&E monthly meetings is to enhance effective communication and coordination between SMoF and counterparts. For SMAPII project, monthly meetings usually attended by relevant ministries and institutes of local government such as SMoH, SWC, Labour office and unions.
For March 2018, M&E committee meeting took place in ND (11th April ) and WD (12th April) at SMoF in which concerns discussed such as progress and outcomes of the last month, plan for the upcoming activities and local component were discussed.

مشروع SMAPII يعمل على تعزيز التنسيق بين النظراء من خلال التواصل الفعال في ولايات دارفور الثلاث (شمال – جنوب وغرب).

تحت إشراف فريق الرصد والتقييم بوزارة المالية الولائية ، تواصل فرق تنفيذ المشروع من النظراء والشركاء عقد اجتماعات شهرية تهدف الى مشاركة واستعراض التقدم المحرز في أنشطة المشروع ومناقشة التحديات التفصيلية والتدابير المضادة .في هذه الاجتماعات. يتم استخدام التقارير الشهرية عن التقدم المحرز كمدخل لاجندة وموضوعات الاجتماعات، والتي يمكن تحديثها عند الضرورة.
الهدف الاسمى من الاجتماعات الشهرية للرصد والتقييم هو تعزيز التواصل والتنسيق الفعال بين وزارة المالية الولائية والنظراء.
بالنسبة لمشروع SMAPII ، يتم عقد اجتماعات شهرية عادةً بحضور فرق العمل من الوزارات والمؤسسات المعنية بالحكومة المحلية مثل وزارة الصحة,هيئة المياه ,مكتب العمل والاتحادات العاملة بالولاية.
لشهر مارس 2018 ، عقد اجتماع لجنة الرصد والتقييم الشهري في كل من ولايتي شمال (11 ابريل) وشمال دارفور (12 ابريل) حيث نوقشت مجموعة من القضايا مثل التقدم المحرز والنتائج من الشهر الماضي ، الخطط للأنشطة القادمة واستحقاقات المكون المحلي.
