Hypertension is often called a “silent” condition — but its effects are far from invisible.

In Singapore, more than 1 in 3 adults has hypertension, and over half remain undiagnosed. If left unmanaged, it can lead to serious complications such as stroke, heart disease, and kidney damage.

Managing hypertension involves more than just lowering blood pressure. It includes understanding overall cardiovascular risk and taking appropriate steps — from lifestyle changes to treatment where needed.

🎉We are pleased to share that ACE has published two articles in the International Journal of Technology Assessment in Health Care, highlighting Singapore's journey in strengthening patient involvement in health technology assessment (HTA)!

📄The first publication - "Patient involvement in health technology assessment: a new process in Singapore" describes ACE’s approach to identifying relevant local patient organisations through stakeholder mapping, co-developing processes with these organisations, and building capacity to support meaningful patient input.

📄The second publication - "Establishing a Consumer Panel to Inform Health Technology Assessment Processes and Policy: impact and insights from Singapore's experience", outlines ACE's approach to establishing the Consumer Panel and highlights its contributions. These include co-developing patient involvement processes and educational resources, supporting health literacy efforts, and strengthening collaboration between ACE and patient communities. Panel members Prof Lau Tang Ching and Dr Ritu Jain also contributed to this article as co-authors.

These publications demonstrate ACE’s ongoing efforts to strengthen patient voices in healthcare decision-making.

Living with haemophilia B: Mr T’s story

Haemophilia B is an inherited bleeding disorder where the blood does not clot properly due to low levels of factor IX – a protein essential for blood clotting. As a result, individuals with haemophilia B bleed for longer than usual and may experience prolonged bleeding after injury or surgery, as well as internal bleeding into muscles and joints.

Mr T was diagnosed with severe haemophilia B as a child and experienced frequent muscle and joint bleeds, which affected his ability to participate in daily activities. Over time, these bleeding episodes led to missed days from school and work and caused long-term strain on his joints.

Following an evidence-based evaluation by the Agency for Care Effectiveness (ACE), the MOH Drug Advisory Committee (DAC) recommended a recombinant factor IX product for subsidy under the MOH Standard Drug List (SDL). MediShield Life coverage was also expanded to include treatments for haemophilia that are clinically proven and cost-effective, helping make prophylactic treatment more affordable for eligible patients.

These changes enabled Mr T to access regular recombinant factor IX prophylaxis, reducing breakthrough bleeds and supporting his ability to stay active at work and in daily life.

Since MOH’s Circular on the Diagnosis and Management of Dengue Fever (DF) / Dengue Haemorrhagic Fever (DHF) in 2015, new evidence for the treatment and management of dengue have emerged. The new Singapore National Dengue Guideline, developed by NCID, provides clinicians with updated evidence-based recommendations and incorporates recent research and best practices to support dengue management in Singapore.

Asst Prof Chia Po Ying, Head of NCID Research and Senior Consultant at the Department of Infectious Disease (NCID/TTSH), who chairs the NCID-led Dengue Guidelines Workgroup, shares how these updated guidelines will support clinical decision-making and improve patient care in dengue management.

The dengue guideline has been methodologically validated by ACE as meeting ACE’s Guidelines for Guidelines (G4G) standards for high-quality clinical guideline development.

🌍 This World Health Day, we are reminded that better health outcomes start with good evidence.

At ACE, we review clinical evidence and conduct Health Technology Assessments (HTA) to inform healthcare decisions in Singapore — from subsidy decisions to clinical guidance.
Our work helps ensure that patients receive treatments that are safe, clinically effective and cost-effective, and that healthcare resources are used where they make the most difference.

By translating scientific evidence into action, ACE supports more accessible and affordable care for Singaporeans.
