On 9 October 2024, the Accountant-General’s Department (AGD) and Institute of Singapore Chartered Accountants (ISCA) signed a Memorandum of Understanding (MOU) to develop a talent pipeline of chartered accountants within the public sector and to advance the professional development of about 4,000 finance and internal audit officers in the public service.

The MOU promotes the Singapore Chartered Accountant Qualification (SCAQ) programme as a pathway for those interested to pursue a career in public finance. They will be eligible to apply for full membership with ISCA and earn the title of Singapore Chartered Accountant upon completion.

The collaboration will also allow public officers to have access a broader range of courses to support their development under the public sector Finance and Internal Audit Competency Frameworks, and be equipped with emerging skillsets like sustainability reporting, sustainability assurance and data analytics. For instance, the first batch of 50 officers across the public sector finance community to be professionally certified in sustainability reporting and sustainability assurance within the next six months; and will continue to grow this talent pool to support the Singapore Green Plan 2030.

The MOU was signed by ISCA President, Mr. Teo Ser Luck, and AGD Accountant-General and Chief of Government Finance, Mr. Ow F**k Chuen, and witnessed by ISCA CEO, Ms. Fann Kor, and AGD Deputy Accountant-General and Deputy Chief of Government Finance, Ms. Esther Wee.

This partnership signifies AGD’s and ISCA’s shared commitment to excellence in public sector finance and professional development of public service officers.

The inaugural Cumulus Ignite held on 11 September 2023 🗓️ was a great success and we saw more than 300 Finance and HR officers from Cumulus agencies who attended the event. The event was to excite the Cumulus community on the roadmap for Cumulus and for the Community to come together to share their challenges, learnings and dreams for Cumulus on their transformation journey 🤝

Internal auditors in the Accountant-General’s Department (AGD) work closely with the Ministry of Foreign Affairs to provide objective assessments of an Overseas Mission's risks and opportunities.

Did you know that ‘Overseas Missions’ comprise embassies, high commissions, consulates, and other international organisations. They play a vital role in representing Singapore’s interests in foreign nations and perform functions related to political representation, economic promotion, and cultural diplomacy!

Auditing these missions remain exciting as the operating context of each Mission is constantly evolving. In performing the audit, internal auditors learn more about the existing and emerging risks faced, to design optimal audit steps to address control weaknesses, identify compliance issues, strengthen governance and support risk identification and management.

Internal auditors rely on both information gleaned in Singapore, as well as visits to the various countries to perform their audits. This dual privilege allows them to holistically assess Missions’ compliance to Singapore’s requirements, and that of the host country. Plus, auditors get to interact with the local staff and gain insights into their customs and way of life, which can be a truly enriching experience. Not to mention, exploring local cuisine is a perk that should not be missed!

The learning journey to the Ministry of Defence (MINDEF) on 14 Jun 2023 was an eye-opening experience for our 2022 Finance Associates. They learnt about how finance works in an agency in the security sector and the complexities in managing a sizeable budget.
