We are honoured to have Justice Vincent Hoong join the Senior Mediator Panel of the Singapore Mediation Centre, with effect from 1 January 2026.
Justice Hoong brings to SMC a wealth of judicial and professional experience. He served as a Judge of the Supreme Court of Singapore, and Presiding Judge of the State Courts, where he presided over a wide range of complex civil and commercial disputes, as well as criminal matters. Prior to his appointment as a Judge of the Supreme Court, Justice Hoong served as Registrar of the Supreme Court. Earlier in his career, he also held key leadership roles at the Singapore Land Authority, including Chief Executive and Chief Legal Officer.
His extensive experience and deep understanding of dispute resolution will be a valuable addition to our panel.

Weโre excited to share that the Bhutan Alternative Dispute Resolution Center (BADRC) and the Singapore Mediation Centre (SMC) have entered into a new partnership to strengthen mediation in Bhutan.
This week, Chief Administrator Tenzin Leewan of BADRC and Kevin Kwek, Chief Executive of SMC, signed an MOU that sets the stage for two key developments in Bhutan:
๐ Capacity building for mediation services
๐ Training and developing a new generation of mediation practitioners
This partnership is especially meaningful because it is guided by Bhutanโs national philosophy of Gross National Happiness (GNH); underscoring that mediation is not only about resolving disputes, but about protecting relationships and wellbeing.
We extend our sincere appreciation to BADRC and Chief Administrator Tenzin Leewan for their partnership and warm collaboration. We look forward to continuing our joint efforts to strengthen peaceful and constructive dispute resolution in Bhutan.
