The 2nd Joint Implementation Steering Committee (JISC) meeting was held in Singapore on 11 May, co-chaired by Minister of State Siow Huang Gan and Honourable Minister Nara Lokesh. The meeting reviewed the progress of deliverables under the Memorandum of Understanding (MoU) signed between Singapore and Andhra Pradesh in November 2025.
The JISC was organised following the successful conclusion of the Singapore-Andhra Pradesh Governance Excellence Programme (SAGE) which brought together six Andhra Pradesh Ministers for exchanges on areas such as urban planning, governance, public service delivery and more. This was an important milestone achievement under the human resource development track of the AP-Singapore MOU.
The JISC also reviewed and took stock of progress made within the short but intensive six months since the signing of the MOU. Notable areas of collaboration included discussions and exchanges on enhancing the livability of the built environment in Amaravati, strengthening economic growth opportunities within the Amaravati Economic Region, and exploring the incorporation of digital technologies into urban governance and service delivery.
SCE is honoured to be part of Andhra Pradesh’s growth and transformation journey and looks forward to supporting deeper collaboration and exchanges under the AP-Singapore partnership.

Singapore Cooperation Enterprise (SCE) is honoured to partner the Ministry of Trade and Industry (Singapore) on the Singapore-Andhra Pradesh Governance Excellence (SAGE) Programme, which aims to promote exchanges and deepen mutual understanding of governance systems between Andhra Pradesh and Singapore.
Last week, we welcomed six Ministers from Andhra Pradesh to Singapore for the inaugural run of the programme. The programme kicked off with a welcome lunch hosted by Minister of State Siow Huang Gan, who engaged the Ministers in discussions on emerging challenges, policy priorities, and opportunities for collaboration. Over the course of the week, the Ministers exchanged views with Singapore’s experts and practitioners on key areas including governance, social cohesion, economic development and infrastructure, crisis management and resilience, and digitalisation.
We would like to thank distinguished experts, Peter Ho, Ang Hak Seng and Kee Pok Seah from SCE’s Panel of Experts, Singapore University of Social Sciences (SUSS), NUS Cities and MTI Academy for their strong support in jointly developing the programme with SCE and contributing to its success. We also thank our partners PSA Singapore, Singapore Business Federation, Singapore Police Force, Prem Kumar, Swee Say Lim and Eng Pheng Tan for their contributions to this engagement.

Singapore Cooperation Enterprise (SCE) continues to strengthen its engagements and friendships with countries in West Africa, with the successful delivery of a Capacity Building Programme on SME Development for the Côte d’Ivoire government in Abidjan from 7–10 April 2026, in partnership with GUDE-PME and with the support of Enterprise Singapore. This programme reflects a shared commitment to supporting SME development and private sector growth in Africa, which represents a large untapped market for Singapore companies.
Over four days, the programme brought together officials from GUDE-PME and relevant agencies to exchange insights on strengthening SME ecosystems, with a focus on practical policy approaches and implementation strategies. Participants gained insights from Singapore’s experience and industry practitioners, including:
- Mr Wee Chin Chuan, Founder of Global Sustainability Nexus, who shared Singapore’s policy approaches to SME development, including the role of SME Centres and access to finance;
- Mr Saikat Chowdhury, Managing Director of Nivesal, who provided practical perspectives on the establishment and ex*****on of micro and mini industries; and
- Mr Kevin Ng, Managing Director of ThunderQuote, who delivered a virtual session on digital transformation, including a case study on the SME Go Digital programme.
The programme also provided a platform for participants to reflect on Côte d’Ivoire’s national priorities and explore actionable strategies to support enterprise growth, job creation, and economic diversification.

Singapore Cooperation Enterprise (SCE) continue de renforcer ses partenariats et ses relations avec les pays d’Afrique de l’Ouest, avec la réussite de la mise en œuvre d’un programme de renforcement des capacités sur le développement des PME pour le gouvernement de la Côte d’Ivoire à Abidjan, du 7 au 10 avril 2026, en partenariat avec GUDE-PME et avec le soutien de Enterprise Singapore. Ce programme reflète un engagement commun à soutenir le développement des PME et la croissance du secteur privé en Afrique, qui représente un vaste marché encore inexploité pour les entreprises Singapouriennes.
Les participants ont également échangé sur les priorités de la Côte d’Ivoire et exploré des solutions concrètes pour soutenir la croissance des PME et le développement économique.

Singapore Cooperation Enterprise (SCE) was pleased to co-organise a webinar with the National School of Government (NSG) of South Africa and the Singapore Water Association (SWA) on 5 March 2026, titled “Building Resilient Water Supply in South Africa – Enhancing Performance and Sustainability: Lessons from Singapore.”
The webinar builds on the Capacity Building Programme on Water and Wastewater Management for South Africa, which SCE organised in Singapore in November 2025. As a continuation of this engagement, the session provided a platform to deepen knowledge exchange and extend discussions to a wider group of officials across South Africa’s water sector.
We were honoured to have Ms Petunia Ramunenyiwa, Chief Director: Intergovernmental Relations, Sector Transformation and Provincial Governance, Department of Water and Sanitation of South Africa, deliver the opening remarks and highlight the importance of strengthening institutional capabilities and collaboration to address water sector challenges. The webinar brought together industry experts from Singapore to share practical insights on improving water system performance, asset management, and sustainability, including approaches to tackling non-revenue water, strengthening pipeline integrity, and leveraging digital technologies for water infrastructure.
SCE thanks our partners at NSG and SWA, as well as the speakers and participants, for their strong support and active participation. We look forward to continuing our collaboration to support capacity building and sustainable water management in South Africa.

Singapore Cooperation Enterprise (SCE) marked an important milestone in Singapore–Uttar Pradesh economic cooperation with the signing of a Memorandum of Understanding (MoU) with Invest UP, the investment promotion and facilitation agency of the Government of Uttar Pradesh, on 24 February 2026.
The MoU was exchanged between Mr Wy Mun Kong, CEO of SCE, and Mr Vijay Kiran Anand, CEO of Invest UP, and witnessed by Minister Tan See Leng and Honourable Chief Minister Yogi Adityanath during the Chief Minister’s official visit to Singapore.
Uttar Pradesh is among India’s fastest-growing states, driven by industrial expansion and forward-looking economic reforms. As the state’s nodal investment agency, Invest UP plays a central role in enabling industrial ecosystems and facilitating investment. The MoU reflects a shared commitment to strengthen institutional linkages and explore collaboration in areas such as leadership and capability development, policy advisory, industrial and digital ecosystems, as well as sustainable urban and infrastructure planning.
This partnership provides a structured platform for continued dialogue, practical engagement, and the identification of initiatives that can deliver sustained, long-term impact. SCE looks forward to working closely with the Government of Uttar Pradesh to advance mutually beneficial cooperation and translate shared ambitions into meaningful outcomes.

Singapore Cooperation Enterprise (SCE) recently welcomed a Fijian delegation co-led by Mr Berenado Daveta, Permanent Secretary for Policing and Communications, Government of Fiji, and Mr Esala Masitabua, Deputy Governor of the Reserve Bank of Fiji, for a study visit on national digital identity. 🪪
The programme provided a valuable platform for in-depth exchanges between the Fijian delegates and Singapore government agencies (including GovTech Singapore, Immigration & Checkpoints Authority (ICA) Singapore and Monetary Authority of Singapore), as well as Singapore’s public / private ecosystem of partners associated with its digital government journey. Discussions covered key areas including Singpass, governance and policy frameworks, cybersecurity, data protection, digital inclusion, and public–private collaboration. We appreciated the delegation’s keen interest and the open, constructive dialogue on how trusted, user-centric digital services can be designed and implemented at scale.
Over the past few years, SCE had supported the Fiji government in its initial planning for a National Identification system. We are pleased to note how Fiji has since progressed onward with its National Digital Identification programme to enable secure and inclusive identification, enhance access to essential services, and support economic growth and digital transformation across the public and private sectors.
We wish Fiji every success in its digital identity journey and look forward to continued collaboration. SCE extends its appreciation to the Singapore government agencies and private sector partners who hosted the delegation and generously shared their expertise throughout the visit.

Singapore Cooperation Enterprise (SCE) is pleased to continue its longstanding collaboration with Mr Sun Xiushun and the Government of the Republic of Guinea, with the commencement of Phase 1 of the 12th batch of the SXS Guinea Capacity Building Programme in Singapore.
As Guinea advances key national priorities, including the Simandou Project and Vision Simandou 2040, this phase of the programme focuses on Strategic Planning and Development, equipping senior public sector leaders with the capabilities to translate long-term national vision into effective policies and implementation strategies.
Delivered in partnership with the Lee Kuan Yew School of Public Policy (LKYSPP) and Chandler Governance Group (CGG), the programme integrates classroom learning with applied exposure to Singapore’s governance and urban development experience. Participants engaged with the Strategy Group at the Prime Minister’s Office to learn about Singapore’s whole-of-government approach, and visited the HDB Living Space Gallery and Central Horizon at Toa Payoh to better understand integrated housing and urban planning practices.
SCE is honoured to serve as the implementing partner for this programme for the 12th consecutive batch. We extend our appreciation to Mr Sun Xiushun, as well as our partners at LKYSPP and CGG, for their continued support and collaboration. We look forward to further strengthening Singapore–Guinea cooperation through sustained capacity building and knowledge exchange.

Did you know? Fiji is among the first Pacific nations to ban single-use plastic bags, demonstrating its strong commitment to protecting island ecosystems and ocean health. This sustainability-first perspective provided a meaningful context for the study visit and shaped many of the discussions throughout the programme.
Under the Singapore Cooperation Programme - SCP, Singapore Cooperation Enterprise (SCE) was pleased to organise a study visit to Singapore by a delegation from Fiji.
Led by the Minister for Housing and Local Government, H.E. Mr Maciu Katamotu Nalumisa, the delegation comprised Ms Seema Sharma, Permanent Secretary for Local Government, and officials from the Ministry of Local Government and the Ministry of Environment and Climate Change.
As part of the Urban Waste and Circular Economy Management Programme, the delegation engaged with the National Environment Agency (NEA), exchanged views with private sector practitioners, and participated in in-depth discussions led by Mr Loh Ah Tuan, former Deputy Chief Executive Officer of NEA. Site visits to waste-to-energy facilities, e-waste management operations, and immersive learning spaces offered practical insights into how circular economy principles can be integrated into day-to-day operations.
Beyond technical solutions, the programme underscored the importance of sound governance, public trust, and people-centred approaches in delivering effective waste management outcomes. With the support of the Ministry of Foreign Affairs (MFA) Singapore, this study visit reflected the value of mutual learning and collaboration in building enduring partnerships.

Singapore Cooperation Enterprise (SCE) is deeply saddened by the passing of Dr Liu Thai Ker, and we extend our heartfelt condolences to his family and loved ones.
Dr Liu was one of Singapore’s foremost urban planners, whose vision, leadership, and lifelong dedication to public service have left an indelible mark on Singapore’s development. He also served as a Board Member of SCE and on its Panel of Experts, where his guidance and strategic counsel played an important role in shaping our approach to urban development, integrated planning, and long-term sustainability. He was also personally involved in lending his expertise to multiple of SCE's planning projects, including Saudi Arabia, Fiji and Africa.
We are deeply grateful for Dr Liu Thai Ker’s contributions and steadfast support to SCE. His legacy will continue to inspire our work with partners worldwide, as we strive to advance liveable, resilient, and well-planned cities.

Singapore Cooperation Enterprise (SCE) was honoured to participate in the 11th ADB International Education and Skills Forum held from 3 to 5 December 2025 at the Asian Development Bank (ADB) Headquarters in Manila. As a speaker in the session “Shaping Multisector Investments for Quality Jobs of the Future,” Ms Poh Ling Neo, Executive Director (Asia Pacific), shared SCE’s international cooperation experience alongside distinguished panellists under the moderation of Mr Manuel Prina, Principal Education Specialist, ADB.
The discussion explored how innovative, multi-sector investment strategies can strengthen human capital development and prepare the region’s workforce for rapid digital and economic transformation - echoing the Forum’s theme, “Applying a Fresh Lens to Unlock the Power of Human Capital.”
SCE looks forward to deepening strategic partnerships and contributing to efforts that advance quality education, skills development, and inclusive, sustainable growth across Asia and the Pacific.
