Ms Sun Xueling, Senior Minister of State (SMS), Ministry of National Development & Ministry of Transport, spoke to thousands of property agents at various real estate agency events in March and April 2026 - the ERA Asia Pacific Business Conference, the OrangeTee Annual Convention, and the Huttons Gala Awards.

One key topic of interest was Singaporeโ€™s efforts to strengthen anti-money laundering, countering proliferation financing and countering financing of terrorism (AML/CPF/CFT) measures, which led to new requirements that took effect on 1 July 2025.

SMS Sun shared that property agencies and property agents had given feedback during engagement sessions with her about challenges they had faced in implementing the new requirements.

With effect from 1 April 2026, property flyers and pamphlets must be properly distributed to HDB homes without being visible to members of the public other than the intended recipient(s), such as by placing flyers in mailboxes (e.g. by Singpost or flyer distributors).

This framework is part of an industry-wide initiative under a Memorandum of Understanding (MOU) signed on 13 February 2026 between SIEA and the five largest Estate Agencies, ERA, Huttons, OrangeTee & Tie, PropNex and SRI, with support from the Council for Estate Agencies (CEA) to promote responsible and professional flyer distribution practices to HDB households.

All participating estate agents (EAs) will implement a standardised approach to handling breaches of flyer distribution involving RESs who engage in improper flyer distribution.

It is an offence under Section 28(1)(b) of the ๐„๐ฌ๐ญ๐š๐ญ๐ž ๐€๐ ๐ž๐ง๐ญ๐ฌ ๐€๐œ๐ญ ๐Ÿ๐ŸŽ๐Ÿ๐ŸŽ (โ€œEAAโ€) for entities or individuals to act as estate agents without being licensed by CEA.

๐—ก๐—ผ๐˜๐—ฒ: An estate agent (EA) is the real estate agency industry term for a property agency.

So what happens when an individual attempts to carry out estate agency work โ€“ for example, facilitating property transactions such as room rentals between a landlord and a tenant โ€“ despite not having a license to do so?

This CEAnergy case study shares how a foreigner was charged in Court and sentenced to a fine of $10,000 for acting as an unlicensed estate agent.

For consumers, the article also shares how you can verify that the property agent you are dealing with is registered with CEA.

CEA supports this industry-led initiative to ensure that property flyers and pamphlets are distributed properly.

Starting 1 Apr 2026, real estate salespersons โ€“ i.e. property agents โ€“ from these five property agencies must properly distribute property flyers and pamphlets to HDB homes in a manner that is not visible to members of the public other than the intended recipients, such as by placing flyers in mailboxes (e.g. by Singpost or flyer distributors).

The participating property agencies will implement a standardised approach to handle breaches involving property agents who engage in improper flyer distribution.

This initiative by the real estate agency industry demonstrates its shared commitment to maintaining proper flyer distribution practices in HDB estates.
