Kenema District Council - Kendc and Chiefdom Authorities Sign Historic MOU
In a landmark move, the Kenema District Council and Paramount Chiefs of various chiefdoms signed a Memorandum of Understanding (MoU) on December 18th, 2025, aimed at enhancing revenue collection and sharing, transparency, and accountability.
The MoU outlines key objectives, including revenue sharing, roles and responsibilities in revenue mobilization, and public awareness on tax payments. It also establishes a framework for efficient communication, timely demand notice distribution, and collection.
Paramount Chiefs and council heads pledged to work together to improve service delivery across the district, boost revenue, and build public confidence. This collaboration is expected to drive development and enhance transparency in Kenema District.

DISTRICT DEVELOPMENT COORDINATION COMMITTEE KENEMA HOLDS ITS LAST QUARTERLY MEETING FOR 2025
The District Development Coordination Committee (DDCC) Kenema convened its last quarterly meeting for 2025 on December 10th, 2025, at the Kenema City Council Conference Hall. The meeting marked a significant moment in local governance, highlighting the committee's commitment to transparency, accountability, and development in Kenema District.
The Deputy Mayor of Kenema City Council welcomed participants and encouraged them to maintain the district's reputation as a model for development.
Presiding over the gathering was the Deputy Chairman of the Kenema District Council, Mr. Umaru Darboh, emphasized the committee's role in fostering partnerships for effective service delivery and sustainable development.
The Acting Deputy Chief Administrator of the Kenema District Council, Mr. Abdul Rahman Bah, highlighted the council's efforts in streamlining projects, enhancing service delivery, and maintaining transparency and accountability. The meeting featured presentations from stakeholders, including government agencies, councils of paramount chiefs, and NGOs, who showcased their initiatives and strategies to address local challenges.
The DDCC Kenema has been recognized by the Ministry of Planning and Economic Development as one of the best-performing committees nationwide. The meeting concluded with a call to action for participants to engage in realizing the committee's objectives and fostering inclusive development in Kenema District.

STRENGTHENING LOCAL FOOD SYSTEMS FOR SUSTAINABLE SCHOOL FEEDING IN KENEMA DISTRICT
On 6th November 2025, a World Food Programme (WFP) delegation led by Country Director Mr. Andrew Odero visited the Kenema District Council - Kendc to discuss localizing the school feeding supply chain. The meeting, chaired by Chief Administrator Ahmed Shekuba Koroma, focused on enhancing local food production in line with the Feed Salone Project. Mr. Koroma emphasized Kenema’s agricultural potential and called for stronger collaboration, value chain development, and market linkages to boost local resilience and reduce reliance on imported food.

Kenema District Development Coordination Committee Holds Bi-Quarterly Meeting
Kenema, 17th September 2025 – The Kenema District Development Coordination Committee (DDCC) today held its bi-monthly coordination meeting, bringing together development partners, state and non-state actors to discuss key developmental activities, achievements, success stories, and shared experiences, while also addressing challenges and service delivery gaps within the district.
The DDCC is supported by the World Bank under the Accountable Governance and Basic Service Delivery Project, through the Ministry of Finance and the Ministry of Planning and Economic Development, in collaboration with the Kenema City Council and the Kenema District Council.
Chairperson of Kenema District Council, Madam Frances Jambawai, officially opened the session, underscoring the purpose and importance of the engagement in fostering inclusive development. Delivering the welcome address, Chief Administrator Mr. Sahr E. Yambasu expressed gratitude on behalf of the Mayor of Kenema City Council and commended the presence of devolved sector heads, implementing partners, and stakeholders, describing the platform as a tangible result-oriented initiative.
During his statement, UNICEF representative Mr. Sellu highlighted key interventions including the Multiple Indicator Cluster Survey (MICS), targeting 16,200 households nationwide for data collection on under-five activities. He also announced support from the Mastercard Foundation, which has committed approximately USD 5 million over five years to strengthen Community Health Workers (CHWs), Non-Communicable Diseases (NCD) interventions, and digital health under Maternal, Newborn, and Child Health (MNCH). He further noted UNICEF’s role in supporting coordination and advocacy during emergencies, particularly when affected populations are fewer than 5,000.

Kenema District Council Holds Monthly Meeting
On the 11th September 2025 .The Kenema District Council today held its statutory Ordinary Council Meeting of the Fifth Council at the Council Hall. The session brought together Councilors, Paramount Chiefs, traditional leaders, MDAs, CSOs, NGOs, INGOs, and the media.
Deputy Chairman Mr. Umaru Daboh highlighted ongoing development initiatives supported by the World Bank, RMFA, ILO, and Own Source in key sectors such as education, health, agriculture, water, roads, and infrastructure. He commended the Chief Administrator, staff, and Councilors for their commitment to service delivery.
Councilors also shared updates from their chiefdoms, outlining both achievements and challenges. The meeting reaffirmed the Council’s commitment to transparency, accountability, and inclusive governance in advancing development across the district.

RMFA CEO APPLAUDS KENEMA DISTRICT COUNCIL AS ONE OF THE BEST PERFORMING COUNCILS
18th August 2025 – A high-powered team from the Road Maintenance Fund Administration (RMFA), led by its Chief Executive Officer, Mr. Mohamed Kallon, visited the Kenema District Council today as part of their mandate to finance the maintenance of core road networks and related matters.
During the visit, the RMFA CEO commended Kenema District Council, describing it as one of the best performing councils in the country. He underscored RMFA’s continued commitment to supporting local councils in strengthening infrastructure, enhancing accountability, and improving service delivery for communities.
In response, Kenema District Council expressed gratitude for RMFA’s sustained support and reaffirmed its dedication to delivering impactful results that will benefit the people of Kenema District.

KENEMA DISTRICT COUNCIL HOLDS ITS BIMONTHLY ORDINARY COUNCIL MEETING

In her address, the Chairperson of Kenema District Council, Madam Frances Jambawai, provided updates on key developmental initiatives undertaken since the last meeting. She expressed concern over the poor attendance of sector heads or their representatives and assured council members that actions would be taken against defaulters. She praised the Chief Administrator, staff, and Councilors for their dedication and proactive efforts in driving development across the district.
Madam Jambawai also paid tribute to the late Councillor Rose Marie Fatorma, who passed away the previous week, honoring her contributions to the Council and community.
The session offered Councilors the opportunity to share updates from their respective wards, highlighting ongoing projects and critical challenges affecting their constituencies.
The meeting reaffirmed the Council’s dedication to transparency, accountability, and inclusive governance, with a shared commitment to improving service delivery and development outcomes throughout Kenema District.

WORLD BANK AND FDD TEAM VISIT KENEMA DISTRICT COUNCIL ON ONGOING AGBSD PROJECT
Today 10th June 2025, a joint team from the World Bank, the Ministry of Finance’s Fiscal Decentralization Division (FDD), and the Project Management Unit has visited the Kenema District Council as part of their monitoring efforts on the ongoing Accountable Governance and Basic Service Delivery Project supported by the World Bank.
During the visit, the team engaged with Council authorities on the progress of the project being implemented in the district. As part of their field assessment, the delegation conducted a site visit to the National Islamic Primary School in Combama Town, Nongowa Chiefdom, where the construction of a six-classroom block with Water, Sanitation, and Hygiene (WASH) components is currently underway.
The visit underscores the World Bank's continued commitment to supporting quality education and improving service delivery in local communities through enhanced infrastructure and accountability.
Kenema District Council expressed appreciation for the continued support and reaffirmed it's commitment to achieving impactful results for the people of the district.
