From Pre-Recognition to Post-Recognition: A New Chapter for the Republic of Somaliland

The Republic of Somaliland must not remain in the same political, diplomatic, economic, and institutional position after recognition as it was before recognition.

Recognition should not be viewed merely as a change in diplomatic status; it should mark the beginning of a new national and international chapter. The transition from pre-recognition to post-recognition must therefore be accompanied by meaningful institutional reforms, stronger international engagement, expanded economic partnerships, and a renewed commitment to good governance, peace, democracy, and sustainable development.

Pre-recognition Somaliland has largely operated under the constraints of limited international recognition, restricted access to international institutions and financial mechanisms, and significant diplomatic and economic limitations.

Post-recognition Somaliland, by contrast, should aspire to become a responsible, credible, and constructive member of the international communityโ€”capable of transforming recognition into tangible improvements in the lives of its citizens and contributing positively to regional peace, security, trade, and development.

Recognition must therefore be understood not as the destination, but as the beginning of a new responsibility.

The post-recognition agenda should focus on:

- Strengthening democratic institutions and the rule of law
- Modernising public administration and national institutions
- Expanding international diplomatic relations
- Attracting responsible foreign investment and development finance
- Modernising infrastructure, ports, energy, transport, and digital connectivity
- Creating opportunities for youth employment, education, and entrepreneurship
- Strengthening regional peace, security, and cooperation
- Enhancing transparency, accountability, and the fight against corruption
- Deepening economic integration and international trade
- Building a professional and globally connected diplomatic service

The central principle should be clear:

ยซRecognition must change Somalilandโ€™s opportunities, institutions, responsibilities, and international engagementโ€”not merely its legal and diplomatic status.ยป

A successful transition from pre-recognition to post-recognition Somaliland should therefore be measured by what recognition enables the country to build, not simply by the recognition itself.

A New Somaliland for a New International Era

The objective should be to transform recognition into peace, prosperity, institutional strength, international partnership, and human development.

Pre-recognition was about securing recognition.
Post-recognition must be about delivering results.

Recognition is the beginning of the transformationโ€”not the end of the struggle.

A Letter to the International Community from the People of the Republic of Somaliland

His Excellency / Her Excellency,
Distinguished Members of the International Community,
United Nations Member States,
Regional and Global Partners,

On behalf of the people of the Republic of Somaliland, I extend this message of goodwill, historical reflection, and renewed appeal for international engagement and recognition.
Historical Background and National Identity

The people of Somaliland share a distinct historical and political trajectory.

The territory known today as the Republic of Somaliland was formerly the British Somaliland Protectorate, which gained independence on 26 June 1960.

Shortly thereafter, it voluntarily united with the former Italian-administered Somalia to form the Somali Republic.

However, the union failed to deliver the promised political equality, governance, and shared development. Over time, structural imbalances, political exclusion, and centralized authoritarian rule led to deep grievances among the people of Somaliland.

Brutal war against Somaliland society and Conflict, Suffering, and Human Cost
During the late 1980s, the region experienced a devastating civil conflict under the regime of Siad Barre. Cities including Hargeisa and Burao were heavily destroyed, and large-scale human suffering occurred.

The people of Somaliland endured forced displacement, loss of life, and widespread destruction of civilian infrastructure.

These events remain deeply embedded in the collective memory of our people and are regarded by many as grave violations of human rights and acts of mass atrocity. Somalilandโ€™s subsequent path has been shaped by a strong determination to ensure that such suffering is never repeated.

Peacebuilding, Reconciliation, and State Reconstruction
Following the collapse of the Somali central government in 1991, Somaliland made a historic decision: to withdraw from the union and restore its independence.

Unlike many post-conflict societies, Somaliland chose a path of internal reconciliation, dialogue, and consensus-building. Through traditional leadership, civic participation, and community-based peace conferences, the people successfully ended internal conflict and laid the foundation for stability.

From the ruins of war, Somaliland rebuilt its institutions from scratch, without sustained international assistance. Core state structures were established, including:

โ–ช๏ธŽvA functioning multi-party democratic system
โ–ช๏ธŽ Independent judiciary structures in development
โ–ช๏ธŽ National security and police institutions
โ–ช๏ธŽ Fiscal and administrative governance systems

This process has been widely recognized as one of the most locally driven peacebuilding efforts in contemporary Africa.

State-Building Without External Assistance

For over three decades, Somaliland has developed governance systems largely without formal international aid frameworks or recognition-based institutional support.

Despite limited external resources, the state has maintained:

โ–ช๏ธŽ Relative peace and internal stability
โ–ช๏ธŽ Regular democratic elections
โ–ช๏ธŽ Peaceful political transitions
โ–ช๏ธŽ Functional public administration

This sustained achievement demonstrates the resilience and political maturity of its people.

The Case for Recognition and International Engagement

Today, the Republic of Somaliland appeals to the international community to recognize the realities on the ground.
Recognition is not merely a political aspirationโ€”it is a reflection of:

โ–ช๏ธŽ A stable and functioning governance system
โ–ช๏ธŽ A defined and peaceful territory
A population that has demonstrated long-term commitment to peace and democracy
โ–ช๏ธŽ A record of self-reliant state-building over more than 35 years

We respectfully submit that continued non-recognition limits Somalilandโ€™s full participation in international trade, security cooperation, development financing, and diplomatic engagement.

Message to the International Community

We therefore call upon the international community, including the United Nations and its member states, to:

โ–ช๏ธŽ Acknowledge Somalilandโ€™s unique historical and political reality

โ–ช๏ธŽ Support its aspirations for peaceful international recognition

โ–ช๏ธŽ Engage constructively with its institutions

โ–ช๏ธŽ Strengthen cooperation in trade, security, and development

Recognition of the Republic of Somaliland would not only affirm the will of its people but also contribute to long-term stability in the Horn of Africa region.

Conclusion

The people of Somaliland remain committed to peace, democracy, and constructive engagement with the world.

We do not seek conflict or disruption, but rather rightful inclusion in the international community as a responsible and peaceful nation.

We extend our sincere hope that the international community will respond with understanding, fairness, and historical awareness.
Respectfully,

Mohamed Abdi Jama Dhimbiil

A New Era, a New Chapter, and a New Page for the Republic of Somaliland.

The Republic of Somaliland stands today at a defining moment in its modern history.

After more than three decades of hard-won peace, democratic practice, and state-building achieved without external trusteeship, the nation is entering a new eraโ€”one that opens a new chapter and turns a new page in its political, economic, and diplomatic journey.

This moment is not accidental. It is the product of sacrifice, resilience, and an unshakable belief by the people of Somaliland that stability, reconciliation, and self-governance are not privileges granted from outside, but rights earned through struggle and responsibility.

From Survival to Strategy
The first chapter of Somalilandโ€™s post-1991 story was about survival: reconciling a war-torn society, disarming militias, rebuilding institutions from the ground up, and restoring trust among communities. Against all odds, Somaliland succeeded where many failed. Peace was built locally, elections were held repeatedly, power changed hands peacefully, and a functioning state emerged.

Today, Somaliland is moving beyond survival toward strategy. The questions are no longer whether the state can endure, but how it can grow, compete, and contribute meaningfully to regional and global stability.

A Maturing Democracy
At the heart of this new era is a maturing democratic culture. Somaliland has demonstratedโ€”again and againโ€”that political competition does not have to lead to chaos. Ballots have replaced bullets, dialogue has replaced division, and constitutional order has prevailed even during tense political moments.

This democratic maturity gives Somaliland a unique moral authority in the Horn of Africa, a region too often associated with instability. It also strengthens the case that Somaliland is not merely seeking recognition, but deserves it based on performance, legitimacy, and popular consent.

Economic Opportunity and Strategic Relevance
Turning a new page also means unlocking economic potential. Somalilandโ€™s strategic location along the Gulf of Aden, its expanding port infrastructure, and its role as a corridor between Africa and the Middle East place it at the crossroads of global trade and security.

In a world increasingly focused on supply chains, maritime security, and regional partnerships, Somaliland offers something rare: stability in a volatile neighborhood. This new chapter must therefore prioritize investment, youth employment, economic diversification, and responsible management of natural and human resources.
A Clear Message to the World
The new era of Somaliland is also a messageโ€”to Africa, to the Arab world, and to the international community.

Somaliland is ready to engage as a responsible partner:
on security, on counter-terrorism, on trade, and on democratic values.
Recognition is not an act of charity; it is an acknowledgment of reality. Somaliland already operates as a state in every practical sense. Turning a blind eye to this reality only weakens international norms that claim to reward peace, democracy, and self-determination.

The Responsibility of Leadership and Citizens
A new chapter also brings new responsibilities. Leaders must rise above short-term politics and personal interests, while citizens must protect national unity, rule of law, and peaceful coexistence. Progress must be inclusive, ensuring that all regions and communities feel ownership of the state and its future.

The page being turned today will be read by future generations. What they inherit depends on the choices made now.

Finally

A new era is not declaredโ€”it is built. A new chapter is not written by slogans alone, but by policy, vision, and unity. A new page is meaningful only if it carries the ink of justice, opportunity, and national confidence.

The Republic of Somaliland has reached this moment through endurance and wisdom. The task ahead is to transform recognition of its achievements into recognition of its sovereignty and to do so with the same patience, dignity, and resolve that brought it this far.
