The technical committee initiated the evaluation of the application process for the provision of a Rapid Technical Assessment on Human Resource Management Information Systems (HRMIS) System Requirements & Specifications for the National Civil Service Commission. Short listing of potential consultancy firms soon.

Today the Evaluations committee with the support of initiated the evaluations process by going through the applications submitted for a qualified and highly professional consultancy firm with the right skills and experience to conduct a rapid Technical Assessment on HRMIS System Requirements & Specifications.

The recent headcount and the new biometric registration exercises generated excel database forms as an entry points but, currently the National Civil Service Commission (NCSC) and all other Ministries, Departments and Agencies (MDAs) of the Federal Government of Somalia do not have a functioning automated HRM system to manage the day-to-day civil service employees and their records.
Therefore, it deems necessary to have a centralized Human Resource Management Information System (HRMIS) to manage the civil service employees across the government institutions.

The Capacity Injection Project -CIP team has participated in the World Bank Fiduciary Management Implementation Support Mission Dissemination Workshop in Mogadishu that is ongoing between 11-13 February 2020. This meeting was led by World Bank officials, the Accountant General (FGS), Auditor General, DGs, Heads of EAFS at the Federal Government of Somalia and Federal Member States.
The main discussion points revolved around current, emerging and key macro FM portfolio wide issues of the World Bank projects.

The Permanent Secretary of the Office of the Prime Minister, Ahmednur Mohamed invited the Development Partners for a high-level meeting that support Somalia with multi-sectoral recovery and development initiatives. (December 9th, 2019)

The talks surrounded the Status of the progress made towards Effective & Accountable Government through the governance programs (CIP, RCRF & DRM/PFM) which are the World Bank managed projects through the Multi Partner fund. FGS & World Bank Bi-annual Troika (CIP, RCRF & DRM PFM) Coordination meeting – Capacity Injection Project 10/12/2019

On the December 8th 2019, a bi-annual Troika meeting was held in Mogadishu for the Somalia Multi Partner Funded projects: Recurrent Cost & Reform Financing (RCRF), Public Financial Management (DRM/PFM) & Capacity Injection Project (CIP). A World Bank team met with the Joint Steering committee from both the Federal Government of Somalia & Puntland State.

Government colleagues working in these projects gave an update on the respective projects and the World Bank teams gave their perspective towards the Governance Reform Programs. The government of Somalia is committed to the ongoing reform initiatives in the country at large particularly at FGS & Puntland through these Troika governance programs and very much appreciates, the financial and technical support by the World Bank as well as other partners.
