On September 18th 2025, Civil Society Organizations under the Child Rights Coalition convened a Pre-Budget Dialogue with Parliamentarians under the theme:
“From Commitments to Action: Strengthening Parliamentary Oversight on Food Security, Nutrition, and WASH through Accountable Budgeting in FY 2025/26.”
The dialogue provided a platform for CSOs to present their position paper on government budget commitments, highlight gaps, and push for stronger allocations to food security, nutrition, and WASH.
Hon. Dr. Ghada James Killa, Chairperson of the Standing Specialized Committee on Agriculture and Food Security at TNLA, emphasized the urgency of parliamentary engagement on food security and nutrition as well as WASH budget, stating:
“As we are deliberating today on this budget for food security and nutrition, it is important for us parliamentarians to engage on this issue so that we allocate a budget that really can suit food security and nutrition. Meaning of food security and nutrition is actually for the entire citizens of this country---at all times they are supposed to get safe, healthier, nutritious, available. So these foods should be access full with nutrition. Nutritious food as we know is very important for our citizens because we have children and this is their right”
This commitment from Parliament demonstrates the growing recognition that food security, nutrition, and WASH are not optional—they are rights that must be protected through accountable budgeting.
As CSOs, we stand united in ensuring that FY 2025/26 moves from commitments to action for the wellbeing of children and all citizens of South Sudan with support of the parliamentarians.
Key Resolutions from the Engagement
Parliamentarians adopted CSO budget recommendations, including:
10% allocation to agriculture in line with the Malabo Declaration.
15% allocation to health as per the Abuja Declaration.
1% allocation to the Ministry of Gender, Child, and Social Welfare to support children, women, and persons with disabilities.
Reduction of medical referral costs from $200 to SSP 15,000–30,000.
Commitment to adequate health budget allocations to ensure 72 hours of free emergency medical treatment in public health facilities, as guaranteed by the Constitution.
Government to prioritize investment in WASH sector such as connection of water pipes, drilling of boreholes, construction of public toilets in urban centers, highways, and villages to combat open defecation.
On, September 12, in Juba, South Sudan, the Child Rights Civil Society Coalition, in partnership with Save the Children International and with support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands under the Right2Grow project, submitted the CSOs’ Alternative Tax Proposal in response to the FY 2025/26 Finance Bill – South Sudan.
The CSOs’ Alternative Tax Proposal was received by Honourable Members of Parliament from the Specialized Committees on Finance and Planning, Agriculture and Food Security, Livestock and Fisheries, Water Resources and Irrigation, Health and Population, Human Rights and Humanitarian Affairs, as well as Gender, Child and Social Welfare.
The Civil Society Organizations developed this alternative tax proposal on June 9–10, 2025, with particular focus on charges levied on food items, agricultural inputs, WASH, and nutrition supplements. This proposal is intended to provide constructive recommendations that promote inclusive growth, safeguard vulnerable groups, and strengthen domestic resource mobilization.
During the engagement, parliamentarians commended the CSOs’ efforts for identifying critical gaps and providing alternative tax rates. They acknowledged the issues raised and committed to adopt the CSOs’ recommendations during deliberations on public feedback once a public hearing is convened.
Furthermore, the parliamentarians encouraged CSOs to:
Meet with the National Economic Cluster chaired by the Vice President to ensure that both the executive and legislative arms of government are aligned on the potential impacts of high taxes on citizens.
Play an oversight role in monitoring private sector compliance once the Finance Bill and budget are approved.
Speaking on behalf of the coalition, the National Coordinator emphasized that engaging specialized parliamentary committees offers a valuable platform to amplify citizens’ demands, strengthen dialogue on feasible policy alternatives, and ensure that the Finance Bill is people-centered before its approval.

The Civil Society Organizations, under the umbrella of the Child Rights Coalition, held a two-day meeting on 4–5 September to develop budget policy briefs that will be shared with Members of Parliament ahead of the 2025/26 National Budget.
The focus: pushing for stronger investments in food security, Nutrition, and WASH under the theme:
“From Commitments to Action: CSOs’ Advocacy for Improved Food Security, Nutrition and WASH Financing in South Sudan.”
Backed by evidence from the approved government budgets and existing national budget commitments, CSOs produced four policy briefs covering:
§ Food Security & Nutrition
§ Health
§ WASH
§ Social & Humanitarian Sector
At the close of the event, Adut Christina Salva, Chairperson of the Child Rights Civil Society Coalition, called on participants to lead by example:
“As civil society leaders, we must remember that food security, nutrition, and WASH are not responsibilities we can leave to the government alone. Our advocacy must be matched by action in our own lives—by practicing good nutrition and hygiene at home, we set the standard for the communities we serve. We must make sure we give enough nutritious food to our children.”

At the Child Rights Coalition – South Sudan, we are excited to witness the impact of our budget advocacy under the Right2Grow project. What began as collective engagement with government and partners has now inspired children in schools who are part of our stakeholders to take it even further – debating on budgets to demand the fulfillment of their rights.
These young voices are boldly reminding us that children are not just beneficiaries of policies, but active participants in shaping them. Their debates on budget priorities for education, nutrition, health, and protection show the true power of child participation in governance.

Juba, June 16, 2025 — Children made use of the Right2Grow budget analysis and called upon the parliament to take action on government commitments during the Day of the African Child commemoration under the theme "Planning and Budgeting for Children's Rights and Welfare in South Sudan."
The Right2Grow Consortium supported the earlier preparatory meeting for Children's Council prior to the DAC, helping them understand budget allocations and government commitments for child-focused ministries, including the Ministry of Agriculture and Food Security.
As a result of the children's submission, the Rt. Hon. Speaker of Parliament made an immediate commitment and called upon parliamentarians to uphold government budget commitments of 10% for education and 15% for health. She also granted children the space and opportunity to speak during the public budget hearing ahead of the 2025/26 national budget.
This achievement is a testament to the capacity-strengthening efforts by Right2Grow for both children and civil society organizations (CSOs) involved. It marks a significant step forward in ensuring that budget conversations in South Sudan are informed by and accountable to the needs and voices of children — a legacy that will shape national budget conversations long beyond the lifespan of the Right2Grow project.
Thanks for the technical skills provided by CEGAA (Centre for Economic Governance and Accountability in Africa), the South Sudan team is now independently driving the budget advocacy agenda and influencing service delivery.

Policy Milestone Reinforces CSO Advocacy on Food Security, Nutrition & WASH!
The Child Rights Civil Society Coalition, under the Right2Grow initiative, proudly celebrates the official launch of South Sudan’s National Nutrition Policy and Pre-Service Nutrition Curriculum, officiated today by the Vice President for the Service Cluster. This achievement echoes the tireless advocacy by civil society for increased budgetary commitment to nutrition, food security, and WASH across the country.
The newly launched and the first National Nutrition Policy provides a vital legal framework and accountability mechanism to guide cross-sectorial action on nutrition. It strengthens calls made by civil society for a coordinated, well-funded, and multi-sectorial approach involving:

CSOs Launch Workshop to Develop Alternative Tax Proposals for South Sudan’s FY 2025/2026 Finance Bill
Juba, South Sudan – June 9, 2025 – Members of the Child Rights Civil Society Coalition and the Right2Grow Consortium have commenced a two-day workshop to develop and submit CSOs’ alternative tax proposals to the Parliamentary Committee on Finance and Economic Planning under the theme: “Towards a Fair, Equitable, and Inclusive Tax System: CSO Respond to the FY 2025/2026 South Sudan Finance Bill”. The initiative underscores the critical role of civil society in shaping fiscal policy.
The workshop seeks to amplify civil society voices in promoting fair taxation, transparent governance, and public financing strategies that prioritize the prevention of undernutrition—particularly for children under five, enabling them to thrive and reach their full potential. It also serves as a platform to strengthen civic engagement, leadership, and democratic accountability in the financial decision-making process.
The CSO position on the FY 2025/2026 South Sudan Finance Bill will be formally submitted to Parliament during the public bill hearing, scheduled to take place before the end of June 2025.
