French Ambassador Mark Toruyet has paid a courteous call on South Sudan's Finance Minister Hon. Salvatore Garang Mabior.

The Ambassador on Tuesday July 28 appreciated the National Minister for Finance and Planning due to financial reform initiatives undertaken by the ministry as stipulated in Chapter Four of Rvitalize Agrement on the Resolution of conflict in South Sudan (R_ARCSS).

On his side, thee minister briefed the representative of the government of France on the progress made in Public Financial Manangemnt reforms agenda and how the South Sudanese governemnt is working to align Public Financial Manangemnt to National Strategic Development.

The two leaders also discussed variety of issues around the fiscal year 2020/2021 budget and priorities.

The foreign diplomat spotted and raised concerns on some of the areas neglected in budgeting process like health and education.

Hon. Mabiordit assured him of the governent readiness and comittement to address the issues in budgeting process.

On other hand, the Minister appealed to France's ambassador for their developed nation to help South Sudan in securing Finaicaial assistant from International financial institutions like, International Monetary funds and World Bank.

He raised the concerns on how the imposed sanctions had been affecting South Sudan's financial flows in international financial system.

Hon. Minister Salvatore Garang Mabiordit meets Egyptian Ambassador yesterday Tuesday July 21.

The discussion focused particularly on financial management in which the foreign diplomat suggested the signing of the Memorandum of Understanding (MoU) in national financial management oversight that will assist the nine_year_old South Sudan in the process of public financial management.

The meeting also explored important areas of bilateral agreement that include the double tax avoidance agreement between the two countries.

That agreement had already been prepared and was waiting to be signed by two countries.

This will help the two nations to reduce the double tax and encourage the Egyptian investors to invest in South Sudan.

Additionally, the meeting discussed the projects previously undertaken by the Egyptians in the country and the challenges.

The projects include: The road project being undertaken by the Samco with its partners kit as well as river transport project that was pending due to insecurity along the nile.

The two leaders further discussed the follow up from the two finance ministries on joint committee to identify the areas of interest and cooperation between the two nations.

The Minister for Finance and Planning today Thursday July 16 attended the joint meeting of Oversight and Technical Committees of the Public Financial Management (PFM) committees at the Ministry of Foreign Affairs and International Cooperation meeting hall.

Some of the most important areas covered in the meeting include oversight committee guidance to the technical committee, review of the IMF recommendations to the PFM, update on PFM secretariat and update on national budget process.

Additionally, the reasons that led to the delay in the Fiscal Year 2020/2021 budget were also expounded.

The Undersecretary of the Ministry of Finance and Planning in his presentation made the participants aware that the country's budget is ready and awaiting reconstitution of the parliament.

He also alluded to the short term priorities of the ministry before the passing of the budget.

Such short terms programs requiring attention include: security, COVID_19 response and the salaries of the civil servants.

Clarification on the Fake Grant Funding in circulation.

The Ministry of Finance and Planning would like to dispute and distance itself from the rumour circulating on the social media alleging that the government and the World Bank entered into an agreement to fund Small and Medium Entepreises (SMEs) in partnership with USAID and Global Entrepreneurship Forum (GEF).

This information was circulated in a Google doc. which others mistaken to have been posted on this ministry's page.

This official page didn't post such a communication, thus, consider it as the work of hackers with hidden malicious interests to trick the public.

When your authorities learned of the information, drastic measures were immediately taken and investigation is still on going to ascertain what transpired and to avoid the same mistake from repeating itself again in the future.

We therefore, urge the public to be vigilant and disregard such information as a mere media scam; the Ministry did not send out any forms to any one and encourage citizens to dispute that the forms circulating on social media to be filled by entrepreneurs to get access to the alleged funds as fake forms.

If there is such agreement or arrangement in the future, it shall be announced by ministry's department concern in its letterhead and posted officially here.

To proof the fakeness of that document, check the wording and logo. Our ministry is call Ministry of Finance and Planning not Ministry of Finance, Planning and Economic Development and we usually use our official logo in all our correspondences.

The Minister for Finance and Planning, Hon. Salvatore Garang Mabiordit held a virtual meeting today with the World Bank's new Country Director Dr. Ousmane Dione.

The discussion conducted at the World Bank’s premises explored areas of cooperation between the World Bank and the Government of South Sudan.

Hon. Mabiordit unveiled the government’s desire to achieve the national developing strategy by expanding the non-oil sector to decline insecurity, increase investments and accelerate the return of IDPs and refugees.

In his remarks, the minister conveyed to Dr. Ousmane of the World Bank some challenges slowing down South Sudan from consolidating peace and stabilizing the economy. For instance, emergence of desert locusts, flooding in most parts of the country, the outbreak of the pandemic coronavirus disease and the widening deficit in the financial year 2020/2021 budget brought about by the global drops of oil prices.

Amid difficulties, the minister encouraged a strong collaboration between the government and partners such as the World Bank in pursuing peace and stability in the country. Hon. Mabiordit additionally assured the new Country Director of the measures already being undertaken by the nation to reform Public Financial Management System.

He informed the World Bank official posted in the East African region about the measures currently in place to form public financial management committees, of which the oversight committee is being co-chaired by the government (represented by the Minister for Finance and Planning) and the International partners represented by the Ambassador of the United States of America.

According to the minister, the World Bank is such an important partner to the country with its projects having contributed significantly to the development of our country.

Among projects animated by the World Bank, Hon. Mabiordit mentioned Logoseed Project, Safety Net Project, Provision of Essential Health Services and many others.

The late was a determined and exemplary individual in executing services as expected by his line managers and supervisors in the Finance Ministry.

With this unexpected shock, we wish to extend our sincere condolences to his beloved family and further encourage them to take heart in this trying moments for all of us.
