Communiqué des habitants d'Alep à la communauté internationale

Aujourd’hui, cela fait 91 jours que la ville d’Alep est assiégée. Selon le bureau des statistiques du Conseil municipal d'Alep, 271 536 habitants sont prisonniers à l’intérieur de cette zone assiégée. Plus de 2300 bombardements : des attaques aériennes, des barils d’explosifs, des tirs d’artillerie, des bombes à fragmentation, des bombes anti-bunker et des bombes chargées de chlore y ont été recensés durant ces 23 derniers jours seulement.
Ce sont actuellement 8 hôpitaux et centres médicaux, dont 4 hôpitaux dans la dernière semaine, 6 écoles, 2 boulangeries et le siège de la protection civile qui ont été touchés par les frappes aériennes. Ce sont autant les armées de l'air du régime syrien et de la Russie qui visent intentionnellement les bâtiments publics et les habitations afin d’anéantir tout espoir des populations concernées. L’accès aux soins médicaux est quasiment impossible. Le fait d’aller dans le peu d’espaces médicaux encore en fonctionnement constitue un risque majeur que ne peuvent plus prendre les habitants. Ces espaces sont aussi les cibles des attaques aériennes des régimes russe et syrien.
Cela fait presque 6 ans aujourd’hui que nous nous demandons pourquoi le reste du monde n’agit pas… Ce sont plus de 500 000 morts. Combien d'hôpitaux ou d’écoles entièrement détruits faut-il encore pour que des actions voient le jour permettant d’arrêter ces massacres en Syrie ? La situation ne peut être plus dramatique qu’elle ne l’est aujourd’hui. Encore aujourd’hui, en 2016, 271 536 personnes sont prises au piège dans une ville assiégée faisant face à la mort par les bombardements reçus en rafale mais une famine qui menace de venir très vite. Le dysfonctionnement du monde est responsable de ces 500 000 morts et de ces 271 536 habitants enfermés dans la ville. Nous nous demandons à quoi sert l’ONU et notamment à quoi sert le Droit international des Droits de l'Homme. C’est une impression d’avoir vécu un désastreux accident de train au ralenti.
Ce message est celui des derniers habitants d’Alep au reste du monde. Nous ne souhaitons pas regarder derrière-nous et aujourd’hui, nous espérons que vous pourrez faire quelque chose pour nous, vous avez toujours cette possibilité d’action. Nous vous demandons de relayer notre voix pour l’arrêt des frappes aériennes de Bachar Al-Assad qui nous tuent, ou du moins la possibilité d’avoir les leviers diplomatiques pour imposer l’arrêt des bombardements du régime sur la ville d'Alep.
Nous vous demandons l’ouverture d’un couloir humanitaire démilitarisé afin de permettre aux habitants d'Alep de se rendre dans les zones occupées par les forces révolutionnaires, sous observation de l’ONU seulement, sans la présence de factions armées ou d’armées externes au pays. Nous souhaitons un couloir humanitaire nous permettant l’acheminement libre et sécurisé de la nourriture, du carburant, des médicaments et autres matériels essentiels au fonctionnement des services publics des quartiers est d’Alep (points d’eau, l'électricité, des hôpitaux, des écoles et la protection des habitants etc.). Cela permettra l’accès à l’aide humanitaire d’urgence et une voie pour les échanges commerciaux.
Les groupes armés révolutionnaires ont donné leur accord commun acceptant ainsi les modalités de la mise en place d’un couloir humanitaire à l’est d’Alep. Cependant le régime syrien et la Russie maintiennent le refus. Si la communauté internationale n’est pas en mesure d’ouvrir un tel couloir ou de convaincre le régime syrien de la nécessité d’une voie pour l’acheminement des aides humanitaires jusqu’à l’Est d’Alep, nous demandons vivement au monde et aux Etats de l’Ouest en particulier, de parachuter des vivres et aides humanitaires comme cela avait été le cas précédemment grâce à des avions de la coalition menée par les États-Unis en Syrie à proximité de la ville d’Alep.
Nous sommes les habitants des quartiers est d'Alep et nous insistons sur le fait que nous n'avons aucun problème avec l’acheminement d’aides humanitaires d’urgence parachutées par avion. La communauté internationale porte des responsabilités sur les conséquences futures de l’actuel siège d'Alep.
En espérant que nos voix seront entendues et qu’Alep sera sauvée.

A message from the people of Aleppo to the world
Today marks the 91st day of Aleppo city besiegement, according Aleppo city council statistics (271,536) are stuck inside the east of Aleppo, over 2300 strikes including airstrikes, explosive barrels, artillery, cluster bombs, bunker-busters and bombs, loaded with chlorine gas have been documented over the last 23 days only.
8 hospitals and medical centers have been struck, 4 hospitals over the last week, 6 schools, 2 bakeries and civil defense HQ. Both Russian and Syrian regime air-forces are intentionally targeting the civilian infrastructure in order to break people’s will, currently people have almost zero access to medical care, people are afraid to go to hospitals due to the intentional Russian and Syrian regime airstrikes. It has been almost 6 years and we are wondering what the world was doing… more than 500 000 people have died, how many hospitals or schools does it take to see real actions against war crimes in Syria, it can’t get more gruesome than this, we are in 2016 and 271536 people are trapped in a besieged city facing death from bombardment and possible very soon starvation, the dis-functionality of the world is responsible of 500 000 deaths and those 271536 trapped in the city, we wonder why do we have U.N, why do we have human rights laws. This has been a slow-motion train wreck, and this message is from the people who lasted in Aleppo to the world, don’t look back years from now and wish that you can do something, you can still do, we ask you to ground Assad air-force that’s killing us, or at least have some diplomatic leverage to force the Syria regime and Russia’s bombardment of the city of Aleppo to be stopped We ask you to open a demilitarized humanitarian corridor for the people of Aleppo to revolutionaries-held areas under the observation of the U.N only without the presence of any other groups or countries, a corridor that allows free movements of food, fuel, medicines and all merchandises for the civilian essential infrastructure inside eastern Aleppo “water stations, electricity, hospitals, schools and civil defense” as both for relief aid and trade movements.
Revolutionaries armed groups did agree on allowing relief aid passage to eastern Aleppo yet both the Syrian regime and Russia are refusing, if the international community won’t be able to open the previous mentioned corridor or be able to convince the Syrian regime to pass the relief aid toward eastern Aleppo, we urge the world and the west specially to airdrop the humanitarian aids as there are already warplanes for the US-led collation in Syria not far from Aleppo city, we are the people of eastern Aleppo and we emphasize that we have no problems with relief aid airdrop. The international community holds responsibility of any future consequences of Aleppo besiegement hoping that our voices will be heard, and Aleppo will be saved.

Announcement 2The Local Council of Aleppo City, being the representative of the revolutionary bodies in Aleppo stresses the following:- We welcome the seize fire and enter humanitarian aid to the liberated neighborhoods provided that they enter through Al Ramouseh Road only and not through the Castillo Road or any other any other passages controlled by the pro-Assad militia. The Regime has previously unloaded the aid trucks several times and entered them empty to the liberated areas.- We demand that this truce include all the Syrian territories and that humanitarian aid shall enter all besieged areas not only according to what the Russians impose upon us.Long live Free SyriaHead of Aleppo City Local Council

We, the local council of Aleppo, the legitimate, democratically-elected and representative of the civilians living in the liberated city of Aleppo. And concerned about the civilians of Aleppo, after all the atrocities committed by the Russian-Iranian coalition that support the terrorism of Assad regime, and the crimes committed by the terrorist YPG forces which was the main factor behind blocking Castillo Road, the only vital passage for the liberated areas in Aleppo. And believing that the body who brutally killed the civilians and destroying the infrastructure of the city can never be part of those working on alleviating the suffering of our afflicted people, we hereby announce the following:

The WFP coordination with a body who was a partner in killing the Syrian people is an indicator of alignment from the side of WFP. This contributes to adding legitimacy to those who committed crimes against the Syrian people and is considered as a support to the terrorism practiced by the Assad regime. Therefore, we refuse, as a legitimate body, the entry of any humanitarian, relief, medical or any other types of aid to the liberated areas unless there is previous coordination with the legitimate body accredited in the city, not through conditions imposed by the criminal regime who lost legitimacy.

We completely refuse using the Castillo Road, which is under the control of Assad regime and YPG mercenaries, who were partners in blocking the only vital road and turning it into a military, non-secure zone. The civilians’ cars and their bodies are still thrown at the sides of the road due to the crimes they committed against humanity there.

We demand the International Community and the United Nations to take their full humanitarian and ethical responsibility towards the civilians in the liberated areas and considering Ramouseh Road as a humanitarian passage to the liberated areas from Aleppo city. Using any other roads is considered as giving legitimacy and providing international coverage for making Ramouseh Road un-secure for entering humanitarian aid to the city as well as a clear participation in re-imposing a military siege over the city. Bearing in mind that Ramouseh Road is considered the only road to the liberated areas that ensures the entrance of life essentials for the civilians, as of the date of breaking the siege.

Mitigating the severity of killing and terrorism the Syrian people face can be done through taking decisive decisions and strict procedures against the Assad regime and those who assist it in killing the Syrian people, rather than providing relief aid that the Syrian people can sacrifice to achieve their goals in freedom and dignity, the goals that cost the Syrian people hundreds of thousands of martyrs.
