Government on Decentralisation
“One of the key submissions during Sibaya People’s Parliament was the urgent need to improve service delivery. Recognising this need, Government has initiated the process of developing new legislation on decentralisation. Consultations with communities and key stakeholders have been done.”
“The draft decentralisation legislation is being finalised for submission to Cabinet. This process is being led by the Ministry of Tinkhundla Administration and Development and is being supported by the Ministry of Housing and urban development.”

An Inkhundla Authority shall collaborate with development agencies in the development of Integrated Development Plans. Each Regional Council or Inkhundla Authority shall cause to be prepared before the commencement of each financial year, or any other time prescribed by the Minister an Integrated Development Plan.

One Morning, Two Meetings. On this beautiful Monday, we are in consultations with the Senate Portfolio Committee and local government councillors, representing the country's cities and towns. This first set of photos captures the councillors in full meeting mode.
"A chiefdom or polling division shall establish development committee which shall be assisted by a public officer as deployed by the Commission. The development committee assisted by the public officer shall encourage public participation in formulating any community development strategies."

Today, we are in the kingdom's hub for consultations with the Municipalities' CEO's Forum.
"The Local Traditional Authorities shall convene meetings at least once in every three months for purposes of carrying out their functions. Notwithstanding subsection (1), the Local Traditional Authorities may meet for an extraordinary meeting for purposes of carrying out its functions. The Principal Administrator of an Inkhundla Authority shall be the secretary of the Local Traditional Authorities. The Committee member designated as Chairperson shall on the appointed date of first meeting by written notice convene all the members of the Inkhundla Traditional Authorities to the first ordinary meeting."
