ไทยเป็นเจ้าภาพการประชุมเจ้าหน้าที่อาวุโสบิมสเทคครั้งที่ ๒๔

เมื่อวันที่ ๑๙ ธันวาคม ๒๕๖๗ ไทยในฐานะประธานบิมสเทคเป็นเจ้าภาพจัดการประชุมเจ้าหน้าที่อาวุโสกรอบความริเริ่มแห่งอ่าวเบงกอลสำหรับความร่วมมือหลากหลายสาขาทางวิชาการและเศรษฐกิจ หรือบิมสเทค (BIMSTEC) ครั้งที่ ๒๔ ผ่านระบบประชุมทางไกล โดยมีนายไพศาล หรูพาณิชย์กิจ รองปลัดกระทรวงการต่างประเทศ เป็นประธาน และนางสาวรุจิกร แสงจันทร์ อธิบดีกรมเศรษฐกิจระหว่างประเทศ เข้าร่วมในฐานะเจ้าหน้าที่อาวุโสของไทย
ในที่ประชุมไทยได้เสนอ ๑) การจัดตั้งศูนย์ความเลิศด้านเวชศาสตร์เขตร้อนภายใต้กรอบบิมสเทค โดยมีวัตถุประสงค์เพื่อรับมือความท้าทายด้านสุขภาพที่มีร่วมกันในภูมิภาค และ ๒) การจัดตั้งศูนย์ความเป็นเลิศด้านการตรวจสอบภาครัฐภายใต้กรอบบิมสเทค เพื่อส่งเสริมความร่วมมือทางสถาบันการเงิน และพัฒนาความโปร่งใสทางการเงินของหน่วยงานภาครัฐระหว่างรัฐสมาชิก
ในการเข้าร่วมประชุมข้างต้น ยังได้มีการทบทวนร่างเอกสารแนวคิดกับภาคีภายนอก รวมถึงสถานะผู้สังเกตการณ์ของบิมสเทคและสหประชาชาติ และความร่วมมือระหว่างบิมสเทคกับอาเซียน
นอกจากนี้ ไทยยังได้แจ้งที่ประชุมเรื่องกำหนดการจัดประชุมผู้นำบิมสเทค ครั้งที่ ๖ และการประชุมที่เกี่ยวข้อง โดยมีกำหนดช่วงต้นเดือน เมษายน ๒๕๖๘
การประชุมเจ้าหน้าที่อาวุโสบิมสเทคเป็นกลไกการดำเนินงานหลัก มีหน้าที่รับผิดชอบการเตรียมการสำหรับการประชุมรัฐมนตรีบิมสเทค ซึ่งรวมถึงการติดตามความคืบหน้ารายสาขา และการเห็นชอบเอกสารที่เกี่ยวข้องเพื่อการพิจารณาของที่ประชุมระดับรัฐมนตรี

Thailand hosted the 24th BIMSTEC Senior Officials’ Meeting

On 19 December 2024, Thailand, as Chair of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), hosted the 24th BIMSTEC Senior Officials’ Meeting (SOM) virtually. The meeting was chaired by H.E. Mr. Paisan Rupanichkij, Deputy Permanent Secretary for Foreign Affairs, with Ms. Rujikorn Saengchantr, Director-General of the Department of International Economic Affairs, attending as Thailand’s Senior Official.
At the meeting, Thailand proposed the establishment of 1) the BIMSTEC Centre of Excellence in Tropical Medicine and Public Health, aimed at addressing tropical health challenges in the region. 2) the BIMSTEC Excellence Centre in Public Audit (BECPA), designed to enhance regional cooperation among Supreme Audit Institutions and improve public sector accountability across Member States.
The Meeting also reviewed several documents relating to external partners, including the Permanent Observer Status of BIMSTEC at the United Nations and Cooperation between BIMSTEC and the Association of Southeast Asian Nations or ASEAN.
Moreover, Thailand informed the Meeting of its proposed schedule for the 6th BIMSTEC Summit and its preceding meetings in April 2025.
The BIMSTEC Senior Officials’ Meeting serves as a core mechanism responsible for preparation for the BIMSTEC Ministerial Meeting, which includes reviewing the progress of various sectors of cooperation, and endorsing relevant documents for consideration by the Ministers.

ในฐานะ ประธานบิมสเทค ประเทศไทยมุ่งมั่นที่จะร่วมมือกับรัฐสมาชิกอย่างใกล้ชิดเพื่อมุ่งให้ภูมิภาคอ่าวเบงกอลมีความมั่งคั่ง ยั่งยืน ฟื้นคืน และเปิดกว้างสู่โอกาส (Prosperous, Resilient and, Open BIMSTEC) หรือ “PRO BIMSTEC” และมุ่งใช้โมเดลเศรษฐกิจ BCG Economy เป็นแนวคิดหลักเพื่อขับเคลื่อนความร่วมมือในแต่ละสาขาของรัฐสมาชิก

Thailand is also leveraging the 'BCG Economy' model as a core value to propel collaboration across various dimensions among BIMSTEC members.

การประชุมคณะผู้ทรงคุณวุฒิว่าด้วยการกำหนดทิศทางของบิมสเทคในอนาคต ครั้งที่ ๒

เมื่อวันที่ ๑๑ – ๑๒ มีนาคม ๒๕๖๗ นายสุนทร ชัยยินดีภูมิ ผู้ทรงคุณวุฒิจากไทย เป็นประธานการประชุมคณะผู้ทรงคุณวุฒิว่าด้วยการกำหนดทิศทางของบิมสเทคในอนาคต ครั้งที่ ๒ ณ สำนักเลขาธิการบิมสเทค กรุงธากา บังกลาเทศ โดยมีผู้ทรงคุณวุฒิจากรัฐสมาชิกบิมสเทคเข้าร่วมเพื่อหารือแนวทางการดำเนินงานของบิมสเทคในอนาคต โดยต่อยอดจากการประชุมคณะผู้ทรงคุณวุฒิฯ ครั้งที่ ๑ เมื่อวันที่ ๒๕ มกราคม ๒๕๖๗

การประชุมครั้งนี้มุ่งเน้นการหารือแนวทางเสริมสร้างการทำงานขององค์กรและส่งเสริมความร่วมมือทั้ง ๗ สาขาของบิมสเทค โดยเฉพาะการเสริมสร้างความร่วมมือระหว่างกลไกลการดำเนินการหลักและกลไกการดำเนินงานรายสาขาของบิมสเทค รวมทั้งการส่งเสริมความร่วมมือกับภาคีภายนอก นอกจากนี้ คณะผู้ทรงคุณวุฒิฯ ได้รับฟังการบรรยายสรุปเกี่ยวกับการดำเนินงานของสาขาความร่วมมือต่าง ๆ เช่น สาขาวิทยาศาสตร์ เทคโนโลยี และนวัตกรรม และสาขาสิ่งแวดล้อมและการเปลี่ยนแปลงสภาพอากาศ เพื่อหารือแนวทางการพัฒนาความร่วมมือในอนาคต

ที่ประชุมยังได้แลกเปลี่ยนความเห็นด้านการดำเนินการของศูนย์บิมสเทคร่วมกับผู้แทนจากศูนย์สภาพอากาศและภูมิอากาศของบิมสเทค (BIMSTEC Centre on Weather and Climate) ศูนย์พลังงานบิมสเทค (BIMSTEC Energy Centre) รวมทั้ง แนวทางการพัฒนาการดำเนินการของศูนย์ดังกล่าวให้มีความยั่งยืนในอนาคต

คณะผู้ทรงคุณวุฒิว่าด้วยการกำหนดทิศทางของบิมสเทคในอนาคต เป็นผลมาจากข้อริเริ่มของที่ประชุมผู้นำบิมสเทค เมื่อปี ๒๕๕๙ ที่เมืองกัว ประเทศอินเดีย เพื่อเสริมสร้างให้บิมสเทคเป็นองค์กรที่มีประสิทธิภาพและเน้นผลสัมฤทธิ์ โดยคณะผู้ทรงคุณวุฒิฯ มีหน้าที่พิจารณาการดำเนินการต่าง ๆ ภายใต้กรอบบิมสเทคและ ให้ข้อเสนอแนะที่เป็นรูปธรรมเพื่อกำหนดแนวทางการดำเนินงานของบิมสเทคในอนาคตที่สอดคล้องกับวิสัยทัศน์กรุงเทพฯ ๒๐๓๐

บิมสเทคประกอบด้วยรัฐสมาชิก ๗ ประเทศที่เชื่อมโยงภูมิภาคเอเชียใต้และเอเชียตะวันออกเฉียงใต้ โดยสามารถสืบค้นข้อมูลเพิ่มเติมได้จากเว็บไซต์สำนักเลขาธิการบิมสเทค (www.bimstec.org)

Second Meeting of the Eminent Persons’ Group on the Future Directions of BIMSTEC

On 11 – 12 March 2024, H.E. Mr. Soonthorn Chaiyindeepum, Eminent Person from Thailand, chaired the Second Meeting of the Eminent Persons’ Group (EPG) on the Future Directions of BIMSTEC at the BIMSTEC Secretariat in Dhaka, Bangladesh. The Meeting was attended by the eminent persons from Member States to discuss recommendations for the future cooperation of BIMSTEC, building upon the first meeting on 25 January 2024.

The Meeting focused on ways to promote BIMSTEC’s institutional strength and foster cooperation across all 7 sectors, particularly strengthening the cooperation between BIMSTEC Core and Sectoral Mechanism, and promoting collaboration with external partners. The eminent persons were also briefed on the current status of the BIMSTEC cooperation such as Science, Technology and Innovation sector and Environment and Climate Change sector and discussed ways to advance the cooperation in the future.

The eminent persons also exchanged views with the representatives from the BIMSTEC Centre on Weather and Climate and the BIMSTEC Energy Centre on the functioning of the centres and provided recommendation to improve the operation of such centres.

BIMSTEC Eminent Persons Group results from an initiative of the BIMSTEC Leaders’ Retreat in 2016 in Goa, India, aiming at promoting BIMSTEC as a more result-oriented organization. The EPG is assigned to review the work of BIMSTEC and provide practical recommendations on the future directions of BIMSTEC that are aligned with the Bangkok Vision 2030.

รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ต้อนรับเลขาธิการบิมสเทคเนื่องในโอกาสเยี่ยมคารวะเพื่อแนะนำตัว

เมื่อวันที่ ๒๙ กุมภาพันธ์ ๒๕๖๗ นายปานปรีย์ พหิทธานุกร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ให้การต้อนรับนายอินทระ มณิ ปาณเฑย์ (H.E. Mr. Indra Mani Pandey) เลขาธิการบิมสเทค ในโอกาสเข้าเยี่ยมคารวะเพื่อแนะนำตัวช่วงเยือนไทยระหว่างวันที่ ๒๗ กุมภาพันธ์ – ๑ มีนาคม ๒๕๖๗

ทั้งสองฝ่ายได้หารือแนวทางการพัฒนาบิมสเทคให้มีความสอดคล้องกับบริบทโลกในปัจจุบันมากขึ้นและเป็นที่รู้จักมากขึ้น โดยเห็นว่าควรเร่งรัดการดำเนินการต่าง ๆ ของบิมสเทค โดยเฉพาะอย่างยิ่ง FTA บิมสเทค การสำรวจแนวทางความร่วมมือใหม่ ๆ เช่น เศรษฐกิจดิจิทัลและเศรษฐกิจสีเขียว

ในโอกาสนี้ รองนายกฯ ได้ยืนยันความมุ่งมั่นของไทยที่จะร่วมมือกับสำนักเลขาธิการบิมสเทค รวมทั้งเน้นย้ำความพร้อมของไทยในการเป็นเจ้าภาพการประชุมผู้นำบิมสเทค ครั้งที่ ๖ ในปี ๒๕๖๗ เพื่อสรุปผลลัพธ์ต่าง ๆ ที่เกิดขึ้นในช่วง ๒ ปีที่ผ่านมา

Deputy Prime Minister and Minister of Foreign Affairs receives BIMSTEC Secretary General’s introductory call

On 29 February 2024, H.E. Mr. Parnpree Bahiddha-nukara, Deputy Prime Minister and Minister of Foreign Affairs, welcomed H.E. Mr. Indra Mani Pandey, Secretary General of BIMSTEC, on the occasion of the latter’s introductory call during the visit to Thailand on 27 February - 1 March 2024.

Both sides discussed ways to enhance BIMSTEC’s roles and visibiltiy. These included accelerating ongoing BIMSTEC workplans, particularly finalizing the BIMSTEC FTA, and exploring new areas of cooperation, such as green and digital economy.

On this occasion, DPM/FM reiterated Thailand’s commitment, as Chair of BIMSTEC, to work closely with the BIMSTEC Secretariat. He also reaffirmed Thailand’ readiness to host the 6th BIMSTEC Summit in 2024 in Bangkok to culminate the work of Thailand’s chairmanship of BIMSTEC during the past two years.

As Chair of BIMSTEC, Thailand is committed to working closely with BIMSTEC Member States towards realising prosperity, resilience and openness.
BIMSTEC Bangkok Vision 2030 which will serve as a foundational document for setting the future direction for BIMSTEC.
And these are the areas of cooperation as follows:
Land Connectivity, Maritime Connectivity, Digital Connectivity, Energy Connectivity and People-to-People Connectivity.
