Thailand Re-elected to Chair IMO Facilitation Committee for Fourth Consecutive Term

London — At the 50th session of the International Maritime Organization’s Facilitation Committee (FAL 50), held from 23–27 March 2026, Member States advanced a series of measures aimed at strengthening the efficiency, safety and digitalisation of global maritime transport.

Key discussions centred on amendments to the FAL Convention, the continued rollout of Maritime Single Window systems, cybersecurity measures, passenger and crew data management, and the development of Maritime Autonomous Surface Ships (MASS). The Committee also reviewed updated guidance to combat illicit drug trafficking at sea and prevent stowaway incidents, alongside further enhancements to the IMO Compendium on Facilitation and Electronic Business — reinforcing efforts to improve interoperability and streamline global maritime procedures.

Amidst this backdrop, Mr Watchara Chiemanukulkit of Thailand’s Marine Department was elected Chair of the Facilitation Committee for the 2027 term, marking his fourth consecutive appointment. Nominated by Germany and supported by Ecuador, Indonesia and the Russian Federation, the re-election underscores Thailand’s sustained engagement and growing leadership within the IMO.

Thailand’s sustained engagement in the IMO reflects its commitment to strengthening international cooperation and enhancing national maritime facilitation standards in line with global best practice. This continued participation supports the development of efficient, secure and sustainable maritime transport systems capable of responding to the evolving demands of global trade.

Thailand celebrates World Maritime Day

On September 19, 2566, Mr. Puripat Thirakulpisut, Deputy Director-General of the Department of Port Security, presided over the opening ceremony of the IMO Regional Training Course for Port Facility Security Auditors. The training was held from September 19 to 22, 2566, at the Waterfront Hotel in Bangkok, Thailand. This training program was organiหed through collaboration between the Marine Department and the International Maritime Organisation (IMO).

Participants from Vietnam, the Philippines, Malaysia, India, Indonesia, Cambodia, and Thailand, totaling 27 people, attended the training. The aim was to enhance the capabilities of personnel involved in the inspection and assessment of port facility security, as well as the implementation of international agreements related to maritime safety, including the International Convention for the Safety of Life at Sea (SOLAS) Chapter 11-2 and the ISPS Code.

The Marine Department, as the primary agency responsible for overseeing international maritime cargo transport, continuously prioritises security both on ships and in port facilities. This ensures that the core of the nation's economy, which relies heavily on sea transportation of goods, remains unimpeded and free from various security threats. The training program was a result of IMO's proposal to assist in organising training in several areas related to maritime safety and port security activities, aiming to strengthen Thailand's maritime security capabilities and provide knowledge and skills to personnel involved in security operations in the maritime and port sectors.

Mr. Watchara Chiemanukulkit, Maritime Attaché of Thailand was nominated to be a Chair of Facilitation Committee (FAL Committee) of IMO for 2024. This is a first significant position and step of Thailand in the IMO as an IMO Council Member. Current priority of FAL Commitee is to push forward the development of international maritime facilitation and encourages the use of Maritime Single Window for data exchange mandatory in ports around the world which is expected to enter into force on 1 January 2024. As a chair of FAL Committee, we, THAILAND, will dedicate our best to reach common interest of member states and organization goal.
