The Closing Ceremony of the 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) in Bangkok

On 26 June 2014, M.L. Panadda Diskul, Deputy Permanent Secretary for Interior and Acting Permanent Secretary of the Prime Minister’s Office together with Mrs. Margareta Wahlström, United Nations Special Representative of the Secretary-General for Disaster Risk Reduction, presided over the closing ceremony of the 6thAsian Ministerial Conference on Disaster Risk Reduction (AMCDRR) in Bangkok. The Conference was attended by over 4,000 participants comprising Thai and foreign government officials, business delegates and relevant stakeholders in disaster management area from 50 countries (Ministerial delegates from 18 countries and senior officials from 20 countries).
The Conference was a significant forum to achieve implementation of the Hyogo framework for Action 2005-2015 (HFA). It also provided sessions for organizations in disaster management in Asia Pacific at all levels including ministerial level, chiefs of organizations, stakeholders and local communities to revise HFA’s past implementation and to share experiences and best practices of disaster management in order to develop the comprehensive measures and vision for disaster risk reduction in every dimension.
The Conference adopted the Bangkok Declaration on Disaster Risk Reduction in Asia and the Pacific 2014 which was prepared by the drafting committee of Governments, stakeholders and United Nations agencies chaired by Mr. Thani Thongpakdi, Ambassador and Permanent Representative of Thailand to the United Nations in Geneva. The Declaration attaches great importance to promoting investments to enhance resilience at local levels, promoting private investments as well as public-private partnership for disaster risk reduction. In addition, the Conference adopted the proposal for the Post-2015 Framework for Disaster Risk Reduction (HFA2) of the Asian region and guidelines for stakeholder’s engagement in HFA2.
The Declaration recognized the importance of people-centered development models, which reduce the impact of uncertainties and increase self-immunity of local communities as guided by, inter-alia, the Sufficiency Economy Philosophy of His Majesty the King of Thailand as recognized by the UN Development Programme’s Human Development Lifetime Achievement Award.
The Conference also provided the key inputs for the 3rd World Conference on Disaster Risk Reduction (WCDRR) in March 2015 in Japan where the HFA2 is expected to be adopted.

Thailand hosted the 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR)
On 24 June 2014, General Thanasak Patimapakorn, Supreme Commander, as Deputy Head of the National Council for Peace and Order (NCPO) delivered an opening remark at the 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) held on 22-26 June 2014 at Bangkok Convention Center, Bangkok. The Conference is organized by the Ministry of Interior in collaboration with the Ministry of Foreign Affairs and the United Nations Office for Disaster Risk Reduction (UNISDR). The Conference is participated by over 4,000 participants including Ministerial delegates, senior officials and business delegates in disaster management area from 50 countries (18 Ministers and 20 Permanent Secretaries).
General Thanasak Patimapakorn expressed his appreciation to participating countries for their confidence in Thailand to host the said Conference. The conference is an important venue for countries, organizations and individual practitioners to meet and discuss the way forward in reducing disaster risk in the Asian region. This year conference is under the theme of “Promoting Investments for Resilient Nations and Communities”. The outcomes of the conference will provide key inputs for the Post-2015 framework for Disaster Risk Reduction (Hyogo Framework for Action II), and the 3rd World Conference on Disaster Risk Reduction (WCDRR) in March 2015 in Japan. Field visits are also provided for the participants including a visit to Water Management Project under the Royal Initiation of His Majesty King Bhumibol Adulyadej.
After the opening ceremony, General Thanasak Patimapakorn met and greeted with Ministerial delegates from several countries such as China, India, Brunei Darussalam, the Philippines, Lao PDR and Timor-Leste

Deputy Director-General of the Department of International Organizations briefed Diplomatic Corps based in Bangkok on the 6th Asian Ministerial Conference on Disaster Risk Reduction (6th AMCDRR), to be held in Bangkok on 22 – 26 June 2014

On 6 June 2014, Mrs. Kanchana Patarachoke, Deputy Director-General of the Department of International Organizations and Mr. Pornpot Penpas, Deputy Director-General of the Department of Disaster Prevention and Mitigation, Ministry of Interior briefed diplomatic corps based in Bangkok on the sixth Asian Ministerial Conference on Disaster Risk Reduction (6th AMCDRR), to be held on 22-26 June 2014 at Bangkok Convention Center at Central World in Bangkok.

The Conference will be held in the framework of the United Nations to serve as a forum for governments and stakeholders in the region to reaffirm their commitment to the Hyogo Framework for Action 2005-2015 (HFA), a global blueprint for disaster risk reduction.

The Conference also represents a final regional inter-governmental meeting in Asia before the completion of the HFA to provide regional inputs to shape the future of HFA2, the successor arrangement of the HFA to be endorsed at the 3rd World Conference on Disaster Risk Reduction in Sendai, Japan, in March next year.

Thailand reiterates the invitations to affiliated countries to attend this historic conference and look forward to welcoming delegates to this meeting to share the visions on shaping the future of HFA2.
