กรมการกงสุลนำหน่วยงานสหวิชาชีพเยือนเคนยา กระชับความร่วมมือต่อต้านการค้ามนุษย์และการลักลอบขนยาเสพติด

เมื่อวันที่ 28 พฤษภาคม 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล พร้อมด้วยนางสาวปิยพร ภู่ธนพันธ์ อุปทูต สถานเอกอัครราชทูต ณ กรุงไนโรบี นายอำนาจ พละพลีวัลย์ ผู้อำนวยการกองคุ้มครองและดูแลผลประโยชน์คนไทยในต่างประเทศ กรมการกงสุล และผู้แทนจากสำนักงานตรวจคนเข้าเมือง กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ สำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด และกลุ่มงานความมั่นคง สำนักงานปลัดกระทรวงการต่างประเทศ พบหารือกับนาย John Onyango รองผู้อำนวยการกรมสืบสวนสอบสวนคดีอาชญากรรม (Directorate of Criminal Investigation -DCI) สำนักงานตำรวจแห่งชาติเคนยา เกี่ยวกับแนวทางการสกัดกั้นขบวนการนำพาและล่อลวงคนไทยไปทำงานผิดกฎหมายที่เคนยา และการป้องกันปัญหาลักลอบขนยาเสพติดเข้าไทยหรือเคนยาหรือไปประเทศที่สาม โดยทั้งสองฝ่ายเห็นพ้องให้เพิ่มความเข้มงวดในการคัดกรองคนชาติที่อาจเดินทางเข้าไทยและเคนยาโดยใช้วีซ่าผิดวัตถุประสงค์เพื่อลักลอบทำงานและอาจตกเป็นผู้เสียหายจากการค้ามนุษย์ทั้งต้นทางและปลายทาง ประสานความร่วมมือระหว่าง DCI กับสำนักงานตำรวจแห่งชาติเพื่อแลกเปลี่ยนข้อมูลข่าวกรองของขบวนการนำพา/ล่อลวงคนชาติไปทำงานในไทยและเคนยา รวมถึงขบวนการขนยาเสพติดข้ามชาติที่ใช้ประเทศไทยเป็นทางผ่านไปยังประเทศเพื่อนบ้าน และใช้เคนยาเป็นทางผ่านไปยังประเทศในภูมิภาคแอฟริกาตะวันออก การแลกเปลี่ยนองค์ความรู้และเสริมสร้างศักยภาพของเจ้าหน้าที่ผู้ปฏิบัติงานด้านการป้องกันและปราบปรามยาเสพติด รวมถึงการมีช่องทางการติดต่อหน่วยงานที่เกี่ยวข้องเพื่อประสานงานและให้ความช่วยเหลือผู้ที่ตกทุกข์หรือถูกล่อลวงและบังคับให้ทำงานโดยไม่สมัครใจต่อไป

โดยก่อนหน้าที่คณะจะไปพบกับ DCI คณะฯ ได้ประชุมร่วมกับอุปทูตปิยพรฯ และข้าราชการของสถานเอกอัครราชทูต ณ กรุงไนโรบี เพื่อรับทราบสถานการณ์ล่าสุดของการดูแลและให้ความช่วยเหลือคนไทยที่พำนักในเขตอาณาด้วย

The Department of Consular Affairs leads Inter-Agency Delegation to Kenya to Strengthen Cooperation on Combating Human Trafficking and Drug Smuggling.

On 28 May 2026, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, together with Ms. Piyaporn Putanapan, Chargé d’Affaires a.i. of the Royal Thai Embassy in Nairobi, Mr. Amnat Phalapleewan, Director of the Division for Protection of Thai Nationals Abroad, Department of Consular Affairs and team, representatives from the Immigration Bureau, the Ministry of Social Development and Human Security, the Office of the Narcotics Control Board, and the International Security Unit of of the Office of the Permanent Secretary, Ministry of Foreign Affairs, held discussions with Mr. John Onyango, Deputy Director of the Directorate of Criminal Investigations (DCI) of the Kenya National Police Service, regarding measures to combat networks involved in facilitating and luring Thai nationals into illegal employment in Kenya, as well as efforts to prevent the smuggling of narcotics into Thailand, Kenya, or onward to third countries.

Both sides agreed to strengthen the screening of individuals who may seek to enter Thailand or Kenya by using visas for purposes inconsistent with their declared intention in order to engage in illegal employment and who may subsequently become victims of human trafficking in both countries of origin and destination.

The two sides agreed to enhance cooperation between the DCI and the Royal Thai Police through the exchange of intelligence concerning networks involved in facilitating and luring nationals into illegal employment in Thailand and Kenya, as well as transnational narcotics trafficking networks that use Thailand as a transit point to neighboring countries and use Kenya as a transit hub to destinations in East Africa.

In addition, both sides expressed their intention to promote the exchange of knowledge and capacity-building for officers engaged in narcotics prevention and suppression efforts, as well as to establish communication channels among relevant agencies to facilitate coordination and provide assistance to persons in distress or those who have been deceived, trafficked, or coerced into forced labour.

Prior to the meeting with DCI, the delegation held a meeting with Chargé d'affaires Piyaporn and officials from the Royal Thai Embassy in Nairobi to receive updates on the care and assistance provided to Thai nationals residing in the jurisdiction countries.

กรมการกงสุลส่งเสริม ครม. กับศูนย์ต่อต้านการค้ามนุษย์แห่งชาติไนจีเรีย และ สนง.ตำรวจไนจีเรียประจำนครลากอส

เมื่อวันที่ 26 พฤษภาคม 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล พร้อมด้วยนายอำนาจ พละพลีวัลย์ ผู้อำนวยการ กองคุ้มครองและดูแลผลประโยชน์คนไทยในต่างประเทศ นายศุภโชค เย็นทรวง รองหัวหน้าสำนักงาน สถานเอกอัครราชทูต ณ กรุงอาบูจา คณะกรมการกงสุล ผู้แทนจากสำนักงานตรวจคนเข้าเมือง กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ สำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด และผู้แทนจากกลุ่มงานความมั่นคง สำนักงานปลัดกระทรวงการต่างประเทศ พบหารือกับนาง Comfort Agboko ผู้อำนวยการศูนย์ต่อต้านการค้ามนุษย์แห่งชาติไนจีเรีย สำนักงานลากอส (The National Agency for the Prohibition of Trafficking in Persons - NAPTIP) เพื่อหารือแนวทางความร่วมมือในการให้ความช่วยเหลือคนไทยซึ่งถูกล่อลวงหรือชักชวนให้ไปทำงานผิดกฎหมายในไนจีเรีย โดยเฉพาะงานนวดสปาและงานพนักงานต้อนรับในสถานบันเทิง และอาจถูกบังคับให้ค้าบริการและเข้าข่ายเป็นผู้เสียหายจากการค้ามนุษย์ รวมถึงการมีช่องทางประสานงานกับสถานเอกอัครราชทูต ณ กรุงอาบูจา เพื่อให้ความช่วยเหลือทางกงสุล และประสานส่งต่อกลับประเทศไทย โดยฝ่ายไทยได้ให้ข้อมูลแนวปฏิบัติในการดูแลคุ้มครองผู้เสียหายชาวไนจีเรียในสถานคุ้มครองสวัสดิภาพผู้เสียหายจากการค้ามนุษย์ในประเทศไทย

นอกจากนี้ รองอธิบดีบัญชาฯ และคณะได้พบหารือกับนาย Tijani Fatai ผู้บัญชาการสำนักงานตำรวจไนจีเรียประจำนครลากอส (Nigeria Police Force Legos State Command HQ Ikeja) เรื่องแนวทางการประสานงานในการให้ความช่วยเหลือคนไทยที่ถูกล่อลวงหรือชักชวนไปทำงานผิดกฎหมาย และกรณีคนไทยตกทุกข์และประสบปัญหาต่าง ๆ ในนครลากอส ซึ่งเป็นพื้นที่มีคนไทยพำนักอยู่มากที่สุด โดยเฉพาะปัญหาความรุนแรงภายในครอบครัว ปัญหายาเสพติด โดยทั้งสองฝ่ายได้เพิ่มพูนช่องทางติดต่อระหว่างสถานเอกอัครราชทูต ณ กรุงอาบูจากับสำนักงานตำรวจไนจีเรีย ประจำนครลากอส เพื่อการช่วยเหลืออย่างทันท่วงทีต่อไป

Department of Consular Affairs promotes cooperation with the National Agency for the Prohibition of Trafficking in Persons and the Nigeria Police Force, Lagos State

On 26 May 2026, Mr. Bancha Yuenyongchongchareon, Deputy Director-General of the Department of Consular Affairs, together with Mr. Amnart Plalapleewan, Director of Division for the Protection of Thai Nationals Abroad, Mr. Supachoke Yensuang, DCM of the Royal Thai Embassy in Abuja, officials from the Department of Consular Affairs and representatives from the Immigration Bureau, the Ministry of Social Development and Human Security, the Office of the Narcotics Control Board, and the International Security Unit of the Office of the Permanent Secretary, Ministry of Foreign Affairs, held discussions with Ms. Comfort Agboko, Director of the Lagos Zonal Command of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), on cooperation in providing assistance to Thai nationals who had been deceived or lured into illegal employment in Nigeria, particularly in massage and spa services and entertainment sectors, and who may subsequently have been forced into prostitution and fallen within the scope of victims of human trafficking.

The discussions also covered the establishment of coordination channels with the Royal Thai Embassy in Abuja to facilitate consular assistance and the repatriation process for affected Thai nationals. On this occasion, the Thai side presented Thailand’s guidelines for the care and protection of Nigerian victims of human trafficking in Thailand’s welfare protection centers.

In addition, DDG Bancha and the delegation met with Mr. Tijani Fatai, Commissioner of Police of the Nigeria Police Force, Lagos State Command Headquarters, Ikeja, to discuss coordination mechanisms for providing assistance to Thai nationals who had been deceived or lured into illegal employment, as well as Thai nationals facing hardship or other difficulties in Lagos, where a number of Thai nationals reside. Particular attention was given to issues relating to domestic violence and narcotics-related problems. Both sides agreed to establish direct communication channels between the Royal Thai Embassy in Abuja and the Lagos State Police Command to facilitate timely assistance in relevant cases.

เมื่อวันที่ 25 พฤษภาคม 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุล พร้อมด้วยนายอำนาจ พละพลีวัลย์ ผู้อำนวยการกองคุ้มครองและดูแลผลประโยชน์คนไทยในต่างประเทศ นายศุภโชค เย็นทรวง รองหัวหน้าสำนักงาน สถานเอกอัครราชทูต ณ กรุงอาบูจา คณะกรมการกงสุล และผู้แทนจากสำนักงานตรวจคนเข้าเมือง กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ สำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด และกลุ่มงานความมั่นคง สำนักงานปลัดกระทรวงการต่างประเทศ พบหารือกับนาย Christopher Olu Onajirin ผู้บัญชาการ สนง. ตรวจคนเข้าเมืองนครลากอส (National Immigration Service) เรื่องแนวทางการสกัดกั้นขบวนการนำพาและล่อลวงคนไทยไปทำงานที่ไนจีเรียโดยผิดกฎหมาย โดยทั้งสองฝ่ายเห็นพ้องให้เพิ่มความเข้มงวดในการคัดกรองกลุ่มคนไทยที่อาจเดินทางเข้าไนจีเรียโดยใช้วีซ่าผิดวัตถุประสงค์เพื่อลักลอบทำงาน ประสานความร่วมมือระหว่างสำนักงานตรวจคนเข้าเมืองของทั้งสองประเทศเพื่อแลกเปลี่ยนข้อมูลการข่าวของขบวนการนำพา/ล่อลวงคนไทยไปทำงานในไนจีเรีย เพื่อป้องกันการบังคับใช้แรงงานและเป็นผู้เสียหายจากการค้ามนุษย์

ฝ่ายไทยเน้นย้ำมาตรการคัดกรองชาวไนจีเรียที่อาจถูกชักชวน/ล่อลวงให้เดินทางผ่านประเทศไทยเพื่อไปทำงานสแกมเมอร์ในประเทศเพื่อนบ้านที่ท่าอากาศยานขาเข้าและจุดผ่านแดนถาวรทางบกตามแนวชายแดนไทยกับประเทศเพื่อนบ้าน

ต่อมาในวันที่ 26 พฤษภาคม 2569 รองอธิบดีบัญชาฯ และคณะได้พบกับนาง Archie-Abia Ibinabo ผู้อำนวยการฝ่ายปฏิบัติการทางทะเล สำนักงานปราบปรามยาเสพติดไนจีเรียประจำนครลากอส เกี่ยวกับปัญหายาเสพติด และแนวทางการส่งเสริมความร่วมมือเพื่อป้องกันและแก้ไขปัญหายาเสพติด โดยทั้งสองฝ่ายเห็นพ้องในการร่วมมือกันป้องกันและแก้ไขปัญหาการลักลอบขนยาเสพติดเข้าประเทศ โดยเน้นมาตรการตรวจตราอย่างรัดกุมตั้งแต่ต้นทางและปลายทาง รวมถึงการป้องกันไม่ให้ขบวนการลักลอบขนยาเสพติดใช้ท่าอากาศยานในไทยและไนจีเรียเป็นทางผ่านไปยังประเทศที่สาม การสร้างช่องทางการติดต่อระหว่างหน่วยงานปราบปรามยาเสพติดของทั้งสองฝ่าย รวมถึงช่องทางการติดต่อกับสถานเอกอัครราชทูตของแต่ละประเทศหากมีคนชาติถูกจับกุมและดำเนินคดี

ฝ่ายไทยได้เน้นย้ำความมุ่งมั่นในการร่วมมือกับฝ่ายไนจีเรียเพื่อแก้ไขปัญหายาเสพติดอย่างจริงจัง โดยจะเร่งพิจารณาร่างบันทึกความเข้าใจว่าด้วยการป้องกันและปราบปรามยาเสพติดไทย-ไนจีเรีย เพื่อเป็นกลไกให้ทั้งสองฝ่ายสามารถร่วมกันป้องกันและแก้ไขปัญหายาเสพติด แลกเปลี่ยนข้อมูลการข่าวและแลกเปลี่ยนองค์ความรู้ ทักษะและการปฏิบัติงานของเจ้าหน้าที่อย่างเป็นรูปธรรมต่อไป

The Department of Consular Affairs leads a Thai Inter-Agency Delegation to visit Nigeria to Strengthen Cooperation in anti-human trafficking and combating the smuggling of illicit drugs

On 25 May 2026, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, together with Mr. Amnat Phalapleewan, Director of Division for the Protection of Thai Nationals Abroad, Mr. Supachoke Yensuang, DCM of the Royal Thai Embassy in Abuja, officials from the Department of Consular Affairs and representatives from the Immigration Bureau, the Ministry of Social Development and Human Security, the Office of the Narcotics Control Board, and the International Security Unit of the Office of the Permanent Secretary, Ministry of Foreign Affairs, held discussions with Mr. Christopher Olu Onajirin, Comptroller of Immigration, Lagos Command, National Immigration Service, Lagos, on measures to combat criminal networks involved in recruiting and luring Thai nationals to engage in illegal employment in Nigeria.

Both sides agreed to strengthen screening measures for Thai nationals who may attempt to enter Nigeria using visas inconsistent with their declared purpose of travel in order to seek unauthorized employment. The two sides also agreed to enhance cooperation between the immigration authorities of both countries through the exchange of intelligence and information concerning networks involved in facilitating or luring Thai nationals into illegal employment in Nigeria, with a view to preventing cases of forced labour and human trafficking.

On this occasion, the Thai side also underscored Thailand’s enhanced screening measures for Nigerian nationals who may be recruited or deceived into transiting through Thailand en route to neighbouring countries for involvement in online scam operations. Such measures are being implemented at international airports and permanent land border checkpoints along Thailand’s borders with neighbouring countries.

In addition, on 26 May 2026, the Deputy Director-General Bancha and the Thai delegation met with Ms. Archie-Abia Ibinabo, Director of Port Operation, the Nigerian Drug Law Enforcement Agency (NDLEA) to discuss the narcotics situation and ways to strengthen bilateral cooperation in preventing and addressing drug-related problems.

Both sides agreed to strengthen cooperation in preventing and combating the smuggling of illicit drugs into their respective countries, with particular emphasis on implementing stringent inspection and monitoring measures at both points of origin and destination. Discussions also covered efforts to prevent transnational drug trafficking networks from using airports in Thailand and Nigeria as transit points for onward trafficking to third countries.

The two sides also agreed on the importance of establishing direct communication channels between their respective narcotics control authorities, as well as between the Embassies of both countries, particularly in cases involving the arrest and prosecution of nationals of either side.

Furthermore, the Thai side reaffirmed its strong commitment to working closely with the Nigerian side in addressing drug-related challenges in a serious and sustained manner.

In this regard, Thailand will expedite consideration of the draft Memorandum of Understanding (MOU) between Thailand and Nigeria on Narcotic Drugs Control and Suppression, as a formal mechanism for both countries to jointly strengthen preventive and enforcement efforts, facilitate intelligence and information sharing, and promote practical exchanges of knowledge, skills, and operational expertise among relevant officials.

กรมการกงสุลและ สอท. ณ กรุงอาบูจา ส่งเสริมความเข้มแข็งชุมชนไทยในไนจีเรีย

เมื่อวันที่ 23 พฤษภาคม 2569 นายบัญชา ยืนยงจงเจริญ รองอธิบดีกรมการกงสุลและคณะกรมการกงสุล พร้อมด้วยผู้แทนจากสำนักงานตรวจคนเข้าเมือง กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ สำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด และผู้แทนจากกลุ่มงานความมั่นคง สำนักงานปลัดกระทรวงการต่างประเทศ ได้เดินทางเยือนนครลากอส สหพันธ์สาธารณรัฐไนจีเรียเพื่อเพิ่มพูนความร่วมมือด้านการต่อต้านการค้ายาเสพติดและการค้ามนุษย์ โดยคณะได้ร่วมหารือกับนายธีรภัทร มงคลนาวินเอกอัครราชทูต ณ กรุงอาบูจา ในช่วงอาหารค่ำ เกี่ยวกับการดูแลคุ้มครองผลประโยชน์คนไทยในไนจีเรีย การบูรณาการความร่วมมือกับหน่วยงานที่เกี่ยวข้องฝ่ายไทยในการตรวจสอบผู้เดินทางเข้า-ออกราชอาณาจักร รวมทั้งประเด็นอื่นๆ เพื่อกระชับความสัมพันธ์ตามนโยบาย Thailand-Africa Initiative ของรัฐบาลไทย

เมื่อวันที่ 24 พฤษภาคม 2569 รอธ. บัญชาฯ และคณะ ได้เยี่ยมพ่อครัวแม่ครัวชาวไทยและร่วมพบปะชุมชนไทยที่ร้านอาหารไทยชั้นนำในไนจีเรียชื่อ Orchid House ณ นครลากอส ซึ่งปัจจุบันมีอยู่ 3 แห่งที่ตั้งอยู่ในนครลากอส และกำลังจะขยายอีก 1 สาขาที่กรุงอาบูจา และร่วมรับประทานอาหารกลางวันกับชุมชนไทย จากการพูดคุยกับสมาชิกชุมชนไทยพบว่าแรงงานไทยส่วนใหญ่ในนครลากอสประกอบอาชีพช่างเย็บผ้า พนักงานร้านนวด/สปา และพี่เลี้ยงเด็ก โดยช่างเย็บผ้าไทยมาทำงานในร้านตัดผ้าชั้นนำของไนจีเรีย (Banke Kuku) ซึ่งเป็นทักษะที่เป็นที่ต้องการของผู้ประกอบการชาวไนจีเรียและรายได้ดี ทั้งนี้ บรรยากาศการพบปะชุมชนไทยเป็นไปอย่างอบอุ่นและเป็นกันเอง พร้อมนี้ นายอำนาจ พละพลีวัลย์ ผอ. กองคุ้มครองฯ กรมการกงสุลได้แนะนำให้คนไทยใช้ประโยชน์จาก Application “Thai Consular” เพื่อติดต่อขอความช่วยเหลือจากสถานเอกอัครราชทูต ณ กรุงอาบูจา หรือกรมการกงสุลได้อย่างทันท่วงทีในกรณีเกิดเหตุฉุกเฉิน

The Department of Consular Affairs and the Royal Thai Embassy in Abuja Strengthen the Thai Community in Nigeria

On 23 May 2026, Mr. Bancha Yuenyongchongcharoen, Deputy Director-General of the Department of Consular Affairs, together with officials from the Department of Consular Affairs and representatives from the Immigration Bureau, the Ministry of Social Development and Human Security, the Office of the Narcotics Control Board, and the Security Unit of the Office of the Permanent Secretary, Ministry of Foreign Affairs, visited Lagos, Federal Republic of Nigeria, to enhance cooperation in combating drug trafficking and human trafficking. During the visit, the delegation held a dinner discussion with H.E. Mr. Thirapath Mongkolnavin, Ambassador of Thailand to Abuja, on the protection of the interests of Thai nationals in Nigeria, integrated cooperation among relevant Thai agencies in monitoring travelers entering and departing Thailand and other matters in order to strengthen relations under the Thai Government’s Thailand–Africa Initiative policy.

On 24 May 2026, DDG Bancha and his delegation visited Thai chefs and met with members of the Thai community at Orchid House, one of the leading Thai restaurants in Nigeria, located in Lagos. Currently, Orchid House has three branches in Lagos and is preparing to open another branch in Abuja. The delegation also joined members of the Thai community for lunch and exchanged views on the livelihoods of Thai community members in Lagos. Most Thai nationals working in Lagos are employed as tailors, massage and spa therapists, and nannies. There is particularly high demand for Thai tailors in Nigeria. In particular, many Thai tailors work at one of Nigeria’s leading fashion houses, Banke Kuku. The atmosphere of the community gathering was warm and friendly. On this occasion, Mr. Amnat Phalapleewan, Director of the Protection of Thai Nationals Aboard, encouraged Thai nationals to download the “Thai Consular” application in case emergency consular assistance is required.
