เมื่อวันที่ 21 พฤษภาคม 2569 นายวาทยุทธ วิจารณ์กัยกิจ รักษาการอธิบดีกรมอาเซียน เป็นผู้แทนปลัดกระทรวงการต่างประเทศ เข้าร่วมการประชุมเจ้าหน้าที่อาวุโสอาเซียน-จีนว่าด้วยการปฏิบัติตามปฏิญญาว่าด้วยการปฏิบัติของภาคีในทะเลจีนใต้ (SOM-DOC) ครั้งที่ 26 ณ กรุงกัวลาลัมเปอร์ มาเลเซีย

ที่ประชุมได้ทบทวนการปฏิบัติตามปฏิญญาว่าด้วยการปฏิบัติของภาคีในทะเลจีนใต้ (DOC) และหารือเกี่ยวกับสถานการณ์ในทะเลจีนใต้ โดยไทยเน้นย้ำการเสริมสร้างความไว้เนื้อเชื่อใจระหว่างรัฐภาคี และแลกเปลี่ยนมุมมองเพื่อเร่งรัดการเจรจาจัดทำประมวลการปฏิบัติในทะเลจีนใต้ (COC) เพื่อให้ได้ข้อสรุปตามกรอบเวลาที่กำหนดไว้ในปี 2569

นอกจากนี้ ระหว่างวันที่ 22-23 พฤษภาคม 2569 รักษาการอธิบดีฯ ยังได้เข้าร่วมการประชุมคณะทำงานร่วมอาเซียน-จีนว่าด้วยการปฏิบัติตามปฏิญญาว่าด้วยการปฏิบัติของภาคีในทะเลจีนใต้ (JWG-DOC) ครั้งที่ 55 เพื่อสานต่อการเจรจาจัดทำ COC ให้เกิดความคืบหน้า และหารือเกี่ยวกับแผนการดำเนินงานภายใต้ DOC ในปี 2569 ด้วย

On 21 May 2026, Mr. Vathayudh Vichankaiyakij, Acting Director-General of the Department of ASEAN Affairs, represented the Permanent Secretary for Foreign Affairs at the 26th ASEAN-China Senior Officials’ Meeting on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (SOM-DOC) in Kuala Lumpur, Malaysia.

The meeting reviewed the implementation of the DOC, exchanged views on the situation in the South China Sea, and provided guidance in expediting the COC negotiations towards its conclusion by the agreed timeline in 2026.

The 26th SOM-DOC was followed by the 55th Meeting of the ASEAN-China Joint Working Group on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (JWG-DOC) between 22-23 May 2026, where the meeting continued the COC negotiations and discussed the Work Plan on the Implementation of the DOC for 2026.

รองอธิบดีกรมอาเซียนเข้าร่วมการประชุม ASEAN Regional Forum Inter-Sessional Support Group on Confidence Building Measures and Preventive Diplomacy เมื่อวันที่ 12-13 พฤษภาคม 2569 ณ กรุงมะนิลา

เมื่อวันที่ 12-13 พฤษภาคม 2569 นางฉัตรวดี จินดาวงษ์ รองอธิบดีกรมอาเซียนเป็นหัวหน้าคณะผู้แทนไทยเข้าร่วมการประชุม ASEAN Regional Forum Inter-Sessional Support Group on Confidence Building Measures and Preventive Diplomacy (ARF ISG on CBMs and PD) ณ กรุงมะนิลา

ที่ประชุมได้หารือร่างแผนปฏิบัติการ Manila Plan of Action ค.ศ. 2026-2036 ซึ่งจะเป็นกรอบการดำเนินงานเชิงยุทธศาสตร์ของ ARF ในอีกทศวรรษข้างหน้า โดยแผนปฏิบัติการดังกล่าวจะเข้าสู่การพิจารณาของที่ประชุมระดับรัฐมนตรี ARF ครั้งที่ 33 ในเดือนกรกฎาคมนี้ นอกจากนี้ ที่ประชุมยังได้ติดตามความคืบหน้าของกิจกรรมเพื่อเสริมสร้างความไว้เนื้อเชื่อใจระหว่างกันในสาขาความร่วมมือต่าง ๆ ในวงรอบปี ค.ศ. 2025-2026 และหารือเกี่ยวกับแผนการจัดกิจกรรมที่เกี่ยวข้องในวงรอบปีถัดไป

ในการประชุมครั้งนี้ ไทยเสนอตัวเป็นประธานร่วมการจัดการประชุมในสาขาการบรรเทาภัยพิบัติ (Disaster Relief) การต่อต้านการก่อการร้ายและอาชญากรรมข้ามชาติ (Counter-Terrorism and Transnational Crime) และความมั่นคงทางทะเล (Maritime Security) รวมถึงการประชุมผู้เชี่ยวชาญและผู้ทรงคุณวุฒิ (Experts and Eminent Persons’ Meeting) อีกทั้งได้เสนอเอกสารแนวคิดกิจกรรมเสริมสร้างความร่วมมือต่อต้านการหลอกลวงออนไลน์สำหรับวงรอบปีถัดไปอีกด้วย ซึ่งสะท้อนความมุ่งมั่นของไทยที่จะมีบทบาทเชิงรุกและสร้างสรรค์ในเวที ARF อย่างต่อเนื่อง

Deputy Director-General of the Department of ASEAN Affairs attended the ASEAN Regional Forum Inter-Sessional Support Group on Confidence Building Measures and Preventive Diplomacy on 12-13 May 2026 in Manila.

On 12–13 May 2026, Mrs. Chatvadee Chindawongse, Deputy Director-General of the Department of ASEAN Affairs, led the Thai delegation to attend the ASEAN Regional Forum Inter-Sessional Support Group on Confidence Building Measures and Preventive Diplomacy (ARF ISG on CBMs and PD) in Manila.

The Meeting discussed the draft Manila Plan of Action 2026–2036, which will serve as the strategic framework guiding the ARF over the next decade. The draft will be submitted for adoption at the 33rd ARF Ministerial Meeting in July 2026. The Meeting also reviewed the progress of confidence-building activities undertaken during the 2025–2026 inter-sessional year across various areas of cooperation, and discussed plans for activities in the next inter-sessional year.

During the meeting, Thailand has expressed interest in co-chairing the Inter-sessional Meetings in the areas of Disaster Relief, Counter-Terrorism and Transnational Crime, and Maritime Security, as well as the Experts and Eminent Persons’ Meeting (EEPs Meeting) in the next cycle. Besides, Thailand also proposed a concept paper for an ARF Workshop on Enhancing Cooperation to Combat Online Scams for the next inter-sessional year. These initiatives reflect Thailand’s continued commitment to contributing constructively and proactively to the ARF process.

เมื่อวันที่ 21 พฤษภาคม 2569 นายวาทยุทธ วิจารณ์กัยกิจ รักษาการอธิบดีกรมอาเซียน เป็นผู้แทนปลัดกระทรวงการต่างประเทศ เข้าร่วมการประชุมเจ้าหน้าที่อาวุโสอาเซียน-จีน ครั้งที่ 32 ณ กรุงกัวลาลัมเปอร์ มาเลเซีย โดยที่ประชุมได้หารือเกี่ยวกับแนวทางส่งเสริมความร่วมมืออาเซียน-จีน ภายใต้ความเป็นหุ้นส่วนเชิงยุทธศาสตร์แบบรอบด้าน โดยเฉพาะในโอกาสครบรอบ 5 ปี ความเป็นหุ้นส่วนฯ ในปี 2569 โดยครอบคลุมประเด็นด้านการเมืองและความมั่นคง เศรษฐกิจ และสังคมและวัฒนธรรม ตลอดจนได้แลกเปลี่ยนมุมมองต่อสถานการณ์ในภูมิภาคและระหว่างประเทศที่อยู่ในความสนใจร่วมกันด้วย

ในโอกาสนี้ ไทยได้ร่วมกล่าวนำในประเด็นความร่วมมือด้านสังคมและวัฒนธรรม โดยมุ่งเน้นสาขาความร่วมมือที่เสริมสร้างความมั่นคงของมนุษย์ ใน 3 ด้านหลัก ได้แก่ (1) สาธารณสุข อาทิ การรับมือและการตอบสนองต่อภาวะฉุกเฉินด้านสาธารณสุข หลักประกันสุขภาพถ้วนหน้า และสุขภาพผู้สูงอายุ (2) การศึกษา โดยเฉพาะการเสริมสร้างศักยภาพและขีดความสามารถของเยาวชนในด้านเทคโนโลยีดิจิทัลและนวัตกรรม และการพัฒนาหลักสูตรการศึกษาที่สอดคล้องกับความต้องการของตลาดแรงงานในปัจจุบัน และ (3) สิ่งแวดล้อม ซึ่งไทยให้เน้นย้ำความสำคัญของการรับมือกับมลพิษข้ามแดน โดยเฉพาะปัญหาหมอกควัน การบริหารจัดการน้ำ และเศรษฐกิจหมุนเวียน

On 21 May 2026, Mr. Vathayudh Vichankaiyakij, Acting Director-General of the Department of ASEAN Affairs, on behalf of the Permanent Secretary for Foreign Affairs, led the Thai Delegation at the 32nd ASEAN-China Senior Officials’ Consultation (ACSOC) in Kuala Lumpur, Malaysia. The meeting discussed ways to strengthen the ASEAN-China Comprehensive Strategic Partnership (CSP), particularly in light of the commemoration of the 5th Anniversary of the ASEAN-China CSP in 2026. The discussions covered practical areas of cooperation across the political-security, economic, and socio-cultural pillars, as well as exchanges of views on regional and international issues of mutual interest.

On this occasion, Thailand co-led the discussion on socio-cultural cooperation with a view to further strengthening human security in three priority areas, namely: (1) Public Health, such as public health emergencies and emerging diseases response, universal health coverage and active ageing; (2) Education, with a particular focus on talent development for future generations in the field of digital technology and innovation, and to ensure their learning is responsive to the evolving market needs; and (3) Environment, in which Thailand placed an emphasis on combatting transboundary haze and strengthening cooperation on water resources management and the circular economy.

ผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศกล่าวเปิดการประชุม Regional Dialogue on the Nexus between Transnational Crime and Human Rights: Exploring Consular Assistance for Victims of Trafficking and Forced Criminality from Scam Compounds in ASEAN

เมื่อวันที่ 13 พฤษภาคม 2569 นายศรัณย์ เจริญสุวรรณ ผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศ กล่าวเปิดการประชุม Regional Dialogue on the Nexus between Transnational Crime and Human Rights: Exploring Consular Assistance for Victims of Trafficking and Forced Criminality from Scam Compounds in ASEAN ภายใต้หัวข้อ “Scam Operation and Security Challenges in Southeast Asia” ซึ่งจัดขึ้นที่โรงแรม Bangkok Marriott Hotel the Surawongse กรุงเทพฯ ระหว่างวันที่ 13-14 พฤษภาคม 2569
การประชุมนี้เป็นเวทีแลกเปลี่ยนประสบการณ์ หารือความท้าทายเชิงนโยบายและปฏิบัติการ ตลอดจนแลกเปลี่ยนแนวปฏิบัติที่ดีในกระบวนการคัดแยกและระบุตัวตนเหยื่อ การปกป้อง การให้ความช่วยเหลือทางกงสุล การส่งตัวกลับ การกลับคืนสู่สังคม และการประสานงานระหว่างหน่วยงาน ซึ่งที่ประชุมได้หารือเรื่องผลกระทบต่อสิทธิมนุษยชนจากขบวนการหลอกลวงและการบังคับให้กระทำผิดทางอาญา โดยเน้นหลักการไม่ลงโทษ การใช้แนวทางที่คำนึงถึงเหยื่อเป็นศูนย์กลาง และการส่งเสริมความร่วมมือระดับภูมิภาคเพื่อต่อต้านเครือข่ายขบวนการหลอกลวง และช่วยเหลือเหยื่อทั่วอาเซียน

ผู้ช่วยรัฐมนตรีย้ำความมุ่งมั่นของไทยที่จะดำเนินการร่วมกับภาคีต่าง ๆ และหุ้นส่วนระหว่างประเทศในการป้องปรามอาชญากรรมข้ามชาติ ส่งเสริมความร่วมมือระดับภูมิภาคและระดับโลกเพื่อเสริมความแข็งแกร่งให้กลไกทางกฎหมาย การแลกเปลี่ยนข้อมูล การคุ้มครอง และการส่งเหยื่อกลับภูมิลำเนาโดยปลอดภัย โดยที่ผ่านมา ไทยได้อำนวยความสะดวกในการส่งเหยื่อชาวต่างชาติกลับประเทศแล้วกว่า 18,000 คน จาก 44 ประเทศทั่วโลก นอกจากนี้ ผู้ช่วยรัฐมนตรีเน้นย้ำข้อเสนอของไทยให้อาเซียนบูรณาการการทำงานร่วมกันโดยยึดหลักสิทธิมนุษยชนและการปกป้องเหยื่อ เพื่อสร้างภูมิภาคที่ปลอดภัยและยั่งยืนสำหรับทุกคน

การประชุมดังกล่าวเป็นส่วนหนึ่งของโครงการภายใต้แผนงานของคณะกรรมาธิการระหว่างรัฐบาลอาเซียนว่าด้วยสิทธิมนุษยชน (ASEAN Intergovernmental Commission on Human Rights: AICHR) ซึ่งริเริ่มโดย ผู้ช่วยศาสตราจารย์ ดร. ภาณุภัทร จิตเที่ยง ผู้แทนไทยใน AICHR จัดขึ้นร่วมกับกระทรวงการต่างประเทศ องค์การระหว่างประเทศเพื่อการโยกย้ายถิ่นฐาน (International Organization for Migration: IOM) และคณะกรรมการสิทธิมนุษยชนแห่งออสเตรเลีย (Australian Human Rights Commission: AHRC) เพื่อส่งเสริมความร่วมมือและผลักดันให้ข้อริเริ่มนี้เกิดผลเป็นรูปธรรม

On 13 May 2026, H.E. Mr. Sarun Charoensuwan, Vice Minister for Foreign Affairs, delivered opening remarks at the “Regional Dialogue on the Nexus between Transnational Crime and Human Rights: Exploring Consular Assistance for Victims of Trafficking and Forced Criminality from Scam Compounds in ASEAN,” under the theme “Scam Operation and Security Challenges in Southeast Asia,” held at Bangkok Marriott Hotel The Surawongse, Bangkok, from 13–14 May 2026.

The Dialogue provided a platform for participants to exchange experiences, discuss operational and policy challenges, and share good practices on victim identification, protection, consular assistance, repatriation, reintegration, and inter-agency coordination. Discussions also addressed impacts of scam compounds and forced criminality on human rights, with emphasis on the non-punishment principle, victim-centred approaches, and strengthening regional cooperation to combat scam networks and support victims and survivors across ASEAN.

In his opening remarks, the Vice Minister reaffirmed Thailand’s commitment to working closely with relevant stakeholders and international partners to combat transnational crime, enhancing regional and global cooperation to strengthen legal frameworks, information sharing, victim protection, and safe repatriation. He highlighted that, to date, Thailand has facilitated the repatriation of over 18,000 foreign victims from 44 countries worldwide. Also, he stressed Thailand’s proposal to ASEAN to further strengthen integrated regional efforts, based on human rights principles and victim-centred protection, to build a safer and more sustainable region for all.

The forum is a part of this year’s priority programme of the ASEAN Intergovernmental Commission on Human Rights (AICHR), initiated by Assistant Professor Dr. Bhanubhatra Jittiang, Thailand’s Representative to AICHR, and was jointly organized with the Ministry of Foreign Affairs of Thailand, the International Organization for Migration (IOM), and the Australian Human Rights Commission (AHRC) to promote cooperation and bring this initiative to fruition.

เมื่อวันที่ 15 พฤษภาคม 2569 นายเชษฐพันธ์ มากสัมพันธ์ รองปลัดกระทรวงการต่างประเทศ ได้เข้าร่วมการประชุมเจ้าหน้าที่อาวุโสอาเซียน-นิวซีแลนด์ ครั้งที่ 33 ณ เมืองไครสต์เชิร์ช นิวซีแลนด์

ที่ประชุมเจ้าหน้าที่อาวุโสอาเซียน-นิวซีแลนด์ได้หารือแนวทางผลักดันความร่วมมือด้านต่าง ๆ ภายหลังการยกระดับความสัมพันธ์อาเซียน-นิวซีแลนด์เป็นหุ้นส่วนทางยุทธศาสตร์แบบรอบด้าน (Comprehensive Strategic Partnership: CSP) และแสดงความยินดีต่อการจัดตั้งกองทุนอาเซียน-นิวซีแลนด์ ซึ่งจัดตั้งขึ้นในโอกาสครบรอบ 50 ปี ของความสัมพันธ์ฯ เมื่อเดือนตุลาคม 2568 ตลอดจนเตรียมการการประชุมรัฐมนตรีต่างประเทศอาเซียน-นิวซีแลนด์ในเดือนกรกฎาคม ศกนี้

รองปลัดกระทรวงการต่างประเทศกล่าวนำในประเด็นความร่วมมือของเสาโลก (Planet Pillar) ภายใต้กรอบความร่วมมืออาเซียน-นิวซีแลนด์ โดยให้ความสำคัญกับการผลักดันวาระสีเขียว โดยเฉพาะเรื่องเกษตรอัจฉริยะ พลังงานสะอาด ตลาดคาร์บอนเครดิต และความหลากหลายทางชีวภาพ รวมทั้งการสร้างความเข้มแข็งให้แก่กลไกสีเขียวในภูมิภาค และการยกระดับการดำเนินการด้านการเปลี่ยนแปลงสภาพภูมิอากาศ นอกจากนี้ ไทยได้เสนอแนวทางการขับเคลื่อนความร่วมมืออาเซียน-นิวซีแลนด์ให้เป็นรูปธรรมในอนาคต ทั้งด้านสันติภาพ ความมั่งคั่ง ประชาชน และโลก และได้ย้ำความสำคัญของการสนับสนุนระบบพหุภาคีนิยม ระเบียบโลกที่อยู่บนพื้นฐาน ของกฎหมายและกติการะหว่างประเทศ และความร่วมมือด้านความมั่นคงทางทะเล และเน้นย้ำว่า ไทยจะประสานงานอย่างใกล้ชิดกับสิงคโปร์และประเทศคู่เจรจาในการผลักดันความร่วมมือในภูมิภาคให้เป็นรูปธรรม ในบริบทการเตรียมเข้ารับตำแหน่งประธานอาเซียนในปี 2571 ด้วย

Deputy Permanent Secretary attended the 33rd ASEAN-New Zealand Dialogue or ASEAN-New Zealand Cooperation, advocating cooperation on sustainable development

On 15 May 2026, H.E. Mr. Chettaphan Maksamphan, Deputy Permanent Secretary for Foreign Affairs, attended the 33rd ASEAN-New Zealand Dialogue in Christchurch, New Zealand.

The Meeting discussed how to advance ASEAN-New Zealand Dialogue Relations following the establishment of the Comprehensive Strategic Partnership (CSP) between ASEAN and New Zealand and welcomed the establishment of the ASEAN-New Zealand Vision Fund, which New Zealand announced at the 50th Anniversary of the Dialogue Relations in October 2025. The meeting also deliberated on preparation for the ASEAN Ministerial Meeting Post Ministerial Conference with New Zealand, to be held in July 2026.

The Deputy Permanent Secretary led a discussion on the Planet Pillar of the ASEAN-New Zealand’s cooperation framework, with focus on driving the green agenda, particularly cooperation on smart agriculture, clean energy, carbon credits market and biodiversity. He encouraged strengthening regional green mechanisms and scaling up regional climate action. Furthermore, the Deputy Permanent Secretary proposed ways forward to advance ASEAN-New Zealand cooperation in all 4 priority areas, namely Peace, Prosperity, People, and Planet. He also emphasised Thailand’s relentless support for multilateralism,
a rules-based international order, and maritime security. As Thailand is assuming ASEAN Chairship in 2028, he reaffirmed Thailand’s readiness to work closely with Singapore and Dialogue Partners, including New Zealand, to promote tangible cooperation in the region.

นายเชษฐพันธ์ มากสัมพันธ์ รองปลัดกระทรวงการต่างประเทศ พบหารือกับนาย Grahame Morton รองปลัดกระทรวงการต่างประเทศและการค้านิวซีแลนด์ในห้วงประชุมเจ้าหน้าที่อาวุโสอาเซียน-นิวซีแลนด์ ครั้งที่ 33

เมื่อวันที่ 14 พฤษภาคม 2569 นายเชษฐพันธ์ มากสัมพันธ์ รองปลัดกระทรวงการต่างประเทศ ได้พบหารือกับนาย Grahame Morton รองปลัดกระทรวงการต่างประเทศและการค้านิวซีแลนด์ เกี่ยวกับแนวทางส่งเสริมความร่วมมือทวิภาคีไทย-นิวซีแลนด์ โดยเฉพาะในโอกาสการเฉลิมฉลองครบรอบ 70 ปี ของความสัมพันธ์ทางการทูตระหว่างทั้งสองประเทศในปีนี้ โดยทั้งสองฝ่ายให้ความสำคัญกับการเพิ่มปฏิสัมพันธ์ระหว่างภาครัฐ ภาคเอกชน และภาคประชาชน อาทิ การเพิ่มมูลค่าการค้าและการลงทุนระหว่างกัน ความร่วมมือด้านการศึกษาและเทคโนโลยีดิจิทัล พลังงานสะอาด การใช้เทคโนโลยีเพื่อเพิ่มศักยภาพและมูลค่าเพิ่มของผลผลิตทางการเกษตร เป็นต้น นอกจากนี้ รองปลัดฯ ทั้งสองยังได้หารือเกี่ยวกับความร่วมมืออาเซียน-นิวซีแลนด์ และแลกเปลี่ยนความเห็นเกี่ยวกับพัฒนาการในภูมิภาค สถานการณ์ระหว่างประเทศ และความมั่นคงทางพลังงาน ในห้วงการประชุมเจ้าหน้าที่อาวุโสอาเซียน-นิวซีแลนด์ ครั้งที่ 33 ณ เมืองไครสต์เชิร์ช นิวซีแลนด์

นอกจากนี้ รองปลัดกระทรวงการต่างประเทศได้เข้าร่วมพิธีต้อนรับตามธรรมเนียมเมารี (Mihi whakatau) กิจกรรมพิเศษภายใต้หัวข้อประชาชน สันติภาพ ความมั่งคั่ง และโลก (People, Peace, Prosperity, and Planet) และงานเลี้ยงต้อนรับสำหรับเจ้าหน้าที่อาวุโสอาเซียนด้วย

Deputy Permanent Secretary Met with Mr. Grahame Morton, Deputy Secretary of Ministry of Foreign Affairs and Trade of New Zealand, during the 33rd ASEAN-New Zealand Dialogue

On 14 May 2026, H.E. Mr. Chettaphan Maksamphan, Deputy Permanent Secretary for Foreign Affairs, met with Mr. Grahame Morton, Deputy Secretary – Americas and Asia Group of the Ministry of Foreign Affairs and Trade of New Zealand, during the 33rd ASEAN-New Zealand Dialogue in Christchurch, New Zealand. They had a discussion on how to strengthen Thai-New Zealand relations, especially as the two countries celebrate the 70th anniversary of diplomatic relations this year. Both sides prioritised elevating engagement of public and private sectors, as well as people-to-people connection, particularly on trade and investment, cooperation on education, digital technology, clean energy, and AgriTech. Furthermore, they also exchanged views on ASEAN-New Zealand cooperation, regional and international developments, including energy security.

In addition, Deputy Permanent Secretary attended the Mihi Wakatau, a local customary welcoming ceremony, the evening event themed People, Peace, Prosperity and Planet and Welcome Dinner for the 33rd ASEAN-New Zealand Dialogue delegations.
Since 1975, New Zealand has established Dialogue Relations with ASEAN, making it the second-oldest Dialogue Partner. In 2025, ASEAN and New Zealand also established Comprehensive Strategic Partnership (CSP) on the occasion of the 50th Anniversary of their Dialogue Relations.

เมื่อวันที่ 13 พฤษภาคม 2569 นายเชษฐพันธ์ มากสัมพันธ์ รองปลัดกระทรวงการต่างประเทศ ได้เข้าร่วมการประชุมเจ้าหน้าที่อาวุโสอาเซียน-ออสเตรเลีย ครั้งที่ 38 ณ นครซิดนีย์ เครือรัฐออสเตรเลีย

ที่ประชุมได้หารือแนวทางขับเคลื่อนความสัมพันธ์อาเซียน-ออสเตรเลีย ในวาระครบรอบ 5 ปีของการเป็นหุ้นส่วนเชิงยุทธศาสตร์แบบรอบด้าน (Comprehensive Strategic Partnership: CSP) และเตรียมการสำหรับการประชุมสุดยอดอาเซียน-ออสเตรเลีย ครั้งที่ 6 ซึ่งจะจัดขึ้นในเดือนพฤศจิกายน 2569 รวมทั้งได้แลกเปลี่ยนมุมมองเกี่ยวกับสถานการณ์ในภูมิภาคและระหว่างประเทศ ซึ่งรวมถึงสถานการณ์ในตะวันออกกลางและวิกฤติทางพลังงานด้วย

รองปลัดกระทรวงการต่างประเทศกล่าวนำในประเด็นความร่วมมือด้านการเปลี่ยนแปลงสภาพภูมิอากาศและการพัฒนาที่ยั่งยืน โดยเสนอให้เสริมสร้างความร่วมมือด้านวาระสีเขียว โดยเฉพาะอย่างยิ่งการแลกเปลี่ยนความเชี่ยวชาญด้านพลังงานสะอาดและพลังงานหมุนเวียน เทคโนโลยีการดักจับและกักเก็บคาร์บอน ตลอดจนการสร้างกลไกตลาดคาร์บอนของภูมิภาค โดยใช้ประโยชน์จากเครื่องมือส่งเสริมการลงทุนของออสเตรเลียและโครงการในกรอบอาเซียน-ออสเตรเลีย อาทิ Aus4ASEAN Initiatives และ Partnerships for Infrastructure (P4I) และความร่วมมือในกรอบอนุภูมิภาคลุ่มน้ำโขง รวมทั้งความร่วมมือด้านการพัฒนาที่ยังยืนและด้านเศรษฐกิจภาคทะเล (Blue Economy) กับออสเตรเลีย

นอกจากนี้ รองปลัดฯ ได้เข้าร่วมงานเลี้ยงอาหารกลางวันร่วมกับผู้บริหารศูนย์อาเซียน-ออสเตรเลีย เพื่อหารือแนวทางกระชับความเชื่อมโยงระหว่างประชาชน วัฒนธรรม และการศึกษาระหว่างกันด้วย โดยศูนย์ดังกล่าวเป็นผลลัพธ์ของการประชุมสุดยอดอาเซียน-ออสเตรเลียเมื่อปี 2567 และก่อตั้งขึ้นในปีเดียวกัน

Thailand Advocates Deepening Cooperation on Climate Change and Sustainable Development at the 38th ASEAN - Australia Forum

On 13 May 2026, H.E. Mr. Chettaphan Maksamphan, Deputy Permanent Secretary for Foreign Affairs, participated in the 38th ASEAN - Australia Forum in Sydney, Australia.

The Meeting discussed how to further advance ASEAN - Australia Dialogue Relations, as this year marks its 5th Anniversary of Comprehensive Strategic Partnership (CSP), and preparation for the 6th ASEAN - Australia Summit to be held in November this year. The Senior Officials also exchanged views on regional and international developments, including situations in the Middle East and the energy crisis.

During the meeting, the Deputy Permanent Secretary led a discussion on cooperation on climate change and sustainable development, at which he encouraged enhanced cooperation on the Green Agenda, particularly in the areas of clean and renewable energy, Carbon Capture, Utilization, and Storage technologies, as well as establishment of regional carbon market mechanism. He also underscored the importance of utilising existing financing facility support and tools within ASEAN-Australia frameworks, including the Aus4ASEAN Initiatives, Partnerships for Infrastructure (P4I), and cooperation under the Mekong sub-regional framework. On sustainable development, he urged closer cooperation on sustainable development and Blue Economy.

Furthermore, the Deputy Permanent Secretary joined lunch with the Advisory Board of the ASEAN - Australia Centre (AAC) to discuss ways to strengthen people-to-people, cultural, and educational connections between Australia and ASEAN. The establishment of the AAC was one of the key outcomes of the ASEAN - Australia Special Summit in 2024.

เมื่อวันที่ 12 พฤษภาคม 2569 นายเชษฐพันธ์ มากสัมพันธ์ รองปลัดกระทรวงการต่างประเทศ ได้พบหารือกับนางมิเชล ชาน (Michelle Chan) รองปลัดกระทรวงการต่างประเทศออสเตรเลีย เพื่อแลกเปลี่ยนความคิดเห็นเกี่ยวกับความสัมพันธ์ระหว่างทั้งสองประเทศ ผลการประชุมสุดยอดอาเซียน ครั้งที่ 48 ที่เมืองเซบู ฟิลิปปินส์ ตลอดจนพัฒนาการในภูมิภาคและสถานการณ์ระหว่างประเทศ ซึ่งรวมถึงวิกฤติพลังงาน ในห้วงการประชุมเจ้าหน้าที่อาวุโสอาเซียน-ออสเตรเลีย ครั้งที่ 38 ณ นครซิดนีย์ เครือรัฐออสเตรเลีย

นอกจากนี้ รองปลัดกระทรวงการต่างประเทศได้เข้าร่วมงานเลี้ยงรับรองยุทธศาสตร์เศรษฐกิจ (Economic Strategy Reception) โดยมีนายนิโคลัส มัวร์ (Nicholas Moore AO) ผู้แทนพิเศษสำหรับภูมิภาคเอเชียตะวันออกเฉียงใต้ของออสเตรเลีย มาบรรยายสรุปเกี่ยวกับ Invested : Australia’s Southeast Asia Economic Strategy to 2040 ซึ่งเป็นยุทธศาสตร์ทางเศรษฐกิจของออสเตรเลียต่อภูมิภาคเอเชียตะวันออกเฉียงใต้ตั้งแต่ปี 2566 ในโอกาสนี้ รองปลัดกระทรวงการต่างประเทศได้หารือกับนายนิโคลัส มัวร์ โดยเชิญชวนให้ออสเตรเลียเพิ่มการลงทุนในไทย โดยเฉพาะในสาขาพลังงาน เทคโนโลยีการเกษตร และ Data Center รวมทั้งความร่วมมือในการพัฒนาทักษะของสตาร์ทอัพและนวัตกรไทย

อนึ่ง ออสเตรเลียเป็นประเทศคู่เจรจาของอาเซียนประเทศแรก โดยสถาปนาความเป็นคู่เจรจามาตั้งแต่ปี 2517 และในปีนี้ อาเซียนและออสเตรเลียเฉลิมฉลองวาระครบรอบ 5 ปี ความสัมพันธ์เป็นหุ้นส่วนเชิงยุทธศาสตร์แบบรอบด้าน (Comprehensive Strategic Partnership: CSP) ด้วย

Deputy Permanent Secretary Meets with Ms. Michelle Chan, Deputy Secretary, during the 38th ASEAN-Australia Forum

On 12 May 2026, H.E. Mr. Chettaphan Maksamphan, Deputy Permanent Secretary for Foreign Affairs, met with Ms. Michelle Chan, Deputy Secretary of the Department of Foreign Affairs and Trade of Australia, during of the 38th ASEAN-Australia Forum in Sydney, Australia. They exchanged views on bilateral relations between the two countries, outcomes of the 48th ASEAN Summit in Cebu, the Philippines, as well as regional and international developments, including the current energy crisis.

In addition, Deputy Permanent Secretary also attended ‘the Economic Strategy Reception,’ where Mr. Nicholas Moore AO, Australia’s Special Envoy for Southeast Asia, gave keynote remarks on “Invested : Australia's Southeast Asia Economic Strategy to 2040”, which was launched in 2023. On this occasion, DPS Maksamphan and Mr. Moore had a discussion on increasing Australia’s investment in Thailand, especially in the fields of energy, agricultural technology, and data centre, as well as cooperation on capacity building and skills development for Thai startups and innovators.

Australia is the first ASEAN’s Dialogue Partner since 1974. This year, ASEAN and Australia also commemorate the 5th anniversary of their Comprehensive Strategic Partnership (CSP).

เมื่อวันที่ 29 เมษายน 2569 นายเชิดชาย ใช้ไววิทย์ เอกอัครราชทูตผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครนิวยอร์ก เป็นผู้แทนกระทรวงการต่างประเทศในพิธีเปิดงานจัดแสดงผลงานศิลปะเยาวชนจากกิจกรรมครบรอบ 30 ปี การลงนามสนธิสัญญาเขตปลอดอาวุธนิวเคลียร์แห่งเอเชียตะวันออกเฉียงใต้หรือสนธิสัญญากรุงเทพ ในห้วงการประชุมทบทวนภาคีสนธิสัญญาว่าด้วยการไม่แพร่ขยายอาวุธนิวเคลียร์ครั้งที่ 11 (Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons: NPT RevCon) ร่วมกับนาง Josephine Moote อุปทูต คณะผู้แทนถาวรคิริบาสประจำสหประชาชาติ น.ส. Izumi Nakamitsu รองเลขาธิการสหประชาชาติและผู้แทนระดับสูงด้านการลดอาวุธประจำสหประชาชาติ และนาย Do Hung Viet เอกอัครราชทูตผู้แทนถาวรเวียดนามประจำสหประชาชาติ ณ นครนิวยอร์ก ในฐานะประธานการประชุมทบทวนฯ โดยมีคณะผู้แทนถาวรรัฐสมาชิกต่าง ๆ ณ นครนิวยอร์ก และคณะผู้เข้าร่วมการประชุมทบทวนฯ เข้าร่วม โดยการจัดแสดงผลงานเยาวชนครั้งนี้ได้รับการสนับสนุนจากรัฐบาลญี่ปุ่นผ่านโครงการ Youth Leader Fund for a World Without Nuclear Weapons

การจัดแสดงผลงานเยาวชนครั้งนี้เป็นการต่อยอดจากกิจกรรมเฉลิมฉลองโอกาสครบรอบ 30 ปี ของการลงนามสนธิสัญญากรุงเทพระหว่างวันที่ 15-17 ธันวาคม 2568 ที่กรุงเทพฯ ซึ่งจัดโดยกระทรวงการต่างประเทศร่วมกับศูนย์ภูมิภาคเพื่อสันติภาพและการลดอาวุธในเอเชียและแปซิฟิกแห่งสหประชาชาติ (United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific: UNRCPD) กิจกรรมดังกล่าวได้เปิดโอกาสให้เยาวชนอาเซียนส่งผลงานศิลปะผ่านสื่อมัลติมีเดียในหัวข้อ Envisioning a world free from nuclear weapons เพื่อสร้างความตระหนักรู้ในหมู่คนรุ่นใหม่ถึงความสำคัญของโลกที่ปราศจากอาวุธนิวเคลียร์

การเป็นเจ้าภาพร่วมจัดกิจกรรมเยาวชนและการจัดแสดงผลงานในครั้งนี้สะท้อนบทบาทนำและความมุ่งมั่นอย่างสร้างสรรค์ของประเทศไทยในฐานะรัฐผู้จัดเก็บสนธิสัญญากรุงเทพ ในการธำรงรักษาภูมิภาคเอเชียตะวันออกเฉียงใต้ให้ปลอดจากอาวุธนิวเคลียร์และในการเชิดชูบทบาทและความสำคัญของสนธิสัญญากรุงเทพ ผ่านการสร้างความตระหนักรู้และการมีส่วนร่วมของเยาวชนอย่างเข้มแข็ง

Ambassador and Permanent Representative of Thailand to the United Nations, New York presided over the opening ceremony of the Exhibition of Youth Art Works Commemorating the 30th Anniversary of the Signing of the Treaty on the Southeast Asia Nuclear Weapon-Free Zone (Bangkok Treaty) at UNHQ.

On 29 April 2026, H.E. Mr. Cherdchai Chaivaivid, Ambassador and Permanent Representative of Thailand to the United Nations in New York, on behalf of the Ministry of Foreign Affairs, delivered opening remarks at the opening ceremony of the youth exhibition commemorating the 30th anniversary of the signing of the Southeast Asia Nuclear Weapon-Free Zone Treaty (SEANWFZ), or the Bangkok Treaty, held on the margins of the 11th Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (11th NPT RevCon). This project received financial support from the Government of Japan under the Youth Leader Fund for a World Without Nuclear Weapons.

The event was jointly addressed by Mrs. Josephine Moote, Chargé d’Affaires of the Permanent Mission of Kiribati, Ms. Izumi Nakamitsu, United Nations Under-Secretary-General and High Representative for Disarmament Affairs, and H.E. Mr. Do Hung Viet, Ambassador and Permanent Representative of Vietnam to the United Nations in New York, in his capacity as the President of the Review Conference. The event was also attended by Ambassadors and Permanent Representatives and members of the Permanent Missions in New York, as well as delegates participating in the Review Conference.

The exhibition builds on the commemorative activities marking the 30th anniversary of the signing of the Bangkok Treaty, held from 15–17 December 2025 in Bangkok and organized by the Ministry of Foreign Affairs in cooperation with the United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD). As part of the initiative, ASEAN youth were invited to submit multimedia art works under the theme “Envisioning a World Free from Nuclear Weapons,” to promote awareness and engagement among younger generations on disarmament and non-proliferation.

As the Depositary State of the Treaty of Bangkok, Thailand’s co-hosting of the youth activities and the exhibition reflects its proactive role and steadfast commitment to preserving Southeast Asia as a nuclear-weapon-free region. The initiative also underscores Thailand’s efforts to promote the relevance and significance of the Treaty through youth empowerment and public awareness-building.
