เมื่อวันที่ 2 มิถุนายน 2569 นางสาวแคทรียา ปทุมรส รองอธิบดีกรมองค์การระหว่างประเทศ พบหารือกับนาย Patrick Canagasingham ผู้อำนวยการกองโครงการระดับภูมิภาคของโครงการตั้งถิ่นฐานมนุษย์แห่งสหประชาชาติ (United Nations Human Settlements Programme: UN-Habitat) เนื่องในโอกาสเยือนประเทศไทย

รองอธิบดีฯ ย้ำความพร้อมของไทยในการร่วมมือกับ UN-Habitat เพื่อขับเคลื่อนการพัฒนาเมือง ส่งเสริมบทบาทของไทยในฐานะหุ้นส่วนเพื่อการพัฒนา และการเป็นแหล่งเรียนรู้ด้านการพัฒนาเมืองและที่อยู่อาศัยอย่างยั่งยืนในภูมิภาคและในกลุ่มประเทศกำลังพัฒนา ขณะที่ทั้งสองฝ่ายแลกเปลี่ยนความเห็นเกี่ยวกับแนวทางการส่งเสริมความร่วมมือด้านที่อยู่อาศัย การพัฒนาเมืองอย่างยั่งยืน และการขับเคลื่อนเป้าหมายการพัฒนาที่ยั่งยืนในระดับพื้นที่ระหว่างไทยกับ UN-Habitat โดยผู้อำนวยการกองโครงการระดับภูมิภาคของ UN-Habitat ชื่นชมบทบาทของไทยในฐานะหุ้นส่วนเชิงยุทธศาสตร์ที่สำคัญในภูมิภาคเอเชียและแปซิฟิก และเห็นว่า ไทยมีประสบการณ์เชิงรูปธรรมที่สามารถแบ่งปันและเป็นต้นแบบแก่ประเทศกำลังพัฒนาอื่น ๆ ได้ โดยเฉพาะโครงการบ้านมั่นคงและแนวทางการพัฒนาที่อยู่อาศัยโดยชุมชนเป็นศูนย์กลาง ซึ่งได้รับความสนใจอย่างมากในช่วงการประชุม World Urban Forum ครั้งที่ 13 ซึ่งจัดขึ้นเมื่อเดือนพฤษภาคม 2569 ณ กรุงบากู สาธารณรัฐอาเซอร์ไบจาน

ทั้งสองฝ่ายยังหารือโอกาสในการขยายความร่วมมือผ่านกลไกความร่วมมือเพื่อการพัฒนาของไทย รวมถึงความร่วมมือใต้ - ใต้และไตรภาคี เพื่อถ่ายทอดองค์ความรู้และแนวปฏิบัติที่ดีของไทยให้แก่ประเทศอื่น ๆ

On 2 June 2026, Ms. Cataleya Phatoomros, Deputy Director-General of the Department of International Organizations, Ministry of Foreign Affairs, welcomed Mr. Patrick Canagasingham, Director of the Regional Programmes Division of the United Nations Human Settlements Programme (UN-Habitat), on the occasion of his working visit to Thailand.

The Deputy Director-General reaffirmed Thailand’s readiness to work with UN-Habitat to drive forward urban development, strengthen Thailand’s role as a development partner and a knowledge hub for sustainable urban and housing development in the region and among developing countries. Both sides exchanged views on ways to strengthen cooperation on housing, sustainable urban development and localization of the Sustainable Development Goals (SDGs) between Thailand and UN-Habitat. The Director highlighted Thailand’s role as a strategic partner in the Asia-Pacific region, noting that Thailand’s concrete experiences in community-centred housing development, particularly the Baan Mankong Programme, could be shared with other developing countries and serve as useful examples. The Programme drew significant interest at the thirteenth session of the World Urban Forum, held in May 2026 in Baku, Azerbaijan.

Both sides also discussed opportunities to expand cooperation through Thailand’s development cooperation mechanisms, including South-South and triangular cooperation, to share Thailand’s knowledge and good practices with other countries.

เมื่อวันที่ 26 พฤษภาคม 2569 นางสาวแคทรียา ปทุมรส รองอธิบดีกรมองค์การระหว่างประเทศ เป็นผู้แทนอธิบดีกรมองค์การระหว่างประเทศปฏิบัติหน้าที่ประธานการประชุมคณะกรรมการสามฝ่าย (Tripartite Committee) ภายใต้กรอบความร่วมมือว่าด้วยการพัฒนาที่ยั่งยืนระหว่างไทยกับสหประชาชาติ ณ ศูนย์ประชุมสหประชาชาติ กรุงเทพฯ ร่วมกับนายสุริยนต์ ธัญกิจจานุกิจ ที่ปรึกษาด้านนโยบายและแผนงาน สภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ และนางสาวมิเกลล่า ฟิลแบรย์-สตอเร่ ผู้ประสานงานสหประชาชาติประจำประเทศไทย โดยมีผู้แทนจากหน่วยงานไทยและสหประชาชาติที่เกี่ยวข้องเข้าร่วมกว่า 150 คน

รองอธิบดีฯ ย้ำความสำคัญของกรอบความร่วมมือว่าด้วยการพัฒนาที่ยั่งยืน (UN Sustainable Development Cooperation Framework: UNSDCF) ซึ่งกำหนดแนวทางการดำเนินงานของหน่วยงานสหประชาชาติในการสนับสนุนประเทศไทยให้บรรลุเป้าหมายการพัฒนาที่ยั่งยืน (SDGs) ให้ตอบสนองต่อความต้องการของประเทศอย่างแท้จริง โดยกระทรวงการต่างประเทศพร้อมร่วมงานกับหน่วยงานต่าง ๆ อย่างใกล้ชิดในการขับเคลื่อนความร่วมมือนี้ ขณะที่ที่ประชุมพิจารณาผลการดำเนินงานของหน่วยงานสหประชาชาติในประเทศไทยเพื่อสนับสนุนรัฐบาลไทยในการบรรลุ SDGs ภายใต้ UNSDCF ระหว่างรัฐบาลไทยกับสหประชาชาติ ฉบับปี 2565 - 2569 (ฉบับปัจจุบัน) และรับรองร่างกรอบผลสัมฤทธิ์ (Results Framework) ที่รวมตัวชี้วัดสำหรับการจัดทำร่างกรอบความร่วมมือฯ ฉบับต่อไปสำหรับปี 2570-2574 ที่อยู่ระหว่างการจัดทำ ซึ่งสอดคล้องกับแนวทางของร่างกรอบแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 14

การดำเนินงานตาม UNSDCF ฉบับปัจจุบัน อยู่ภายใต้การกำกับดูแลของคณะกรรมการสามฝ่าย (Tripartite Committee) ซึ่งมีกระทรวงการต่างประเทศ สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ และสำนักงานผู้ประสานงานสหประชาชาติประจำประเทศไทย เป็นประธานร่วม และประกอบด้วยผู้แทนจากหน่วยงานภาครัฐและหน่วยงานสหประชาชาติที่เกี่ยวข้อง โดยคณะกรรมการฯ มีหน้าที่พิจารณาความคืบหน้าในการบรรลุผลสัมฤทธิ์ที่กำหนดไว้ตามกรอบความร่วมมือฯ และให้คำชี้แนะในการปรับปรุงยุทธศาสตร์ เพื่อเร่งการบรรลุเป้าหมายภายในกรอบเวลาที่กำหนด

On 26 May 2026, Ms. Cataleya Phatoomros, Deputy Director-General of the Department of International Organizations, Ministry of Foreign Affairs, represented the Director-General in chairing the Tripartite Committee Meeting under the United Nations Sustainable Development Cooperation Framework (UNSDCF) at the United Nations Conference Center in Bangkok, with Mr. Suriyont Thangkitjanukit, Senior Advisor in Policy and Plan, Office of the National Economic and Social Development Council (NESDC), and Ms. Michaela Friberg-Storey, UN Resident Coordinator in Thailand, as fellow co-chairs. In attendance were over 150 representatives from relevant government agencies and United Nations (UN) agencies in Thailand.

The Deputy Director-General underscored the importance of the UNSDCF, which guides the work of UN agencies in support of Thailand’s efforts to achieve the Sustainable Development Goals (SDGs), in line with national priorities and needs. She reiterated the readiness of the Ministry of Foreign Affairs to continue working closely with the NESDC, the UN Resident Coordinator’s Office (UNRCO), and all relevant Thai and UN agencies to further advance the implementation of the Cooperation Framework. The meeting reflected on the work of the UN Country Team in Thailand under the current UNSDCF for 2022 - 2026 and adopted the Results Framework of the next cycle of the UNSDCF for 2027 - 2031. The Results Framework includes a set of indicators to be used to track progress of the next Cooperation Framework, which is aligned with the overall direction of the draft 14th National Economic and Social Development Plan.

Under the governance arrangement of the current UNSDCF, the Tripartite Committee is the highest governing body which includes representatives from relevant government and UN agencies. It is co-convened by the Steering Group, comprising the Ministry of Foreign Affairs, NESDC, and UNRCO. The Tripartite Committee monitors progress towards achieving targeted results under the UNSDCF and provides policy guidance to accelerate the achievement of those targeted results within the timeframe.

เมื่อวันที่ 29 เมษายน 2569 นางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศ กล่าวเปิดงานนำเสนอรายงานผลการดำเนินงานประจำปี พ.ศ. 2568 ขององค์การสหประชาชาติในประเทศไทย (UN Thailand Annual Results Report 2025) ณ ศูนย์ประชุมสหประชาชาติ กรุงเทพฯ ซึ่งร่วมจัดโดยกระทรวงการต่างประเทศและทีมงานสหประชาชาติในประเทศไทย โดยมีผู้แทนจากหน่วยงานภาครัฐ คณะทูตประจำประเทศไทย ภาคเอกชน ภาควิชาการ ภาคประชาสังคม และหน่วยงานสหประชาชาติเข้าร่วมกว่า 100 คน

อธิบดีฯ กล่าวว่า การจัดงานครั้งนี้เป็นโอกาสอันดีในการติดตามผลการดำเนินงานของทีมงานสหประชาชาติในการสนับสนุนให้ประเทศไทยขับเคลื่อน SDGs ตามกรอบความร่วมมือว่าด้วยการพัฒนาที่ยั่งยืน (UN Sustainable Development Cooperation Framework: UNSDCF) ระหว่างรัฐบาลไทยกับสหประชาชาติ ฉบับปัจจุบัน (ปี 2565 - 2569) และเป็นพื้นฐานในการจัดทำร่างกรอบความร่วมมือฯ ฉบับใหม่ (ปี 2570 - 2574) พร้อมย้ำความสำคัญของบทบาทหลักของความเป็นหุ้นส่วนระหว่างทุกภาคส่วนที่เกี่ยวข้อง ในการขับเคลื่อน SDGs ในปี ค.ศ. 2025 อาทิ การจัดทำรายงานการทบทวนการดำเนินการตามวาระการพัฒนาที่ยั่งยืน ค.ศ. 2030 ระดับชาติ โดยสมัครใจของไทย ซึ่งได้ประมวลรวมความคิดเห็นและข้อเสนอแนะของภาคส่วนที่หลากหลาย

UNSDCF เป็นเอกสารที่รัฐบาลไทยและสหประชาชาติร่วมจัดทำเพื่อกำหนดแนวทางการสนับสนุนของสหประชาชาติให้ประเทศไทยบรรลุผลสำเร็จตามวาระการพัฒนาที่ยั่งยืน ค.ศ. 2030 ผ่านการหารือกับผู้มีส่วนได้ส่วนเสียหลายภาคส่วน โดยกรอบความร่วมมือฯ ฉบับปี 2565 - 2569 มีผลลัพธ์เชิงยุทธศาสตร์ 3 ประการ ได้แก่ (1) การพลิกโฉมประเทศไทยสู่เศรษฐกิจที่ครอบคลุม บนพื้นฐานของการเร่งรัดการพัฒนาสีเขียว มีภูมิคุ้มกันต่อวิกฤตสูง ปล่อยคาร์บอนต่ำ และมีความยั่งยืน (2) การพัฒนาทุนมนุษย์ที่จำเป็นต่อการพัฒนาทางสังคมที่ครอบคลุมได้รับการยกระดับ ผ่านการเสริมสร้างความเข้มแข็งของกลไกสถาบัน ภาคีความร่วมมือ และการเสริมพลังประชาชน และ (3) ประชาชนที่อาศัยอยู่ในประเทศไทยโดยเฉพาะกลุ่มเสี่ยงที่จะถูกทิ้งไว้ข้างหลัง สามารถมีส่วนร่วมและได้รับประโยชน์จากการพัฒนา โดยปราศจากการเลือกปฏิบัติทุกรูปแบบ ทั้งนี้ สามารถเข้าถึงรายงานผลการดำเนินงานประจำปี 2568 ขององค์การสหประชาชาติในประเทศไทยได้ที่ https://thailand.un.org/en/312770-un-thailand-annual-results-report-2025

On 29 April 2026, Ms. Pinsuda Jayanama, Director-General of the Department of International Organizations, delivered opening remarks at the presentation of the UN Thailand Annual Results Report 2025 at the United Nations Conference Center, Bangkok. The event was co-hosted by the Ministry of Foreign Affairs and the United Nations Country Team (UNCT) in Thailand and attended by over 100 participants from government agencies, the diplomatic corps, the private sector, academia, civil society, and United Nations agencies.

The Director-General said that the presentation of UN Thailand’s annual report for 2025 provides an opportunity to reflect on the UN’s work under the current UN Sustainable Development Cooperation Framework (UNSDCF) for Thailand 2022 - 2026, and also serves as a foundation for the preparation of the next cycle of the UNSDCF for 2027 - 2031. She underscored the central role of “partnerships” in advancing the SDGs, which was a prominent part of Thailand’s work on SDGs in 2025. A key example was the collaborative efforts in the 2025 Voluntary National Review (VNR) process, which brought together diverse perspectives and recommendations from a wide range of stakeholders across the country.

The UNSDCF is a strategic document which articulates the UN’s support for Thailand’s efforts towards achieving the 2030 Agenda for Sustainable Development, and is based on extensive consultations. The current Cooperation Framework for 2022 - 2026 is guided by three strategic outcomes aligned with Thailand’s national priorities; namely, (1) Thailand’s transformation into an inclusive economy based on a green, resilient, low-carbon, sustainable development is accelerated; (2) Human capital needed for social and inclusive development is improved through strengthening institutions, partnerships and the empowerment of people; and (3) People living in Thailand, especially those at risk of being left furthest behind, are able to participate in and benefit from development, free from all forms of discrimination. 🎉🏆 𝘾𝙤𝙣𝙜𝙧𝙖𝙩𝙪𝙡𝙖𝙩𝙞𝙤𝙣𝙨 to Mr. Soonyata Panurat, a fourth-year BBA student from the Faculty of Commerce and Accountancy for having been selected as a Thai Youth Delegate to participate in the 2026 ECOSOC Youth Forum, held at the United Nations Headquarters in New York City, USA from nearly 200 applicants nationwide.

During the forum, Mr. Sunyata delivered a statement calling for a shift from symbolic consultation to meaningful co-creation. His remarks highlighted the importance of translating global commitments into tangible local actions.

The event which will take place from April 14–16, 2026, convenes youth leaders and policymakers from around the world to advance the Sustainable Development Goals (SDGs), with particular emphasis on inclusive development and youth empowerment.
