APT - Asia-Pacific Telecommunity

APT also organizes various capacity-building programs related to ICT topics and implements several pilot projects to promote ICT development in the region.

APT was established in 1979 from the joint initiatives of UN ESCAP and ITU as the intergovernmental organization focusing on telecommunication/ICT development and collaborations in the Asia-Pacific region Founded on the joint initiatives of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the International Telecommunication Union (ITU), APT is an intergovernmental organization established in February 1979 to promote ICT development in the Asia-Pacific region. APT has 38 member administrations (“Members”), 4 administrations that are under the category of “Associate Members,” and 135 private companies and academic institutions (“Affiliate Members”) whose works are relevant to the ICT field. As the only intergovernmental organization focusing on the ICT field in the Asia-Pacific region, APT provides important ICT policy and regulatory coordination platforms and consolidates regional voices for international forums such as the International Telecommunication Union (ITU). APT provides sub-regional platforms to facilitate achieving sub-regional common interests. For example, the South Asian Telecommunication Regulators’ Council (SATRC), under the umbrella of APT, organizes working groups for policy and regulation and spectrum to facilitate harmonization among parties concerned.

📢 SATRC-27 in Colombo, Sri Lanka
The 27th Meeting of the South Asian Telecommunication Regulators' Council (SATRC-27) is coming up! Organized by the Asia-Pacific Telecommunity (APT) and hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRC SL).

SATRC-27 will discuss key policy and regulatory issues in the SATRC countries and review the implementation of the SATRC Action Plan Phase X adopted at SATRC-26. Sessions include:

📍 Appointment & Duty Station
1-year appointment, extendable based on performance and conduct (3-month probation period), based at APT Headquarters, Bangkok.

✅ Eligibility
This is a local recruitment position. Applicants must be nationals of an APT Member and authorized to work in Thailand. International recruitment allowances and benefits do not apply.

🎓 Key Qualifications
- University degree in IT, Computer Science, Computer/Telecommunications/Electronics Engineering, Information Systems, or related fields (Master's degree is an advantage)
- At least 5 years of relevant experience in IT, ICT administration, Microsoft 365, cloud-based services, and website administration
- Deep experience configuring Microsoft cloud services (Microsoft Entra ID, Exchange Online, M365 apps and services)
- Knowledge of PHP coding, CMS platforms, and network infrastructure
- Excellent written and spoken English

🛠️ Primary Responsibilities
- Administer and maintain APT information systems, LAN, cloud services, M365 applications, and websites
- Manage user accounts, access rights, mailing lists, and web content
- Provide technical ICT support to Secretariat staff and coordinate with vendors and service providers
- Plan, implement, and report on IT work activities and budgets
Assist with meeting preparation, coordination, working papers, and administrative tasks for assigned Work Programmes

📝 CGSP-2 moves the APT Strategic Plan 2027–2029 forward

The 2nd Meeting of the Correspondence Group for the APT Strategic Plan 2027–2029 ( -2) was held virtually on 22 to 23 September 2026, with 54 participants from 14 APT Members taking part. The Group brings together 62 nominated experts from 21 Member administrations.

Over the two days, the Group continued refining the draft Strategic Plan, aligning it with Members' priorities and the Tokyo Statement from the APT Ministerial Meeting 2025, and building convergence around the proposed strategic priorities.

Next, the revised draft will go to APT Members for domestic review. It is expected to be finalized at the Preparatory Meeting for GA-17 on 13 December 2026 and submitted to the 17th Session of the APT General Assembly (GA-17) on 14 to 15 December 2026 for adoption.

⛰️ PRF-26 in Paro, Bhutan

The Asia-Pacific Telecommunity ( ) held the 26th APT Policy and Regulatory Forum (PRF-26) from 15 to 17 September 2026 in Paro, Bhutan. Hosted by the Government Technology Agency ( ) of Bhutan, the forum was inaugurated by Lyonpo Namgay Dorji, Hon'ble Minister of Industry, Commerce and Employment (MoICE).

PRF-26 brought together 136 participants, 79 of them in person, from APT Members, Associate and Affiliate Members, International Organizations and other partners. Over two and a half days, the programme covered a High-Level Dialogue, a Regulators' Roundtable, a Business Dialogue and six thematic sessions.

Highlights:

🔸 The High-Level Dialogue addressed the Tokyo Statement 2025 and how to develop it into a working framework for regional cooperation and digital transformation. The Regulators' Roundtable brought together heads of regulatory authorities to discuss balancing innovation and regulation. The Business Dialogue gave industry representatives a platform to discuss a sustainable ICT sector and digital innovation.

🔸 The six thematic sessions covered digital infrastructure, digital transformation, connectivity for all, inclusiveness and digital empowerment, online safety and data protection, and cybersecurity workforce development.

🔸 On leadership, Mr. Prit Chand of Fiji was re-elected Vice-Chair for a second term and will serve as Acting Chair for PRF-26. The election of the Chair and second Vice-Chair was deferred to the next forum.

📣 APT Symposium on Digital Transformation and the Universal Service Fund ( ) will be held on 13-15 October 2026 in Islamabad, Pakistan, hosted jointly by the Ministry of Information Technology and Telecommunication and the Universal Service Fund Pakistan. The symposium brings together high-level policymakers, regulators, and stakeholders to explore new technologies, policies, and financing models that make digital transformation sustainable, inclusive, and equitable across Asia-Pacific with a focus on the role of the Universal Service Fund in closing connectivity and inclusion gaps.
