Across eastern Timor-Leste, communities are discovering new ways to create value from local resources 🌱.

At the CDC training centre in Baucau, farmers, coordinators, and community members are learning how coconuts can become more than a traditional crop 🥥, creating innovative products, new skills, and future economic opportunities for families and rural communities 💡.

The Delegation of the European Union (EU) to Timor-Leste and the Ministry of Foreign Affairs and Cooperation of the Democratic Republic of Timor-Leste (MNEC) have launched two landmark initiatives to, respectively, modernize the nation's legal infrastructure, and to boost its sustainable economic growth.

From Brussels, the European Commissioner for International Partnerships, Jozef Síkela, sent his support for the two initiatives: “The new programmes show how closely prosperity and justice are linked. To mobilise private investment, it is essential to create the right conditions: transparent, fair and predictable – and a rule of law is a key part of that. Through Global Gateway, the European Union is working with Timor-Leste to build an environment where citizens are protected and entrepreneurs can grow and create jobs, leading to a better quality of life for all.”

Underlining the deepening strategic partnership between the EU and Timor-Leste under the Global Gateway investment strategy, the high-level ceremony marked the official signing of financing agreements for two programmes: ‘e-Governance for the Judicial System in Timor-Leste’ (e-JUS TL – EU funding EUR 6 million) and ‘Creation and Development of Sustainable Businesses and the Circular Economy’ (CRESCE – EU funding EUR 3 million).

The event was held on the occasion of the official visit to Timor-Leste of Mr. Peteris Ustubs, Director for Asia and the Pacific at the European Commission’s Directorate-General for International Partnerships (DG INTPA). In their addresses, His Excellency the Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas and Director Peteris Ustubs emphasized that these agreements mark an important step forward in alignment of EU development financing with Timor-Leste's national development priorities. Their Excellencies the Vice-Prime Minister and Coordinating Minister for Economic Affairs, Francisco Kalbuadi Lay, and the Minister of Justice, Sérgio de Jesus Fernandes da Costa Hornai signed the respective agreements on behalf of the Ninth Constitutional Government of the Republic of Timor-Leste.

🌴🥥 Agroforestry Skills in action at the ETA Fuiloro Students Expo!

From cultivation to transformation, students at the ETA Fuiloro Expo proudly showcased the skills and knowledge they gained through the Agroforestry Skills Programme training in coconut cultivation and processing on 9 may 2026.

Through live demonstrations, students presented the different stages of coconut cultivation and the transformation of coconut by-products into valuable resources such as coco peat, coconut oil, charcoal, and other coconut-based products.

The event was filled with encouragement and appreciation from parents and community members, who expressed their pride in seeing young people gaining practical skills that can support future livelihoods.

🌱👩‍🏫 Maria Eni, a Teacher Who Never Stopped Learning!

At just 27, Mestra Eni walked into ETA Natabora Agricultural Technical School as a new economics teacher — passionate, but by her own admission, sometimes overwhelmed. She had the knowledge, but not yet the tools to teach it well.

That changed when she joined the Certificate Level 3 & 4 Competency-Based Education and Training (CBET) Programme delivered by STVJ Comoro under the Agroforestry Skills Programme, implemented by the ILO and funded by the EU.

Now, through hands-on training, she transformed the way she plans lessons, engages students, and manages her classroom. The results? Her student Naviana says it best: "The classes are more organized. We do more practical ways of learning. I have a clearer understanding of the lessons now."

Mestra Eni's wish is simple — that teachers and trainers across Timor-Leste get the same opportunity. Because as she puts it: "My satisfaction comes from seeing my students — and the school — thrive."

A salute to every educator who leads by example, learns alongside their students, and makes every classroom better.

🤝 🇹🇱 Pro PALOP-TL (Phase III) program brought together representatives of the National Parliament, Chamber of Accounts, Ministry of Finance, Ministry of Plan and Strategic Investment, Secretariat of State and Equality, Civil Service Commission and Civil Society Organizations (FONGTIL) for the first Timor-Leste Country Coordination Committee.

Participants discussed about challenges encountered, main achievements and future expectations to feed the strategic discussion of the Regional Steering Committee, due to take place in Cabo Verde on 29 May.

As the Head of EU Cooperation Iotam Lerer mentioned, Pro-PALOP is providing support in 💰Strengthening , 👩⚖️Promoting Gender-Responsive Governance , 🌎Fostering and 📢 Enhancing in Timor-Leste and across the PALOP region.

Pro-PALOP (Phase III) is financed by the European Union and implemented by UNDP in all PALOP-TL countries, with a dedicated budget for Timor Leste of nearly $1,4 million, out of a total contribution of nearly $8,5 million.
