[English] Ambassador Yamamoto attended Floriculture Mini Expo
On May 29, Ambassador Yamamoto attended the Floriculture Mini Expo organized by the Ministry of Agriculture, Livestock, Fisheries and Forestry of Timor-Leste. The Mini Expo was held as part of Timor-Leste’s preparations for its participation in Green Expo 2027, which will take place in March to September in Yokohama, Japan. H.E. Mr. Marcos da Cruz, the Minister, also attended the event.
More than 30 groups from various municipalities participated in the event, showcasing a wide variety of flowers and floriculture products that reflect the rich natural beauty and creativity of Timor-Leste. The Mini Expo also serves as a selection process to identify groups that will represent Timor-Leste at Green Expo 2027 by showcasing the country’s native floriculture and botanical diversity.

- The Ambassador in Tais and Kariyushi: Threads Connecting Timor-Leste and Japan
After 130 days in Timor-Leste, I am enjoying everyday life in Dili surrounded by beautiful Tais gifted by Timorese friends.
Here are my collections tailored with Tais.
I also wear Japanese “Kariyushi” shirts from Okinawa, which resemble Hawaiian aloha shirts. In fact, it is said that Hawaiian aloha shirts originated when Japanese immigrants to Hawaii made shirts using old Kimono fabric.

- Japanese Song Competition
On May 15, Ambassador Yamamoto attended the Japanese Song Competition organized by JICA and JOCVs (Japan Overseas Cooperation Volunteers) who are engaged in supporting Japanese language learning in Timor-Leste. Ambassador Yamamoto served as a judge for the competition alongside the Chief Representative of JICA and other panel members.
A total of eleven choir groups representing Japanese language institutions in the country participated in the competition.

On April 10, Ambassador Yamamoto received a conversation phrase book for beginners of Tetun and Japanese from Ms. Yuiko Matsumura, author of the book. She currently works as training manager for CWP Global, LTD, and teaches Tetun to the Japan Overseas Cooperation Volunteers. Ms. Naoko Takaku, an illustrator and former resident in Timor Leste, provided Illustrations and worked on the overall composition of the book.

(Part 2) 50 Years of ASEAN-Japan Relations

The year 2023 marked the 50th commemorative year of ASEAN-Japan relations. Since 1973, ASEAN-Japan relations have made remarkable progress, in which Japan made every effort to build up "heart to heart" relations of mutual confidence and trust with ASEAN Member States and committed itself as an equal partner to building peace and prosperity in the region. Spanning half a century, the cooperation has been strengthened across a wide range of fields, including the economy, security, and culture.
In December 2023, the Commemorative Summit For the 50th Year of ASEAN-Japan Friendship and Cooperation was held in Tokyo, and they issued the Joint Vision Statement entitled “Trusted Partners”, where ASEAN and Japan confirmed the intentions to strengthen the Comprehensive Strategic Partnership under the three pillars: (1) Heart-to Heart Partners across Generations, (2) Partners for Co-creation of Economy and Society of the Future, and (3) Partners for Peace and Stability.
On that occasion, the Japan-Timor-Leste Summit Meeting was also held between H.E. Mr. Kay Rala Xanana Gusmão, Prime Minister, Democratic Republic of Timor-Leste, and Mr. KISHIDA Fumio, the then Prime Minister of Japan. The two leaders issued a Joint Press Statement on “Comprehensive Partnership towards Sustainable Growth and Development”.
At the ASEAN-Japan Summit 2025, Prime Minister Takaichi congratulated Prime Minister Gusmao on Timor Leste’s official accession to ASEAN.
[Japan’s Cooperation for Timor-Leste’s ASEAN Accession]
Japan has walked alongside Timor-Leste on its path toward ASEAN membership since 2009. This cooperation rests on two pillars: Japan’s long-standing partnership with ASEAN and the fundamental values shared by Japan and Timor-Leste. Through institutions such as JICA and the Japan-ASEAN Integration Fund (JAIF), Japan has implemented a range of projects to support Timor-Leste’s smooth accession to ASEAN. Our approach is comprehensive, combining institutional development, capacity building, and infrastructure support.
In 2013, JICA completed a data collection survey to identify challenges and develop a roadmap for Timor-Leste’s accession to ASEAN. Since 2024, JICA has also launched “The Project for the Enhancement of Coordination and Monitoring for ASEAN Accession.” In collaboration with the Ministry of Foreign Affairs and Cooperation and ASEAN Member States, this project has organized a series of workshops to build the capacity of Timorese officials, deepening their understanding of ASEAN agreements and instruments.
In addition to JICA’s initiatives, JAIF—financed by the Government of Japan and established to narrow development gaps within the ASEAN Community—has implemented several projects for Timor-Leste to further strengthen capacity and institutions. One example is the Initiative for ASEAN Integration (IAI) Attachment Programme, which was initially designed to second young government officials from the CLMV countries to the ASEAN Secretariat to develop administrative capabilities. Since 2025, the programme has been extended to include three Timorese officials.
Japan also supports basic infrastructure in Timor-Leste. Improvements to Presidente Nicolau Lobato International Airport will strengthen connectivity for travel and logistics within ASEAN. In tandem, upgrades to Guido Valadares National Hospital will also underpin the connectivity by ensuring that growing flows of people are matched by accessible, reliable medical services and emergency response capacity.
Japan will continue to work closely with Timor-Leste to support its integration into the ASEAN Community through institutional development, capacity building for the implementation of ASEAN agreements, development of infrastructure linking Timor-Leste to ASEAN markets, and sharing of best practices drawn from Japan’s cooperation with other ASEAN countries.
