JOB VACANCY ANNOUNCEMENT

Organisational Context
The Services of the National Authorizing Officer (NAO) are responsible within the Ministry of Foreign Affairs and Cooperation to represents all operations financed by the European Development Fund (EDF) of the European Union. The NAO Services’ organizational chart is managed through the NAO, that in close collaboration with the EU Delegation (EUD), is responsible for implementing:

• Preparation and submission of programmes and projects, both national and regional (PALOP-TL and Pacific);
• Examination and completion of tenders prior to submission to EUD approval;
• Coordination, monitoring and assessment of projects and programmes funded through the 11th EDF;
• Ensuring the proper ex*****on of projects, programmes under the National Indicative Programme (NIP) and all disbursements of EU funding in the country;
• Preparation, implementation and management of NAO’s Programmes Estimates.

The National Authorising Officer (NAO) Services is recruiting the below national Fixed-Term positions:

1. Programme Officer (PO) for the Rural Development Sector (including Roads and Nutrition)

2. Programme Officer (PO) for the Good Governance Sector (including Public Finance Management)

Hanjan Costa Soares em seu discurso durante a ceremonia de entrega oficial de equipamentos informaticos à Comissão Especializada Permanente na sala de reunião do Parlamento Nacional de Timor-Leste na Quinta-feira, 15 de Dezembro de 2016.

O equipamento foi comprado no âmbito do Projecto de Reforço das Competências Técnicas e Funcionais das Instituições Superiores de Auditoria (PRO PALOP-TL ISC), Parlamentos Nacionais e Sociedade Civil para o controlo das finanças públicas nos PALOP e Timor-Leste) é financiado pela UE e implementado pelo PNUD.

XII Reunião de Ordenadores Nacionais da Cooperação PALOP e Timor-Leste com a União Europeia, 7 a 9 de Dezembro de 2016 em Praia-Cabo Verde

A XII Reunião dos Ministros, Ordenadores Nacionais do Fundo Europeu de Desenvolvimento (FED) dos Países Africanos de Língua Oficial Portuguesa (PALOP) e Timor-Leste com a União Europeia (UE) terminou hoje, 9 de Dezembro de 2016 em Praia, Cabo Verde, tendo sido proferida a “Declaração da Praia” em que os responsáveis governamentais dos seis países reiteraram o empenho e o compromisso em prosseguir a cooperação entre si e com a União Europeia.

Realçam o relacionamento histórico-cultural, linguístico, político e económico entre os PALOP-TL e a importȃncia da cooperação entre os mesmo, e entre estes com a União Europeia, materializado no fortalecimento da cooperação em áreas de interesse mútuo.

A “Declaração da Praia” reafirma o espírito de solidariedade, partilha e pertença duma comunidade com relevantes factores identitários comuns, sedimentados no processo de conquista das respectivas independências, que os Chefes de Estado dos PALOP-TL, reunidos há 25 anos, decidiram incentivar esta vertente de cooperação sul-sul em parceria com a União Europeia.
Nas “Conclusões Conjuntas” alcançadas pelos seis países e a União Europeia, os signatários registam com apreço a evolução positiva desta cooperação e incentivam todos os intervenientes a continuar as acções necessárias para uma implementação sustentada dos projectos, estabelecimento de sinergias e o envolvimento participativo de todos os beneficiários, num quadro regional de integração.

O “Programa de Cooperação PALOP-TL/UE”, prosseguirá as suas actividades sob a coordenação de Moçambique tendo ocorrido a passagem da Presidência Política, de São Tomé e Príncipe para Cabo Verde, na pessoa do Ministro das Finanças e Administração Pública e Ordenador Nacional do FED.

XII Meeting of National Authorizing Officers of PALOP and Timor-Leste Cooperation with the European Union, 7 - 9 December 2016, in Praia-Cabo Verde

The 12th Meeting of Ministers, National Authorizing Officers of the European Development Fund (EDF) for Portuguese-speaking African Countries (PALOP) and Timor-Leste with the European Union (EU) concluded today, 9 December 2016 in Praia, Cape Verde, with the Officials of the six countries reiterated their engagement and commitment to continue cooperation amongst each other and with the European Union.

They emphasize the historical-cultural, linguistic, political and economic relationship between the PALOP-TL and the importance of cooperation among them, and with the European Union, materialized in the strengthening of cooperation in areas of mutual interest.

The "Declaration of Praia" reaffirms the spirit of solidarity, sharing and belonging of a community with relevant common identity factors, sedimented in the process of achieving their own independence, which the Heads of State of the PALOP-TL, meeting 25 years ago, decided to encourage this South-south cooperation in partnership with the European Union.

In the "Joint Conclusions" reached by the six countries and the European Union, the signatories note with appreciation the positive development of this cooperation and encourage all stakeholders to continue the actions necessary for sustained implementation of the projects, establishment of synergies and participatory involvement of all The beneficiaries, within a regional integration framework.

The "PALOP-TL / EU Cooperation Program" will continue its activities under the coordination of Mozambique, with the transition from the Political Presidency of São Tomé and Príncipe to Cape Verde, in the person of the Minister of Finance and Public Administration and National Authorizing Officer Of the EDF.

TL-EU Cooperation on Combating Global Climate Change and Preparation of Timor-Leste for the Conference of Parties (COP 21) in Paris

Climate change has become a geat enemy for the national development in all the countries. Concern about the climate change is not only a national issue, but it is also an international issue. As a least developed country, Timor-Leste also facing many challenges in the area of environment such as rising sea levels, droughts, erosion and innundation.

Timor-Leste is a young nation in the Asia region, is strong committed to the environmental issues through the ratification of United Nations Framework Convention on Climate Change (UNFCCC) in 2006. And also it adheres to the Kyoto Protocol phase II. As a member of UNFCCC, Timor-Leste has an obligation to implement the UNFCCC obligations in the territory, as follows:

• Adaptation and mitigation
• Ensuring and protect natural resources and its ecosystem
• Ensuring food security and agricultural productivity
• Educating and raising awareness in the threatened areas in order to maintain sustainable development

These activities have been carried out in the country in order to meet the obligations of UNFCCC’s conventions. Other relevant activity related to the convention is the National Adaption Plan Action (NAPA). These activities that have been implemented such as Dili-Ainaro Corridor, Small Scale Rural Infrastructure project, Mangrove rehabilitation, Manatuto-Natarbora Corridor, Forestry nurseries, Community-based Adaptation, Raumoko watershed management, Clean-water project in Vemasse, capacity building, education and raising awareness, and etc.

The EU is committed to ensuring the adoption of a legally binding, ambitious and fair international agreement applicable to all countries that is capable of keeping the global average temperature rise below 2°C and avoiding dangerous climate change.

For the EU, there are four key elements to a successful deal. These are: ambitious emissions reduction commitments, a shared destination of travel in the form of a long-term goal, a five-yearly review cycle to consider and strengthen emissions targets, and strong transparency and accountability rules to give stakeholders confidence that countries will deliver on their commitments. As well as to reduce the greenhouse gas emission, this new agreement should also to solve the adaptation to the impacts of climate change and mobilizing climate finance to support climate action.

As a member of UNFCC, Timor-Leste has obligation to participate in this Conference of Parties on climate change in order to contribute its idea about how to solve the problem of climate change. In accordance to the article 7 of UNFCCC, that the Conference of Parties (COP) is the supreme body of the UNFCCC that can take decision on the implementation of this convention.

The objective of COP is to assess, review and take decision or make an agreement regarding the implementation of UNFCC obligations. Normally, the COP is held once a year, which is involved 196 countries that ratified the convention. The COP 21 will be held in Paris-France, from November 30th to December 11th next month, that Timor-Leste will participate to discuss and conclude a new agreement on combating global climate change.

"The Paris conference will be a historic opportunity to accelerate the shift to a low-carbon, climate-resilient global economy. People around the world are looking to their leaders for a signal that they are ready and willing to take decisive action to tackle climate change. The EU and its Member States are committed to doing their part and working with our partners to ensure that Paris is a success.” Said Sylvie Tabesse, EU Ambassador.
