28 April 2026 - The Philippine Embassy in Dili, Timor-Leste informs the public that the Department of Foreign Affairs of the Republic of the Philippines has launched the 𝐅𝐮𝐥𝐥𝐲 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐀𝐩𝐨𝐬𝐭𝐢𝐥𝐥𝐞 (𝐞𝐀𝐩𝐨𝐬𝐭𝐢𝐥𝐥𝐞) 𝐟𝐨𝐫 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐒𝐭𝐚𝐭𝐢𝐬𝐭𝐢𝐜𝐬 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 𝐄𝐥𝐞𝐜𝐭𝐫𝐨𝐧𝐢𝐜 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞𝐬 (𝐏𝐒𝐀 𝐞𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞𝐬) 𝐚𝐧𝐝 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐇𝐢𝐠𝐡𝐞𝐫 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐞𝐥𝐞𝐜𝐭𝐫𝐨𝐧𝐢𝐜 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧, 𝐀𝐮𝐭𝐡𝐞𝐧𝐭𝐢𝐜𝐚𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐕𝐞𝐫𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧 (𝐂𝐇𝐄𝐃 𝐞𝐂𝐀𝐕𝐬) intended for use in countries that are 𝐂𝐨𝐧𝐭𝐫𝐚𝐜𝐭𝐢𝐧𝐠 𝐏𝐚𝐫𝐭𝐢𝐞𝐬 to the Apostille Convention.

In view of this development, the public is advised of the following:
1. Timor-Leste is a 𝐍𝐨𝐧-𝐂𝐨𝐧𝐭𝐫𝐚𝐜𝐭𝐢𝐧𝐠 𝐏𝐚𝐫𝐭𝐲 to the Apostille Convention.
2. For documents intended for use in Timor-Leste, the Department of Foreign Affairs of the Republic of the Philippines will issue a paper-based 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞 𝐨𝐟 𝐀𝐮𝐭𝐡𝐞𝐧𝐭𝐢𝐜𝐚𝐭𝐢𝐨𝐧 for PSA eCertificates and CHED eCAVs.
3. After the issuance of the Certificate of Authentication by the Department of Foreign Affairs of the Republic of the Philippines, 𝐭𝐡𝐞 𝐝𝐨𝐜𝐮𝐦𝐞𝐧𝐭 𝐡𝐚𝐬 𝐭𝐨 𝐛𝐞 𝐬𝐮𝐛𝐦𝐢𝐭𝐭𝐞𝐝 𝐭𝐨 𝐭𝐡𝐞 𝐄𝐦𝐛𝐚𝐬𝐬𝐲 𝐨𝐟 𝐓𝐢𝐦𝐨𝐫-𝐋𝐞𝐬𝐭𝐞 𝐢𝐧 𝐌𝐚𝐧𝐢𝐥𝐚 𝐟𝐨𝐫 𝐥𝐞𝐠𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐩𝐫𝐨𝐜𝐞𝐬𝐬.

Applicants are advised to verify the specific requirements of the receiving authority in Timor-Leste prior to submission of their documents.
