From 4 to 8 March, officials and experts from Kenya, Malawi, Rwanda, Tanzania and Zambia are gathering at the HQ of the Tanzania Atomic Energy Commission - (TAEC) in Arusha to discuss ways and means of minimising accidents involving radiological and nuclear materials. While no country on the African continent has possession of nuclear weapons, radiological materials are used in industry and in hospitals and there is a need for careful management, so as to ensure non-exposure to radiation as well as safe and secure management of the devices involved. The European Union is funding the training course and exercises in the context of the EU Chemical, Biological, Radiological & Nuclear (CBRN) Risk Mitigation Centres of Excellence (CoE) Initiative under which the EU is extending a helping hand to more than 60 partner countries worldwide who are committed to improving their preparedness in case of CBRN incidents and to strengthen their CBRN resilience. The objective of the Initiative is also to help partner countries ensure that the access to dangerous CBRN agents and materials is made as difficult as possible and to keep them out of the hands of terrorist groups.

IAEA Deputy Director General Dr Kwaku Anang Visits United Republic of Tanzania

The IAEA Deputy Director General Dr Kwaku Anang visited Tanzania from 13th-15th March 2014 to discuss with Government official on the implementation of IAEA Technical Cooperation Programme in Tanzania. During his visit the DDG had discussion with the Minister of Health on the implementation of the National Cancer Control Strategy. The Deputy Director General also had discussions with the Permanent Secretary Ministry of Communication Science and Technology , Executive Director Ocean Road Cancer Institute, Director General Tanzania Atomic Energy Commission and the Director General Bugando Medical Center
Tanzania receives assistance from the International Atomic Energy Agency (IAEA) through mainly two programs, namely Technical Cooperation Programs (TC) and Africa Regional Co-operative Agreement for Research, Development and Training related to Nuclear Science and Technology (AFRA).
Currently the URT has twelve active national projects and is participating in more than thirty regional and inter-regional projects in various fields. The IAEA assistance in these projects are in form of expert services, equipment and materials, training (long term and short term), workshops, seminars and consultancy services.
Through participating in the IAEA projects, the URT is benefitting especially in the use of Nuclear technology in the following areas:-
• Diagnosis and treatment of diseases to improve public health care,
• Increasing of food and livestock production
• Water resources development and management
• Control and eradication of pests and diseases in livestock,
• Improving food quality,
• Management of natural resources for sustainable development,
• Analytical techniques for utilization of potential resources,
• Increasing industrial applications and innovations,
• Radioactive waste management and security
• Natural science management and research
The current positive trend in terms of planning, programming and implementation of technical cooperation activities, associated to a strong Government commitment vis-a-vis IAEA technology transfer is expected to continue in a much-strengthened manner in the future. The programe was aimed to have an impact in addressing the country needs.
Through our active participation in the IAEA programs over the years Tanzania has attained some levels of achievement in important areas of nuclear technology use and management, notably in the following areas: Consolidating cancer diagnosis and treatment; establishing adequate legal framework governing the safe and peaceful uses of nuclear energy in compliance with the relevant international requirements; Improving the national capabilities for long term strategic planning of the maximum utilization of nuclear energy; Increasing the national capacity for prevention, detection and response to illicit trafficking of nuclear and other radioactive materials; Strengthening the educational programmes in nuclear technology; Radioactive waste management; Safety in radioactive ore mining and milling; Non destructive testing; Agriculture and Livestock production; Pests control; Environmental pollution management; Nuclear analytical techniques and isotope hydrology.

Establishing a National Network for Nuclear Education,
Science and Technology in Tanzania


United Republic of Tanzania has taken initiatives for establishing, a national nuclear network for education, science and technology,(TAN-NEST) taking into account the recommendations of the 1st AFRA-NEST General Assembly at the regional level, as well as results of a Consultative Meeting of Stakeholders in Tanzania at the National level. TAN-NEST will play a in helping to maximize the return on the government’s investment in nuclear technology research, training and education by promoting and sustaining key collaborative activities for infrastructure and human resources development as it has been recognized that developing countries in other regions could greatly benefit from the strategies and lessons learned from similar networking initiatives in other the region.It is hoped that the approaches reached by Tanzania will spark more interest in establishing national networks that can be applied to other countries as appropriate.

Nuclear technology applications have proven to be a catalyst for both social and economic development. It is therefore necessary to ensure that nuclear technology is deployed in various sectors of the economy in order to contribute to the national development. The Government of Tanzania recognize the potential of educational networking as a tool for improving education delivery, outcomes and impact, as evidenced through the national plans, policies and strategies. The Tanzania Vision 2025, the key national development strategy, recognizes the role of education as a strategic change agent for transformation of the economy to a knowledge economy; A simple model can be derived based on the involvement of government, academia, and industry. It is important that close cooperation among education, industry and government exists. This networking initiative also reflects the fact that a significant proportion of the nuclear applications workforce comes through the vocational route, from local/national training schools technical colleges and Universities. In order to support this endeavour, the role of government is to provide policies and funds to supporting the development and operation of industry and academia. The interaction of government policies with universities and industries must be acknowledged that government policy will have an overarching influence on the decision of universities to provide nuclear orientated courses.

Against this backdrop, it is therefore important to engage in training and capacity building in the area of nuclear technology. However, the nuclear technology education is expensive in terms of infrastructure and equipment. Therefore Tanzania created a national Technical Cooperation project (URT0006) in 2011 to establish a National Network for Nuclear Education,Science and Technology(which was later named TAN-NEST, following a Consultative Meeting of Stakeholders on 2-6 December, Arusha, Tanzania—cf. Section 5). It was originally envisioned to institutionalize pooling and linking of national resources by creating and sustaining links between research and development institutions, academic institutions, industries and users of research results as illustrated in Figure 2.1.
