Yesterday we embarked on our one week long field work activities as members of the Equal Opportunities committee in Western Uganda. We began from Kamwenge District and today we are covering the expansive Kyegegwa District. We are on a fact finding mission to ensure that the refugees are given a conducive environment by the host communities and to ensure that they live in harmony together.
The Equal Opportunities Committee is mandated to eliminate discrimination and inequalities against any individual or group of persons on the ground of s*x, age, race, colour, ethnic origin, tribe, birth, creed or religion, health status, social or economic standing, political opinion or disability. We undertake this field trips to understand how local governments are doing in the fight against discrimination and forms of inequalities.
We have a planned visit to Sebei sub region in the next quarter.

The Office of the Member of Parliament T’oo County Bukwo District has received an offer of Ten (10) Full Bursary Scheme Offers for Undergraduate Degree, Diploma and Certificate Programmes from METROPOLITAN INTERNATIONAL UNIVERSITY (MIU) for T’oo County financially disadvantaged students who recently completed both O - level and A - level and would like to enroll for courses at the University for May and August 2023 Intake. The bursary also accepts students who want to upgrade and already have a Certificate or Diploma from a recognized institution.

On our first day on an official visit to South Africa together with my colleagues in the Parliamentary Committee of Equal Opportunities, we paid a courtesy visit to H.E Hon. Paul Amoru the Ugandan Ambassador to Southern Africa.
We got an opportunity to interact with Embassy staff a a number of Ugandans who visited the Embassy for a number of services.
Together with my colleagues, we thanked the Ambassador and Staff of the Embassy for the great work they are doing to sell Uganda in Southern Africa. Equally we applauded them for the services they render to the Ugandan Diaspora in Southern Africa.
We will be in Southern Africa for a period of 1 week on a benchmarking official trip to understand how the South Africa Equal Opportunities Commission works and undertakes it's roles.

Together with my colleagues Hon. Chemutai Everlyn the Woman MP Bukwo District and Hon. Chelimo Reuben Paul the Member of Parliament Kongasis County, we hosted the Parish Development Model. (PDM) mobilization meeting yesterday that was held in Bukwo Town council Hall in Bukwo District.
The meeting having been convened by Hon. Sam Cheptoris Mangusho the Member of Parliament for Kapchorwa Municipality and Minister of Water and Environment Cheptoris was to aimed at discussing the status in the implementation of the Parish Development Model (PDM) concept in Bukwo District clearly bringing out the Achievements, Challenges and recommendations.
The meeting also targeted 9members of PWDs, 9 members of Women councils, 9 youth representatives 9 Elderly representatives , DTPC, RDC and DEC . I used this meeting to reteriate that the PDM model should be taken seriously by our people, it is that only one opportunity that we have to chase poverty out of our land if we do it the right way.
I was also joined by other Sebei Region Members of Parliament that included Hon. Chemonges John William (MP) Kween County Kween District , Hon. Chemutai Pyliss (WMP) Kapchorwa District, Hon. Yesterday 21st June 2022, I together with my Colleagues Honourable Members of Parliament of Uganda , Minister of Water and Environment Hon. Sam Cheptoris Mangusho and other Sebei Region Political and Technical Leaders held a Parish Development Model planning meeting at Sipi Falls Resort Conference room in Kapchorwa District.
From this meeting, we together as leaders first understood what the Parish Development Model is clearly looking at it's goal, the Pillars and Objectives of the Program. We also discussed and agreed on the modalities of how we can go out to our respective Constituencies to sensitize our people about the Parish Development Model concept.
We are coming and here below are the Goal, Pillars and Objectives of the Parish Development Model.
GOAL:
To lead to Social Economic Transformation by increasing food security and improving household incomes.
PILLARS:
1. Production.
2. Infrastructure
3. Economic Services.
4. Financial Inclusion and Social Services
5. Community Information Systems
6. Governance and Administration
7. Mindset Change
OBJECTIVES:
(i) To increase production and productivity throughout the entire value chain from production to post harvest handling, transportation, storage and marketing, application of modern technology, irrigation, provision of improved varieties, advice on the local and external markets, suitability and acreage of land and appropriate Technical extension services.
(ii) To provide the necessary Social and Economic infrastructure, including community access roads, bridges, availability of affordable energy, water for domestic consumption and production, local markets and economic services.
(iii) To increase participation of households in the financial sector through financial literacy, improved business management and a culture of saving, credit and investment.
(iv) To strengthen social services at the grassroots in terms of health, education, environment management, improved housing, sanitation and hygiene.
(v) To increase awareness, mobilization and attitude change among the population to take responsibility to improve their own livelihood incomes.
(vi) To maintain a community information system that will provide administrative and economic data at the parish level, for improved planning and development.
(vii) To deepen decentralization by strengthening governance and administration of the localities.

My first year as a Member of Parliament
As I mark one year representing the people of T'oo County - Bukwo District in the 11th Parliament, I provide an account of my achievements, the challenges, and a way forward in my next chapter and year in office.
In the Month of June 2022, I want to highlight some of the achievements, the challenges and the wat forward as I engage with the constituents of T'oo County in different ways. I will use both print, Radio and TV media to reach out to you.

The 1st session of the 11th Parliament of Uganda ended last week and it marked exactly 1 year since I was sworn in as your Member of Parliament. In this One year, I would like to thank God, who has brought us this far, and also take this opportunity to congratulate my colleagues in parliament for a successful one year. I equally take this opportunity to thank you all the great people of T'oo County and Bukwo District at large for the moral support granted to me in my first year in the Parliament of Uganda .
In my one year in Parliament, i have done some work and I promise to do more extra work in the remaining Four years of my first term in Office.
Representation has been one of my key areas of interest in my first 1 year in office in my first term. Among the things I have done in the one year so far are and not limited to;
1. Pushing for the fair compensation of the Project Affected Person's (PAPs) by the Kapchorwa - Suam Road Construction. I in the first 2 month asked a question at the floor of Parliament and even visited UNRA offices. Compensation has been done and a few remaining people on the pipeline to be compensated.
2. I have organized and coordinated the first ever Funds drive that led to the purchase of land for the Proposed Kabei Health Centre II. I have used my interpersonal skills to bring some of my colleagues in Parliament that helped raise money to aid the purchase of land. I have continued to do mini fundraising drives in Chesower, Kamet, Tulel, Lwongon and Riwo.
3. I have lobbied for Scholarship programs under my brain child program of "T'oo County Scholarship program". About 10 students from our county have benefited from this program and are now enrolled in various Universities and tertiary institutions in Uganda. We believe in the next intake we will take up more students from our county.
4. I have continued to follow up on the construction of Kortek girls Secondary School together with Kamet Secondary School and Tulel Secondary School. In this upcoming financial year 2022/2023, we believe that the construction of the three schools will kick-start.
5. I have also followed up on the grant aiding of Aralaam Primary School and Riwo Secondary School. Both schools have now been grant aided. Aralaam Primary School now has been Coded and a few technical issues with the coding of Riwo SS.
6. Writing and Lobbying with the Ministry of Health to have Chesower Health Centre III be upgraded into a Health Centre IV. This is a program that has been included in the 2022/2023 budget, by next year. Chesower Health Centre will be having a working operation theatre and a full time medical officer to attend to serious cases, the facility will also have its own ambulance.
7. Lobbied for an assortment of Mama Kits for both Chesower Health Centre III and Bukwo General Hospital. I wrote to the President of the Uganda Nurses and Midwives Union to have T'oo County and Bukwo District to be considered in their nation wide distribution of Mama Kits. A Mama Kit is used to help mothers during the delivery process.
8. On my role of budget appropriation, I have joined my colleagues and partipated in considering and passing a total budget of Ugx. 48.1 trillion for both recurrent and development expenditure for Fy 2022/2023.
9. On my oversight role, I have the pleasure to have been appointed the Chairperson District Roads Committee. I am doing everything possible to see that all our feeder roads most especially in T'oo County are worked on. With this respect, I have together with my colleagues in Parliament lobbied for an increase of the road fund to Bukwo District given the terrain and need of our district.
10. On my Legislation role, I have participated in legislating a number of bills in Parliament in this one year. These bills include but not limited to; Excise Duty (Amendment) Bill 2022, Income tax (Amendment) Bill 2022, Physical Planners Registration Bill 2021 among other bills thai I have participated in the legislation.
