Flak letter on the Palm Africa Hotel SPLM-IO turncoat, Juba SSD

The SPLM-IO Youth League, Uganda Chapter vigorously rejected the orchestrated proxy declaration made by the turncoat led by the Amb. Stephen Par Kuol to oust H.E the First Vice President of the Republic of South Sudan Dr. Riek Machar Teny Dhurgon and the SPLM-IO Chairman and Commander-in-Chief of SPLA-IO Forces. Therefore, the Youth League in Uganda don’t recognize the renegades comrades who have succumbed to the regime tactics of weakening the SPLM-IO leadership across the country wide.
In the light of the burgeoning situation, the SPLM-IO Youth League leadership stands behind the Acting Chairman Rt. Hon. Nathaniel Oyet in every decision he has taken and the ones he will be taking to slotting machineries employed by the ruling party within the SPLM-IO. Moreover, the Monte Carlo Methods are not new in SPLM-IO to replace the comrade, and all failed. Therefore, this shall come to pass as an attempt similar to the previous ones.

The National Committee on Foreign Relations of the SPLM-IO would like to clarify recent developments regarding the defection announced by Hon. Stephen Par Kuol.

We strongly condemn and deem their actions illegal, as they do not follow the procedures outlined in the Constitution of the SPLM-IO.

As stipulated by our constitution, the Deputy Chairman is currently acting in place of the Chairman. According to the SPLM-IO constitution, the Chairman, Deputy Chairman, and Secretary General can only be removed from office through a meeting of the National Liberation Council (NLC), with the participation and decision of at least 2/3 majority members of NLC, in that meeting we notice the present of only 6 members of the Political Bureau out of the total twenty-six (26) members some of which were already suspended after thier activities with the Government were detected by the SPLM-IO leadership.

The gathering held at the Palm Africa Hotel on the 9thbof April, was neither a sitting of the NLC nor a legitimate body authorized to make such decisions. Most of those present were not members of the SPLM-IO NLC, but individuals collected from the streets of Juba, including elements from the SPLM-IG and National Security. Therefore, any resolutions or announcements made during that gathering are null and void.

We hold the Government under President Salva Kiir Mayardit and the SPLM-IG responsible for engineering and orchestrating this defection, in an attempt to weaken the SPLM-IO and derail the implementation of the peace agreement.

The SPLM-IO remains united, resilient, and committed to the full implementation of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).

We call on our members, supporters, and the people of South Sudan to remain calm, vigilant, and steadfast in the struggle for peace, justice, and democratic transformation in our country.

An Open Letter to the Leadership and Membership of the SPLM-IO

Dear brothers and sisters in the SPLM-IO,

I write to you not as a rival or outsider, but as a fellow South Sudanese who believes in justice, peace, and the right of every citizen to have a voice in how this country is governed. Over the years, the SPLM-IO has remained the only real opposition voice in this country. Since the signing of the peace agreement, your presence has helped hold the line against a government that is slowly turning into a one-party system. You may not always be appreciated for it, but many of us know that if it weren’t for your resistance, things would have been far worse by now.

From 2018, when the Revitalized Agreement was signed, to the formation of the unity government in 2020, it was your pressure and persistence that pushed the process forward. Most of the other political parties have either been swallowed up by the SPLM-IG or silenced by appointments and threats. They no longer function as opposition in any meaningful way. That leaves the SPLM-IO as the last real voice that still stands for the promise of change. And for that, the people expect much from you—not just words, but leadership, clarity, and courage in these hard times.

What happened yesterday within your ranks was a sad day for all of us who believe in democratic politics. It was not just a betrayal of your leadership—it was a betrayal of the people. Let us not pretend this came out of nowhere. This was a carefully planned effort by forces who want to destroy the SPLM-IO from within. And to do it now, at a time when our country is on the edge, is both reckless and dangerous. I want to thank those of you—leaders and members alike—who refused to be part of that plan. You showed integrity, and that matters more than ever right now.

As Chairman of the Common Peoples Alliance, I want to say clearly: we stand with the SPLM-IO. We may not be part of the R-ARCSS, but we are with you in this struggle. What is happening is bigger than any one party. This is a fight for the survival of political space in South Sudan. If we allow these tactics to continue, there will soon be no room left for anyone who thinks differently. That’s why it is time for all opposition forces—whether inside or outside of the agreement, whether in Juba or in exile—to come together and push back against this campaign to shut down dissent in our country.

I also want to speak directly on the matter of Dr. Riek Machar. No peace agreement can be rewritten by force or through detention. The Revitalized Agreement was signed by all parties, witnessed by regional and international partners, and built on the understanding that no one partner could change it alone. Holding Dr. Riek Machar and other political figures without due process is not just unlawful—it undermines the entire agreement. This is not how peace is protected; this is how peace is broken.

To every SPLM-IO member, both political and military, wherever you are, I appeal to you: demand the release of your Chairman. Do so peacefully, but do so firmly. This is not just about one man—this is about protecting the agreement, your voice, and the rights of your supporters who believed in the process. The people who are now detained must be released. If not, then this must be resisted. You have every right to stand your ground when others are trying to erase what you’ve built.

We’ve seen how this government uses threats and intimidation to get its way. But no agreement can be changed by one party acting alone. That’s not negotiation—that’s bullying. And if we let this go unchecked, it will set a dangerous example for years to come. South Sudan cannot be run like a private business. It belongs to the people, and decisions about its future must be made with respect and in full view of all who signed the peace deal.

This moment is serious, but it’s not the end. I believe Dr. Riek Machar will be released. I believe he will return to his position. And I believe that those who tried to remove him through the back door will be remembered for their betrayal, not for any leadership. Until then, I urge you to stay calm, stay united, and remember that this struggle is bigger than any one moment. It is about whether South Sudan will have a future where disagreement is allowed, where opposition is not a crime, and where peace is more than a slogan.

Ref: SPLA-IO Position on Recent Claims by a Group of IO Members in Juba

Date: 10th April 2025

We, the SPLA-IO forces under Sector 6 Command in Western Equatoria State, categorically reject and disassociate ourselves from the recent statement issued by a group of individuals in Juba claiming allegiance to Amb. Stephen Par Kuol as a replacement to our legitimate Chairman and Commander-in-Chief, H.E. Dr. Riek Machar Teny Dhurgon, PhD, the First Vice President of the Republic of South Sudan.

Amb. Stephen Par Kuol lacks the military and leadership credentials required to lead this movement. He has no direct connection with the SPLA-IO forces on the ground and has not participated in our armed struggle. Furthermore, we regard his sudden emergence as a politically motivated move, orchestrated by external actors to destabilize the SPLA-IO and weaken the leadership of H.E. Dr. Riek Machar.

It is important to state that Amb. Stephen Par is not a South Sudanese by origin but rather an American national who only arrived in South Sudan after the peace agreement, seemingly to pursue personal interests rather than contribute meaningfully to the liberation cause.

We, the forces in Western Equatoria State, unequivocally condemn his actions and declare our unwavering support for the legitimate leadership of H.E. Dr. Riek Machar Teny. We further demand his immediate and unconditional release.

The management of the official page of SPLM-IO YL in Uganda, would love to submit its apology regarding the post which had been posted here on the page. We're kindly requesting our members to disregard what came out from the post.

The full body of SPLM-IO YL in Uganda, is fully behind their Visionary leader our only able Chairman and Commander in Chief Dr. Riek Machar Teny. We therfore dishoned the defectors led by Stephen Par Kuol who've betrayed the movement and stabed it on its back.

SPLM-IO YL in Uganda has nothing to do with the delinked delinkers, who've got brain washed and betrayed the leadership. For us we are for the movement and for its vision and mission.

Today 4th September 2023, the SPLM (IO) leadership in Uganda held a leadership meeting that brought together the Chapter leaders of Youth League, Women's League, Students' League and the National Coordination Office. The meeting largely discussed the internal matters of the party and resolved to have all the work-plans presented by the different organs of the party implemented as soon as possible.

The Chapter leadership of SPLM (IO) in Uganda is determined and ready to start engaging the South Sudanese community in Uganda – on selling the party's visions and missions as well and recruiting members. We are equally committed to support the National Secretariat of SPLM (IO) in preparation for the forth coming elections.
