The Minister of Gender, Labour and Social Development while addressing the Nation today 29/06/2021 informed the Press that Cabinet at its meeting held on 28th June 2021, approved the proposal by the National COVID-19 Taskforce to transfer cash to vulnerable persons in urban areas who depend on daily earning, which has been interrupted by the Covid-19 containment measures.

For the purpose of the cash transfer intervention and guided by the nature of occupations, Cabinet identified the following categories of vulnerable persons who depend on daily earning and whose livelihoods will be severely disrupted as a result of the current 42-day lockdown measures( see Image for categories of beneficiaries)

The proposed cash transfer shall aim to reach 501,107 households (38% of the total households) in the Kampala Metropolitan Area, all Cities and Municipalities. It is proposed that, each beneficiary household will receive UShs.100,000 net. The Government will cater for the withdrawal fees.

Those whose National Identification Names (NINs) do not correspond with the mobile money account details shall access funds through Post Bank mobile vans.
The Ministry of Gender, Labour and Social Development together with the Uganda Bureau of Statistics (UBoS) will guide the Cities and Municipalities on the number of persons to be selected. Uganda Bureau of Statistics and Town Clerks will be responsible for aggregating existing data and update.

The Executive Director KCCA, all City and Municipality Town Clerks will be responsible for the integrity of the data on vulnerable persons registered.
To enhance monitoring and support supervision, Ministers, Members of Parliament, Resident District Commissioners and Technical Officers will supervise the registration, identification and payment of beneficiaries.

The Ministry will continue to support the workers on matters related to COVID-19 Relief Mechanisms during during the period of implementation of the measures for prevention of COVID-19.
