Consultative Meeting on the Upcoming LCV By-Election.

Today, the Electoral Commission convened a stakeholders’ consultative meeting at the Kikuube District Local Council Offices in preparation for the forthcoming District Chairperson by-election, following the demise of the former Chairperson.

The meeting brought together key stakeholders to discuss the electoral roadmap and necessary preparations.

The Electoral Commission reaffirmed its commitment to conducting a transparent, credible, and peaceful electoral process, and called upon all stakeholders to actively participate and uphold electoral integrity throughout the exercise.

During the meeting, I guided all stakeholders to maintain peace at all times and to strictly adhere to the guidelines set by the Electoral Commission.

Kikuube District has received a consignment of 330,300 treated mosquito nets from the Government of Uganda, reaffirming its steadfast commitment to the fight against malaria.

The distribution underscores the government’s continued prioritization of preventive healthcare, with insecticide-treated nets remaining one of the most effective primary tools in reducing malaria transmission.

I urged all beneficiaries to embrace these efforts by placing a high value on personal and community health.

I also emphasized the importance of proper hygiene, responsible usage, and positive behavioral change, cautioning against any misuse of the mosquito nets.

By using them correctly and consistently, households can significantly reduce the risk of malaria, safeguard vulnerable populations, and contribute to a healthier, more resilient community.

This initiative stands as a vital reminder that prevention remains far more effective and dignified—than cure.

**Special Appreciation to All Mourners**

I take this solemn opportunity to extend my heartfelt appreciation to all the mourners who stood with us during the send-off of my dear friend and brother, Hon. Peter Banura Araali Koona Koona, the District Chairperson of Kikuube.

My sincere gratitude goes to the President’s Representative, Rt. Hon. Robinah Nabbanja, Honorable Ministers, Members of Parliament, LCV Chairpersons, Government Officials, officers and men in uniform, political, cultural and religious leaders, and all well-wishers who came to pay their last respects. Your presence, comfort, and solidarity meant more than words can express.

To those of us privileged to have worked alongside him, Peter was a man of rare character. He was a man of integrity and unwavering principle, a man who honored his word. He believed deeply in reconciliation and always chose peace over public confrontation. His humility, intelligence, and down-to-earth nature made him not only a great leader but also a genuinely good human being.

To the family, especially my boss, Gen. Matayo Kyaligonza, I know this is an incredibly difficult time. My heart is with you. Yet even in this pain, I thank God for the strength He continues to grant you.

We have lost a remarkable soul, but his legacy will live on in the lives he touched and the values he stood for.

Rest in power, our dear Governor.

*SAD NEWS.*

It is with profound sorrow that I share the heartbreaking news of the passing of my dear friend, LC V Chairperson Peter Banura, beloved son of Maj. Gen. Matayo Kyaligonza.

The incident occurred in Butyamba Village (Butyamba IDP area), Kikuube Town Council, where the victim was reportedly knocked down by a speeding Toyota Hiace motor vehicle.

The pain of this loss is immeasurable, and words can scarcely capture the depth of grief we feel.

Peter was more than a leader—he was a brother, a friend, and a soul full of promise. His kindness, dedication, and spirit will forever remain in our hearts.

Rest in eternal peace, my brother. You will be dearly missed, but never forgotten.

Bunyoro University

Yesterday, i joined fellow leaders alongside the Bunyoro University Taskforce to receive a generous donation of UGX 50 million from Stanbic Bank.

The contribution is intended to support the establishment of an ICT Innovation Hub at the forthcoming Bunyoro University.

The bank’s Chief Executive, Mumba Kalifungwa, formally presented a symbolic cheque during the occasion.

In my remarks, i expressed profound appreciation to Stanbic Bank for its unwavering commitment to supporting government institutions across Uganda, noting that such partnerships are instrumental in driving national development.

Bunyoro University, which is set to be established in Buhimba, Kikuube District, will commence operations with five foundational schools: the School of Engineering and Earth Sciences, the School of Science and Education, the School of Health Sciences, and the School of Agriculture and Information Science.

Save Bugoma Forest.

Today, we launched Boundary demarcation exercise of Bugoma forest, a historic and decisive step toward resolving one of the most sensitive and long-standing land matters affecting Bugoma Forest Reserve in Kikuube district.
The forest covers 41.144 hectares which is an equivalent of 158.8 square miles.

In 2016, Hoima Sugar was granted a lawful lease title covering 22 square miles of land for a period of 99 years by Bunyoro Kitara Kingdom. This land is just adjacent to the Bugoma Forest, intended to support agricultural production, create employment, and contribute to socio-economic transformation in the wider Bunyoro sub-region. However, over time, sections of this leased land were encroached upon by unknown individuals, leading to disputes, insecurity, and uncertainty.

At the same time, one of our country’s most valuable natural resources, Bugoma forest has faced increasing pressure and complaints from areas such as Kaseeta, Nsozi, Nyakabaale, and Ngogoli. This forest reserve, which is in Kikuube, Hoima and borders Kagadi, plays a critical role in environmental protection, biodiversity conservation, and climate regulation. There have been legitimate concerns raised over illegal encroachment and the degradation of this vital ecosystem.

Equally important, members of the community expressed concerns regarding harassment and uncertainty about the exact location of boundaries separating community land, forest reserve land, and privately leased land. These concerns highlighted a fundamental challenge: the absence of clearly defined and visible boundaries on the ground.

As security, we took proactive steps to address this matter through stakeholder engagement, security assessments, and fact-finding field visits. The District Security Committee confirmed cases of encroachment and noted the urgent need for lawful and technical boundary demarcation.

I commend the leadership of the Minister of Lands, Housing and Urban Development, Hon. Nabakooba Judith , whose timely intervention demonstrated commitment of government to fairness, transparency, and lawful resolution of land disputes. Through her guidance, National Forestry Authority (NFA) survey teams and technical officers were directed to install pillars and she officiated demarcation exercise between Bugoma Forest Reserve and Hoima Sugar Limited’s leased land.

The Bugoma Central Reserve boundary demarcation exercise in Nsozi and Nyaigungu represents not merely a technical activity, but a firm commitment by government and stakeholders to restore clarity, protect lawful rights, conserve our environment, and promote peaceful coexistence.
This demarcation exercise is not intended to disadvantage any party. Rather, it is intended to protect everyone; government resources, private investment, and community rights. It ensures that the forest reserve remains protected, that investors operate within their lawful boundaries, and that communities live and work without fear, confusion, or conflict.

Clear boundaries are essential for peace and development. When boundaries are unclear, disputes arise. When disputes arise, insecurity follows. But when boundaries are properly demarcated and respected, trust is restored, order is maintained, and development can proceed.

As a government, we remain committed to ensuring that the rule of law prevails, that environmental resources are protected, and that investments contribute positively to the well-being of our people. I therefore call upon all stakeholders, community members, investors, security agencies, and government institutions, to respect the demarcated boundaries and to work together in the spirit of cooperation.

Together, we are securing the future of our district and contributing to the prosperity of our Country Uganda.

Kikuube District stands proudly as a rising hub of tourism in Uganda ,an extraordinary destination where nature, heritage, and modern enterprise converge in remarkable harmony.

From the untamed wilderness of Kabwoya Wildlife Reserve to the rich biodiversity of Bugoma Forest Reserve, the district offers immersive encounters with pristine landscapes and thriving ecosystems.

The shimmering shores of Lake Albert provide breathtaking sunsets and tranquil waterscapes, while the dramatic contours of the Hohwa Escarpment present awe-inspiring panoramic views that captivate every visitor.

Kikuube is equally a land of opportunity and progress. Its dynamic oil and gas developments, including the Kingfisher project, stand alongside flourishing agricultural enterprises such as the Kisaru and Bugambe Tea Estates, whose rolling green plantations stretch elegantly across the hills.

The presence of Hoima Sugar Limited in Kiswaza, Kiziranfumbi Subcounty further underscores the district’s vibrant economic landscape.

In our tour today, I noted with conviction that Kikuube is richly endowed with exceptional tourist attractions ,treasures that must be diligently protected, sustainably managed, and where necessary, thoughtfully renovated to elevate the district’s tourism profile.

Indeed, Kikuube is not merely a destination; it is an experience where wilderness meets enterprise, and where nature’s grandeur invites the world to discover, explore, and invest.

Bunyoro University

Today, I joined MP’s, RDC’s, LCV/Mayors, and other stakeholders from Bunyoro to receive a progress report on the implementation of Bunyoro University, followed by a site visit to the main campus in Buhimba- Kikuube district, which sits on 98.254 acres. The institution is positioned to expand access to quality higher education and skills development in the region.

The University will have five schools: Engineering and Earth Science; Science and Education; Health Science; Agriculture, Food and Environment; and Computer and Information Science.

Special appreciation to the NRM Government for this visionary initiative for the Bunyoro region.

Yesterday at Karuziika Palace, the District Security Committee met with Bunyoro Kitara Kingdom officials, led by Prime Minister Owek. Andrew Byakutaga Atenyi, regarding the contested land near Bugoma Central Forest Reserve and Hoima Sugar Ltd in Kyangwali.

The resolution agreed upon was to Reopen and demarcate all boundaries commencing 17th February 2026.

This follows the previous stakeholders' meeting held on 5th February 2026, attended by Hon Minister Mary Mugasa, Okwiri BKK, Manager Hoima sugar ltd and Ministry of Water and Environment officials.

SAVE BUGOMA FOREST.

Together with security colleagues and Ministry of Environment staff, we conducted a fact-finding field visit in Nsozi, Nyakabaale, Kaseeta, and Nyairongo areas regarding fresh forest clearing in Bugoma Central Forest Reserve and encroachment on Hoima Sugar Ltd land. Some encroachers were arrested.

Communities were guided against tampering with natural forests and advised to cease criminal activities such as fighting and cutting each other over land and encouraged to follow lawful procedures instead.

Today, I chaired an emergency security meeting prioritised to address the encroachment of Bugoma Central Forest Reserve and remedies on how to avoid hooliganism and potential bloodshed over land in areas of Nyakabaale, Ngogoli, Nsozi and Nyairongo in Kikuube District.

We resolved to have a joint operation, scheduled a stakeholders' meeting, and bring to book the alleged parties involved in disrupting peace as we establish a lasting solution.

We were joined by Gen Tingira, the UPDF Cluster Head Kikuube District, and the Forest Officer attached to the Ministry of water & Environment.

Enabling peace is a trademark for this government, and all efforts are hinged to maintain that remains our highest priority.
