The East African Court of Justice has dismissed with costs, the reference filed by lawyer Male Mabiriizi against the Attorney General of Uganda. The reference is about among others, whether the decision of the Supreme Court of Uganda, affirming the decision of the Constitutional Court of Uganda, that lifting the Age limits from the Constitution of Uganda by the Country's Parliament was against articles 6 and 7 of the East African Treaty, which enjoins the members states to observe the principles of Good governance and Rule of Law. A detailed Judgement will be shared in due course.

The Hon. MoJCA, has today morning met with a delegation from the Irish Embassy in Uganda, which was led by the Irish Ambassador to Uganda, H.E William Carlos.

The meeting, which took place in the Minister's office, centred its discussions on the Irish Embassy's willingness to resume its support to the JLOS sector, which had been paused a few years ago.
The ambassador William Carlos expressed his joy at how the sector has been and was performing even before. He also requested the Minister to help fast rack the appointment of the chairman of the Uganda Human Rights Commission and the other vacant commissioners posts, noting that the vacancies, especially that of the Chairperson have created a stalemate at the commission. He then congratulated the Government on its handling of the COVID 19 pandemic, noting that having registered no deaths, was an achievement worth noting and celebrating.

The Hon Minister too thanked the ambassador for the good news he had come with and even promised that the good relationship between the Ministry of Justice, the JLOS sector and the Irish Embassy will continue to flourish even as before. The meeting as also attended by Ms. Rachel Odoi Musoke the STA- JLOS.

The Hon. Minister of Justice and Constitutional Affairs, Prof. Ephraim Kamuntu, has today hosted a delegation from the International Development Law Organisation, at the Ministry headquarters. The IDLO delegation was led by its country director Mr Felix Kyalo.
They discussed issues of mutual understanding and cooperation between Uganda and IDLO to further the development rule of law in Uganda.

The Hon Minister of Justice and Constitutional Affairs is presenting manifesto Achievements of the Ministry and Allied institutions at office if the President Auditorium.

HON. D.A.G HANDOVER CEREMONY.
It has been all smiles in the Ministry's boardroom today, as Hon. Mwesigwa Rukutana handed over office to the Hon. Jackson Kafuuzi, the new D.A.G.

In his remarks, Hon Rukutana thanked the team he worked with for the proffesionalism, colleguiality and friendship exhibited during his 5 year tenure as the D.A.G. He apealed to all and sundry that such should continue during the tenure of Hon. Kafuuzi or any other officer who might come in. He was also happy for the relationships he developed here, and that all of us will remain his friends, even though he left for his current posting.

Hon Kafuuzi, thanked God and the President for his appointment and thanked Hon Rukutana, who he said was an open and friendly colleague from their relationship as members of parliament, for the service he had rendered as the D.A.G. He continued to emphasize the spirit of consultation which he said he would use to help him easily settle in and serve the republic.

The function was presided over by the Hon. MoJCA, Prof. Ephraim Kamuntu and attended by the Ministry's top leaders including the Attorney General, Solicitor General, Administrator General, Directors Commissioners and all other members of senior management.

THE BAR COURSE PRE -ENTRY EXAMINATIONS 2019

The Law Council by virtue of the Advocates (Amendment) Act, No. 27 of 2002, through the medium of the Committee on Legal Education and Training, exercises general supervision and control over professional legal education including continuing legal education for persons qualified to practice law in Uganda.

One of the functions of the Committee by virtue of Section 6C (1) (c) of the Advocates (Amendment) Act,2002, is to prescribe the professional requirements for admission to the Post- Graduate Bar Course and qualifications necessary for eligibility for enrolment as an advocate.

In exercise of the above powers, the Committee on Legal Education and Training issued the Advocates (Professional Requirements for Admission to Post-Graduate Bar Course) (Amendment) Notice, No.12 of 2010.
The above Notice introduced pre -entry examinations. The examinations have been conducted under the supervision of Law Council for the last 8 years.

However, due to lack of funds to administer the examination and the earlier decision by the Council to phase out pre- entry examinations, but in an orderly manner and in the interest of the aspirants and the profession at large, the Council agreed that the examinations would not be held in 2019.

Therefore, at the 188th meeting of the Law Council held on 14th August,2019 in the Law Council Boardroom, 7th Floor, Georgian House, George Street, Kampala, the Council having been duly constituted, resolved as follows:

1 That the Bar Course pre-entry examinations prescribed under paragraph 3 of the Advocates (Professional Requirements for Admission to Post-Graduate Bar Course) (Amendment) Notice, No.12 of 2010 be suspended and is hereby suspended.

2 That the admission to the Bar course modalities shall be as follows:

a) Total student Intake 2019/2020- 1680

b) The following categories of aspirants for admission to the course are eligible and shall be admitted on a priority basis for the 2019 intake:

I. All the fresh graduates of 2019 whose names were listed and submitted to the Law Council by their respective Universities, or, have otherwise been found eligible by the Law Council before the closure of the 2019 admissions.
II. Applicants who passed pre-entry in the previous years, i.e., 2016-2019, but had not joined LDC.
III. Applicants who were admitted to LDC, but failed and intend to repeat the failed subjects.
3. The backlog category, that is, aspirants who had failed to gain entry to the Bar course through the pre-entry examination. These shall be admitted by random selection to fill the remaining vacancies. Those who shall not gain immediate entry through the random system shall be eligible for priority entry in the years 2020 and 2021 respectively.

He was a great statesman, educationist and served his country with utmost patriotism and valor. His wisdom and wise counsel will be greatly missed. Condolences go out to his family and the entire nation. May his soul Rest In Peace.
