I have read the charging document alleging a series of criminal acts by a member of the Virginia Senate. In our American system of justice, people are presumed innocent until proven guilty, and that is true for Senator L. Louise Lucas. She and her family deserve the opportunity to present their defense and speak to the allegations presented.

The timing of this indictment undermines the U.S. Department of Justice’s previously longstanding policy of not taking legal actions — to include indictments or significant investigative steps — close to an election and sadly, this timing further erodes the trust the American people deserve to have in the Department of Justice.

Today, I ordered flags to fly at half-staff across the Commonwealth to honor the memory of Norfolk native U.S. Army Major Bianca C. Wilkerson. She served as the G4 supply and services chief with U.S. Army Central and Third Army at Shaw Air Force Base in South Carolina. Outside of her service, she was known as a light in her family — always helping others, including the animals she loved and volunteered to support. I offer my deepest condolences to the Wilkerson family and all who are grieving her during this difficult time.

If state regulators are going to consider a merger that will benefit shareholders of two multi-billion dollar corporations, then I am calling for:

✅ a six-year freeze on rate hikes Virginians
✅ tripling monthly bill credits for ratepayers
✅ more commitments to lower energy costs and meet our long-term clean energy goals

Congratulations to Susan Schaar who is retiring after more than five decades of service to the Senate of Virginia! As Clerk, she became a beacon for leadership, steadfastness, decorum, bipartisanship, and respect. She devoted more than half a century to public service and through her championing of the Virginia Women's Monument on Capitol Square, she also helped ensure that we remember the service of other Virginia women. I wish her a wonderful retirement! Thank you Clerk Schaar for your service to the Commonwealth and being an inspiration to so many Virginians!

As Governor, I will continue to advocate aggressively on behalf of Virginians over the coming months as the SCC considers the merger between NextEra and Dominion.

I remain deeply skeptical that the proposed $67 billion merger, as currently structured, will adequately protect consumers and deliver meaningful public benefits.

Without enforceable commitments that meaningfully prioritize ratepayers, lower energy costs, protect Virginia’s utility workforce, and advance Virginia’s energy goals, the State Corporation Commission should reject this merger.

Any proposed merger involving Virginia’s primary state-regulated utility must benefit families, small businesses, and Virginia’s workforce — not just the shareholders of these multi-billion-dollar corporations.

As such, I am calling for a six-year rate freeze to Virginians’ base electricity rates, a tripling the monthly bill credits for ratepayers over four years, and additional commitments to lower energy costs and meet our long-term clean and homegrown energy goals if the State Corporation Commission is to approve this merger.
