TOWN OF ROCHESTER PROVIDES TIMELINE UPDATES ON BOICE MILL BRIDGE PROJECT, ISSUES URGENT SAFETY WARNING
Town of Rochester, NY — June 17, 2026 — Town Supervisor Erin Enouen released an updated construction schedule for the Boice Mill Bridge replacement project today, while issuing a critical safety warning to residents following recent state inspections.
Immediate Safety Advisory: No Pedestrian Traffic Permitted
The New York State Department of Transportation (NYSDOT) recently conducted an inspection of the Boice Mill Bridge. Following the evaluation, NYSDOT issued a stringent warning indicating that the structural integrity of the bridge has severely degraded and it is currently at risk of structural collapse.
Effective immediately, all pedestrian traffic on, near, across, or under the Boice Mill Bridge is strictly prohibited. Residents are urgently reminded not to bypass or move the safety fencing. The town requests that community members share this critical safety warning with neighbors and visitors to prevent potential tragedy.
Context on Project Funding and Delays
The Boice Mill Bridge project has faced a complex road since its initial approval in 2022, compounded by a historic surge in the cost of construction materials that delayed the original timeline and led to the bridge's closure in 2024.
"We entirely understand and share the community's frustration with how long this process has taken," said Town Supervisor Enouen. "To protect our local tax levy from bearing the immense cost of a full replacement, the town pursued and secured federal Bridge NY funding, which covers 95% of the cost of the project, the reimbursement not to exceed 1.9 million dollars. Navigating these federal and state requirements has been a double-edged sword. On one hand, it guarantees a community inclusive design process and rigorous engineering criteria, ensuring we build a remarkably safe, long-lasting bridge. On the other hand, it introduces significant layers of state and federal bureaucracy that have ultimately extended our timeline. We are finally at a turning point."
Updated Construction Timeline
Following the completion of the extended NYSDOT review process, the town has officially published the request for construction bids. While the town initially hoped to break ground earlier this summer, the finalized, anticipated schedule is as follows:
July 8, 2026: Bid Opening
August 10, 2026: Certification by NYDOT of Project Award
August 31, 2026: Anticipated Construction Start Date
The end-of-August construction start is contingent upon NYSDOT’s standard approval timeline to award the project to the chosen contractor, which typically takes approximately one month from the opening of bids.
What to Expect During Construction
The town’s engineering consultant for this project, HVEA Engineers, estimate that the most disruptive phases of the project—specifically the demolition of the existing structure and the installation of the new pilings—will take place in mid-fall 2026. These high-impact tasks must be completed at the onset of construction.
The Town of Rochester is committed to full transparency and will provide a more detailed schedule as soon as the contractor is locked in and a formal timeline is finalized.
