The Anoka County Sheriff’s Office is requesting public assistance in locating Josephine Jean Henning, age 16, who uses the name “Heru.” Height is 5 feet 2 inches and weight is approximately 160 pounds. Last known clothing included a black hoodie and black pants.

Heru was last seen leaving for a walk near the 800 block of 141st Ave NW in Andover, MN on Friday, October 9, 2026, at approximately 11:15 A.M. Heru frequently walks on trails and in parks near the residence and is believed to have traveled toward the dead end of 140th Lane to access walking trails along the railroad tracks.

At 11:45 A.M the same day, Heru was observed again at the 3700 block of 139th Lane in Andover, requesting a ride to Wisconsin and receiving a white hoodie to wear. Heru possibly has ties to southeastern Wisconsin.

Since Friday, law enforcement has continued investigative efforts to follow up on all available leads.

Neighbors in both areas are asked to review camera footage from Friday through the present for any possible information related to Heru’s movements. Community members are also asked to remain alert while visiting local parks and walking trails.

If you have any information on the whereabouts of Heru, please call Anoka County Emergency Dispatch – 911 at 763-427-1212. This incident remains under investigation by the Anoka County Sheriff’s Office.

The Columbia Heights Police Department and Anoka County Sheriff’s Office are pleased with today’s jury decision finding Jordan Collins guilty of murdering his son, Manny Collins. While this verdict brings accountability, it does not lessen the heartbreaking tragedy that has forever changed Manny’s family, his friends, and our community. Manny was a young boy with his whole future ahead of him, and his life was senselessly taken.

“On behalf of the Columbia Heights Police Department, we are extremely thankful for the guilty verdict, and we hope it provides Manny Collins and his family with the justice they deserve,” states Columbia Heights Police Department Chief Matt Markham. “My hope is that this brings closure to Manny’s mother Ashley, family, and friends. I am very proud of the committed and dedicated work our staff and partnering agencies did on this case. This verdict will begin the healing process for our staff and community.”

“Manny should still be here today,” said Anoka County Sheriff Brad Wise. “No verdict can remove the pain his loved ones feel, but we hope this decision provides some measure of justice. Our thoughts remain with Manny’s family, especially his mother, Ashley, as they continue to grieve and remember him.”

The Columbia Heights Police Department and Anoka County Sheriff’s Office are grateful for the dedicated efforts of the Anoka County Attorney’s Office, whose hard work and commitment were essential in bringing this case to trial and securing this verdict. We also extend our sincere thanks to all the agencies and partners who assisted during the investigation, of which there were many. From the beginning there was an incredible commitment to teamwork, determination and many long hours by so many during this very complicated case.

“We appreciate every person and every agency that stepped up to help,” Sheriff Wise added. “Their support and professionalism reflect the strength of our community.”

The Columbia Heights Police Department and Anoka County Sheriff’s Office remains committed to honoring Manny’s memory and supporting his loved ones.

A suspect has been arrested and is awaiting charges for two incidents that occurred on September 28, 2026, in Ramsey and C**n Rapids.

At about 2:05 P.M. in the City of Ramsey, a teenage female reported an incident. She told officers that a male in a vehicle tried to abduct her while she was walking near Alpine Dr NW and Vicuna St NW. Officers immediately began investigating and searched the area to help keep residents safe.

Later that night, at about 10:25 P.M. in the City of C**n Rapids, a teenage female reported a similar incident. She told officers that a male in a vehicle chased her. She also reported that he sexually assaulted her near Northdale Blvd NW and Marigold St NW.

Law enforcement agencies partnered to investigate both reports. They also looked at whether the two incidents were related. Images captured of the suspected involved vehicle allowed police to get multiple search warrants for license plate reader data. Flock Safety automated license plate readers played a key role in identifying the suspect vehicle.

After more detailed investigative work, officers identified the suspect as Oliver Joseph Butcher, age 20, from Ramsey, MN. He was arrested on October 2, 2026, and has not yet been formally charged.

From the first report, multiple law enforcement agencies worked nonstop to apprehend the suspect. It was a joint effort to minimize public threat and prevent the suspect from reoffending. The suspect is now in custody, and there is no ongoing threat to the public.

These cases are being investigated by the Ramsey Police & Fire, C**n Rapids Police Department, Anoka County Sheriff’s Office, and Midwest Regional Forensic Laboratory.

The Minnesota State Patrol, Federal Bureau of Investigation, Anoka-Hennepin Narcotics and Violent Crimes Task Force, Anoka Police Department, Blaine Police Department, Minnesota Bureau of Criminal Apprehension, and Bureau of Alcohol, To***co, Fi****ms and Explosives assisted in these investigations. No additional information is available at this time.

On September 21, 2026, Anoka County deputies used Flock automated license plate reader technology to help safely locate a vehicle being driven by a missing 79 year old man with dementia and Alzheimer’s. Deputies were called just after 6:30 a.m. when family discovered he had left his home in Andover overnight with their vehicle. Because of his medical needs, they were worried he would be unable to find his way home.

Deputies entered the vehicle information into the system and began searching the area for the vehicle. At 7:28 a.m., a camera detected the vehicle traveling eastbound near Main Street and University Avenue in Blaine. Deputies located the vehicle near Lexington Avenue and safely stopped it. The man appeared confused about where he was, but he did not need medical care. Deputies stayed with him until his family arrived and brought him home.

This incident shows how timely information, real time technology, and coordinated teamwork can help deputies quickly find vulnerable missing people and reunite them with their loved ones. The Anoka County Sheriff’s Offices takes the security and responsible use of these tools very seriously, and we value the important role they play in maintaining public safety.
