Ryan White CARE Act), Federal legislation which addresses the unmet health needs of persons living with HIV disease (PLWH) by funding primary health care and other core services which enhance access to and retention in care. The Ryan White HIV/AIDS Program was named after Ryan White, an Indiana teenager whose courageous struggle with HIV/AIDS and against AIDS-related discrimination helped educate the nation. First enacted by Congress in 1990, the CARE Act was amended and reauthorized in 1996 and in 2000. In 2006 the CARE Act was amended and reauthorized as the Ryan White HIV/AIDS Treatment Modernization Act of 2006. In 2009 the Ryan White HIV/AIDS Treatment Modernization Act was amended to the Ryan White HIV/AIDS Treatment Extension Act of 2009. The Ryan White HIV/AIDS Program reaches over 500,000 individuals each year, making it the Federal Government's largest program specifically for people living with HIV disease.
