PCWA encompasses the entire 1,500-square-mile boundary of Placer County, ranging from the rim of the Sacramento Valley on the west to the Sierra Nevada and Lake Tahoe on the east. PCWA is headquartered in Auburn, the county seat of Placer County, in California's beautiful Gold Country. PCWA carries out a broad range of responsibilities, including water resource planning and management, retail and wholesale supply of irrigation water and drinking water, and production of hydroelectric energy in Placer County. Created in 1957 under its own state legislative Act entitled the “Placer County Water Agency Act,” PCWA is self-governed with policy and regulatory decisions determined by an independently elected five member Board of Directors. Here in Rocklin, PCWA crews recently replaced aging water valves as part of our ongoing Renewal & Replacement work to maintain and improve the water system serving Placer County communities.

As Placer County continues to grow, so does the need for reliable water infrastructure that supports everyday life.

Today, PCWA celebrated the groundbreaking of the $206 million Ophir Water Treatment Plant, a project decades in the making!

Expected to begin operating in 2030, the new plant will initially treat up to 10 million gallons of drinking water per day, helping meet the needs of our growing communities while strengthening reliability for existing customers.

It's an investment in the quality of life we enjoy today and the future of the place we call home.

First dug by miners during the Gold Rush, the canals that wind through Placer County’s foothills are still hard at work today!

PCWA maintains more than 170 miles of canals that serve an important role in our water system. Some carry water to treatment plants, where it’s treated for drinking water. Other deliver untreated water for orchards, pastures, landscapes, and small farms.

You might spot our employees maintaining these historic waterways along roadsides, through neighborhoods, and across the foothills. It’s all part of keeping water moving to the communities that depend on it.

Next time you pass a canal, you’ll know there’s more to it than meets the eye!

This week, Andy explores a pivotal chapter in that story: a time when communities across California were competing to secure water supplies and Placer County leaders recognized the need to protect this region’s water future. That vision led to the formation of PCWA and, soon after, an overwhelming 25-to-1 vote to move forward with the Middle Fork Project. 

Andy explains why local control mattered, how the project was financed, and why leaders saw it as a win-win.
