The Baltimore Banner | Baltimore news, politics and arts just reported that MCB Real Estate - the developer for Harborplace - is likely to get up to $366 million in taxbreaks while developing a luxury hotel and $7000 rents at the harbor.

We're asking MCB Real Estate and Mayor Brandon M. Scott to commit to the following demands:
👷‍♂️Good union jobs
✅️ Clawback provisions if the developer doesn't do what they agreed to
💲Profit sharing when the developer makes more money
🔎 Transparency to the public
🏡 Contributions to affordable housing

Tag the developer MCB Real Estate in the comments and call them at 410-662-0104 to let them know - in exchange for the Harborplace development getting massive tax breaks, Baltimore City deserves these four things:

👷‍♂️Good Union Jobs as part of any development
✅️ Claw back provisions if any agreement isn't followed
💸 Profit sharing when the development makes more money
🔍 Transparency to the public

While we want to see a revived downtown for our City, when developers get big tax breaks, it means less money in the future to pay for everything our city needs. Funding for our schools, our housing, our roads, and everything else. So if the developer gets a big tax break, what do our communities get in return?

MCB Real Estate and Mayor Brandon M. Scott - will you committ to these 4 things?

Any tax break on the Harborplace redevelopment must have these 4 things: good union jobs, clawback provisions if the developer doesn't do what they agreed, a profit-sharing payment structure, and transparency.

18 labor and community organizations call for these demands in Baltimore’s latest downtown subsidy program. The tax revenue lost when big developers get tax breaks could go to our schools, our housing, our roads, and so much more. If Baltimore City is giving away this revenue, the people of Baltimore should get something in return. Good union jobs and measures for accountability and transparency must be the standard.

The millions of dollars in tax discounts (from Payment in Lieu of Taxes and Tax Increment Financing agreements) over several decades have eroded the city’s revenue and made service delivery more challenging. If the city is to move forward with these deals for Harborplace, they must also contain a commitment for good, living wage jobs, housing affordability, and public oversight.

These PILOT deals made behind closed doors do not ensure these core goals. Baltimore City deserve a fully funded city government, where teachers, sanitation workers, and other government workers have fair wages and benefits and city residents have a well working infrastructure.

We cannot allow wealthy institutions to get away with not paying their fair share, while escalating fines and fees on everyday Baltimoreans.

Thank you and for demanding the transparency and accountability our city needs.

Our taxes, our budget! That was our rallying cry outside City Hall last week before Taxpayers Night.

The budget shouldn’t be decided behind closed doors. We’re building people power to ensure Baltimore’s spending reflects our values:

🦋Supporting our immigrant neighbors by funding legal and social supports
🌱Establishing a compost facility and diverting from the polluting trash incinerator
🧓👶Investing in our youth and seniors
⚡Establishing publicly owned utility to reduce electricity costs

Thank you to Kim Trueheart, Cecilia Gonzalez, Joan Jacobson, Jennifer Kunze, Nate Golden, and Raychel Gadson for sharing how Baltimoreans have always looked out for each other and we will continue to as we make sure our tax dollars are spent appropriately.

As 19 organizations working in Baltimore City, we urge Mayor and City Council to pass Council Bill 26-0172 and advance all of the important reforms to Baltimore City’s charter that it contains. Our budget is a statement of our values. The people, through their most directly elected representatives on the City Council, deserve more say in city finances. The amendments in 26-0172 would promote just that. Please pass Council Bill 26-0172 with these reforms intact to promote fiscal responsibility and economic democracy in Baltimore City.

As local representatives, City Council members are the people’s voice in our city government. However, the City Council’s ability to exercise substantial influence over the budget is limited by a lack of substantive authority, procedural restrictions, and a too-short timeline. The budget reforms contained in Council Bill 26-0172 will make the City’s budget and procurement process more democratic and accountable to City residents by:

⏱️Giving the City Council more time to deliberate on the budget, by removing the redundant Board of Estimates step from the process.

👏Allowing for the creation of non-lapsing funds, giving the City Council similar powers as other legislative bodies in Maryland and around the country to shape ongoing spending.

📋Allowing the Council to make conditional appropriations, which the Maryland General Assembly and Congress already can do. By requiring conditions like a detailed report or the attainment of certain metrics before releasing funds, the City Council will gain the authority to ensure that agencies are spending our tax dollars effectively and in line with legislative intent to ensure accountable and effective spending of City tax dollars.

🤝Improving the City’s procurement process by allowing more flexibility in decisionmaking.

No one is talking about it enough BUT the Baltimore City Council is considering amendments to the City Charter that would give the City Council more power over the budget process! We need your help !

Collectively, these changes would strengthen our City Council. As our representatives, they are our conduit into City affairs. Let your City Council member know that you want to increase the voice of the people in City government. Let them know you support these important changes! If passed, the question will appear on our ballot this November.
