Maryland Commission on Civil Rights Our vision is to have a Maryland that is free from any trace of unlawful discrimination. Commission members are appointed to serve six-year terms.

The Maryland Commission on Civil Rights (MCCR) represents the interest of the State to ensure equal opportunity for all through enforcement of Titles 19 and 20, State Government Article (formerly Article 49B) of the Annotated Code of Maryland and the State’s Commercial Non-Discrimination Policy. MCCR investigates complaints of discrimination in employment, housing, public accommodations and commercial discrimination from members of protected classes that are covered under those laws. MCCR is governed by a nine-member Commission appointed by the Governor and confirmed by the Maryland Senate. The Commission meets once a month to set policy and review programmatic initiatives. The Commission is an independent agency that serves individuals, businesses, and communities throughout the State. Its mandate is to protect against discrimination based on race, color, religion, s*x, age, national origin, marital status, physical or mental disability, s*xual orientation and genetic information. In housing cases, discrimination based on familial status is also unlawful. In addition, the Commission assists employers in developing bias-free selection, hiring, retention, promotion and contracting procedures; increases equal housing opportunities to all groups in Maryland; ensures equal access to public accommodations and services; promotes knowledge and understanding of anti-discrimination laws; and helps to improve civil rights within the State.

We are 2 Days Away from the Maryland Commission on Civil Rights & Maryland Commission on Civil Rights Foundations 2026 Annual Civil Rights Gala!!!!

Featuring Special Guest & Keynote Speaker, Roland Martin and our Mistress of Ceremonies, Janay Reece of WJZ Baltimore!

This year's theme is "Healing Our Communities, Honoring Our Humanity."

Our theme powerfully aligns with the mission and vision of the Maryland Commission on Civil Rights. Honoring our humanity reflects the fundamental principle that civil rights are rooted in recognizing the inherent dignity and value of every person. In today’s society—where divisions, inequities, and discrimination still persist—this theme reminds us that protecting civil rights is not only a legal responsibility but also a moral one.

📢 MCCR ISSUES NEW EMOTIONAL SUPPORT ANIMAL GUIDANCE

Maryland’s disability housing protections remain in effect.

The Maryland Commission on Civil Rights (MCCR) has issued new guidance regarding Emotional Support Animals (ESAs) following a recent change in federal Fair Housing enforcement priorities by the U.S. Department of Housing and Urban Development (HUD).

On May 22, 2026, HUD announced changes to how its Office of Fair Housing and Equal Opportunity will approach certain animal-related reasonable accommodation complaints.

What does this mean for Marylanders?

A change in federal enforcement policy does not eliminate protections provided under Maryland law.

Under the Maryland Fair Housing Act, housing providers are required to make reasonable accommodations when necessary to provide an individual with a disability an equal opportunity to use and enjoy their home.

Under MCCR’s interpretation and enforcement of Maryland law, a reasonable accommodation may include an emotional support animal—even when the animal has not been individually trained to perform a specific task.

💬 “Federal enforcement priorities may change, but Maryland’s commitment to protecting the civil rights of people with disabilities has not,” said MCCR Executive Director Cleveland L. Horton II. “Marylanders deserve to know where they stand. Our message is simple: Maryland law matters, Maryland protections remain, and MCCR will continue enforcing them.”

🏠 Know your rights. Know your responsibilities. Know that Maryland’s protections remain in effect.
