We’re proud to announce that the City of Beaumont Communications Department was recognized at the 2026 Texas Association of Municipal Information Officers (TAMIO) Conference, competing against city communications teams from across Texas.

Our City team once again brought home some coveted awards.

During Wednesday’s Budget Workshop, City Council and staff had an honest conversation about Beaumont's financial future.

Over the past several years, the City has relied on fund balance reserves to help cover the gap between revenues and expenses. While Beaumont remains financially stable, we know this trend cannot continue indefinitely.

We want residents to understand both the challenges we face and the work being done to address them.

The good news is that City staff is already identifying efficiencies, exploring cost-saving opportunities, pursuing grants and partnerships, and developing a plan to strengthen Beaumont's financial position while protecting City services.

While we understand that dipping into the fund balance for the past few years and the ongoing gap between revenues and expenditures are concerns, we remain confident that by working together and exercising fiscal discipline, we can change this trajectory and put Beaumont on a better path forward.

Our goal is to continue focusing on our priorities while making the spending and revenue adjustments needed in FY 2026 and FY 2027 with as little impact as possible on services for our citizens.

The next budget workshop is scheduled for July 15, and we look forward to continuing this important conversation with our community.

🏢 Infrastructure Investment and Modernization

✔️ Plumbing Services Contract
• Approved a one-year contract with Southeast Texas Plumbing, Inc. for as-needed and emergency plumbing services at various City facilities. Estimated annual cost is $65K, representing an approximate 59% decrease from the previous contract due to reduced estimated hours after adding a city-employed plumber.

✔️ Bunn's Canal Grounds Maintenance Contract
• Approved a one-year contract with 3rd Coast Companies for grounds maintenance of Bunn's Canal for $62K. Bunn's Canal is the raw water supply from the Neches River to Beaumont's Water Treatment Plant, extending approximately 3 miles in length.

✔️ Lead Service Line Inventory and Replacement Project Funding
• Authorized executing an agreement with the Texas Water Development Board (TWDB) for financial assistance not to exceed $5.5M for the Lead Service Line Inventory and Replacement Project. 51% of the funding will consist of principal forgiveness and 49% loan/bond with 0% interest on the loan covering the inventory portion.

✔️ Todd Street and Josey Street Sanitary Sewer Rehabilitation Project
• Awarded a contract to King Solution Services, LLC of Houston for $280K for the Todd Street and Josey Street Sanitary Sewer Rehabilitation Project. The project will rehabilitate deteriorated sanitary sewer infrastructure using pipe-bursting methods and install new manholes. ExxonMobil BPEP will reimburse the City up to $300K for improvements to support their connection to the City's sanitary sewer system.

✔️ Eastex Water and Wastewater Relocation Project Change Order
• Authorized executing Change Order No. 1 for $41K on Phase II of the I-10/69 Eastex Freeway Water/Wastewater Relocation Project with Vortex Services, LLC. The change order includes sanitary sewer improvements along Louisiana Avenue, water line repair work, and installation of flush-outs necessary to achieve TCEQ compliance.

✔️ Waterworks and Sewer System Revenue Bonds, Series 2026
• Authorized the issuance of Waterworks and Sewer System Revenue Bonds, Series 2026 in an amount not to exceed $34.65M. The bonds will fund expansion, repair, renovation, and related improvements to the City's waterworks and sewer system. Delivery and receipt of proceeds expected in July 2026.

✔️ Tax Note, Series 2026
• Authorized the issuance of Tax Note, Series 2026 in the amount of $3.16M for the financing of fleet equipment for multiple City departments including Recreation, Parks and Greenspace, Traffic Management, EMS, Fire, Police, Animal Care, and Solid Waste. Delivery and receipt of proceeds expected in July 2026.

✔️ General Obligation Improvement Bonds, Series 2026
• Authorized the issuance of General Obligation Improvement Bonds, Series 2026 in an amount not to exceed $38.75M. These voter-approved bonds will fund key infrastructure projects including a citywide sidewalk initiative and streets and drainage improvement projects. Delivery and receipt of proceeds expected in July 2026.

🛝 Enhancing Quality of Life

✔️ Notice of Intention to Issue Certificates of Obligation
• Authorized the publication of a notice of intention to issue Certificates of Obligation in a principal amount up to $11.69M for capital projects including construction and improvement of parks, park facilities, roads, and the drainage system.

🧭 Economic Development and Downtown Revitalization

✔️ Chapter 380 Economic Development Agreement - Northwest Parkway/Pointe Parkway
• Approved Chapter 380 incentives and executed an economic development agreement with Beaumont 194 LLC for an ~87-acre planned unit development at the intersection of Northwest Parkway and Pointe Parkway. The developer will construct public infrastructure improvements including a regional lift station, offsite drainage improvements, and a portion of Pointe Parkway. In return, 75% of ad valorem taxes received for each home will be reimbursed to the developer for up to 15 years or until 100% of the infrastructure costs are reimbursed. The development includes ~1.8 acres for commercial use with the remainder planned for residential development.

🏘️ Neighborhood Development and Livability

✔️ Habitat for Humanity Grant Agreement Extension
• Extended the term of an existing $298K HOME grant agreement with Habitat for Humanity of Jefferson County through December 31, 2026. The grant funds the development of two single-family homes to be sold to income eligible buyers.

✔️ Specific Use Permit - All Saints Episcopal School Classroom Building
• Approved a Specific Use Permit to allow a new ~16K square foot classroom building at All Saints Episcopal School located at 4108 Delaware Street. The facility will serve students from pre-kindergarten through eighth grade and primarily support the school's Art and Music Programs.

✔️ Rezoning - 5980 Concord Road
• Approved a Rezoning of ~3 acres at 5980 Concord Road from residential to GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District. The rezoning will allow for the proposed development of a food truck park.

✔️ Specific Use Permit - Dialysis Center at 3100 N. Major Drive
• Approved a Specific Use Permit to allow Fresenius Medical Care to operate a dialysis center at 3100 N. Major Drive, Building 3 Suite 500. The project will create an ~9K square foot outpatient hemo-dialysis center with treatment areas and office space, serving as a secondary location for Fresenius in Beaumont.

💵 Organizational Excellence and Fiscal Responsibility

✔️ Civil Service Commission Appointment Correction
• Amended Resolution 26-090 to correct the term expiration date for a Civil Service Commission appointment.

✔️ Federal Advocacy Services Agreement
• Approved agreement with Capital Edge Advocacy, Inc. for federal advocacy and information services. The firm has served the City since 1981 and has assisted in securing federal funds including $1.75M in EPA funds for water/wastewater treatment, $827K for underpass warning system, and almost $34M in pandemic relief funds.

Council will hold a special Budget Work Session tomorrow, June 3, inside Council Chambers starting at 9 am.

Starting Wednesday, June 3, traffic on the I-10 eastbound frontage road between Laurel Avenue and N. 11th Street will be moved onto newly paved lanes as construction continues on the I-10/US 69 Interchange Project.

The I-10 eastbound exit to N. 11th Street will be closed overnight June 3 and will reopen the morning of June 4.

Drivers should follow posted detours and allow extra travel time.
