In 1855, the area now known as Bethel separated from Danbury and incorporated as the "Village of Bethel." The Village of Bethel maintained a few constables to enforce the law answering to the Office of the First Selectman. They received calls through Danbury's radio/phone system, the Selectman's Office, and word of mouth. It would not be until 1947 that it would officially organize its Police Department with a Chief of Police and a Police Commission. Morris Star Britto, a Bethel native, became constable in 1912. This was a part-time job that Britto worked along with his regular job at the Nashville Road Hat Shop. Britto eventually became a full-time constable and served as the Town's only police officer responding to calls in his own vehicle, an unmarked Desoto Roadster. A 1930 City directory lists the Police Department at 15 Fountain Place which is today P.T. A jail was located at the Second Meeting House which was then the Town Hall. In 1933, the Police Department moved to 118 Greenwood Avenue and then to Library Place in 1963. In 1974, the Bethel Police Department moved to its current location at 49 Plumtrees Road.

The Bethel Police Department congratulates both Sgt. Gabrielle DiTullio on her recent promotion to Sergeant and Chief Heather Burnes on her swearing-in as Chief of Police.

Sgt. DiTullio has served the Town of Bethel for 10 years, during which time she worked as a Patrol Officer, Field Training Officer, School Resource Officer, and Patrol Corporal. She is a member of the Department’s Peer Support Team and Crisis Intervention Team, and is a Use of Force Instructor in various fi****ms and tactics areas.

Chief Heather Burnes has served the Town of Bethel for over 25 years, during which time she worked in the Patrol Division as a Patrol Officer, Bike Officer, Field Training Officer, Patrol Corporal, and School Resource Officer. In 2015 she was promoted to Patrol Sergeant and in 2018 she was promoted to Lieutenant where she oversaw Patrol Operations. In 2020, she was promoted to Captain/Deputy Chief and served as second-in-command of the Department until being sworn in as Acting Chief in January 2026.

The recent promotions of Lt. Courtney Whaley, Sgt. Gabrielle DiTullio, and the swearing-in of Chief Burnes signify a proud moment in the history of the Bethel Police Department as it is the first time that the Department has had a woman at every level of supervision in the agency. Congratulations to all on making history!

If you plan to dispose of prescription medications, please be aware that we cannot accept needles or radioactive medications (typically utilized for the treatment of cancer) due to state regulations and the safety of our officers.
