Do you think the US Census should count ever person? or only citizens?

The Census is the basis for how many US Representatives each state gets and it is the basis for how much Federal money each state gets.

We think they should ONLY count Citizens.

Why should a sanctuary state be rewarded for more Federal $$ or an additional US Congressman?
