Montana is not a postmark state.

Some states count a mail ballot if it was postmarked by Election Day. Montana does not. Your ballot has to be in the hands of the county by 8 pm on Tuesday, November 3. A ballot that arrives Wednesday morning is not counted, no matter when you mailed it.

Twelve days out, mail only if it goes in the mailbox by Tuesday, October 27. After that, drop it off.

Your ballot is in. Now think of one person whose ballot is not.

The grandparent who does not drive after dark. The neighbor who works doubles. The college kid whose ballot went to your house. The friend who always means to and never does.

Offer them a ride to a drop site. Make sure they sign the envelope themselves. If they heard about the birth year boxes, tell them a court struck that requirement down this month, so a blank box will not cost them their vote. Sit with them while they fill it out if they want company. Check their status with them at app.mt.gov/voterinfo.

One conversation. One more ballot.

Can't get them there? Montana lets a voter choose someone, like a family member, caregiver, or friend, to return their sealed ballot for them.

Dropping off is the safest way to return a ballot this late in the month, and in Yellowstone County it is easy.

Before Election Day: the county election center is at MetraPark this fall, in Cedar Hall. Hand in your ballot there, or use the drive-through drop box without leaving your car.

On Election Day, November 3, every polling place in the county takes ballots from 7 am to 8 pm. That includes MetraPark in Billings, Laurel High School, Shepherd High School, Yellowstone Valley Electric in Huntley, and Huntley Project Elementary in Worden.

Dropping off works the same as mailing, minus the postal risk.

Not registered? Moved and never updated your address? You can still vote this year.

Montana has late registration, and it is open right now. Go to the Yellowstone County election office in person, register, and vote on the same trip. It runs every business day through noon on Monday, November 2, and again on Election Day until 8 pm.

Bring acceptable ID: a Montana driver's license or state ID, tribal ID, military ID, passport, or a Montana University System student ID. A current utility bill, bank statement, or government document with your name and address also works, paired with a photo ID.

Know someone who just turned 18, just moved here, or has never voted? Send them this.

If you plan to mail your ballot back, mail it this week.

Ballots have to be received by 8 pm on November 3. A postmark does not save a late ballot. The Secretary of State's guidance is to mail no later than one week before Election Day, which makes Tuesday, October 27 the last safe day, and mail from outside Billings can take longer.

Mail it today and you have margin. Wait until the 27th and you have none.

After the 27th, stop mailing and start dropping off: Cedar Hall at MetraPark, or any polling place on Election Day until 8 pm.

The Montana Department of Environmental Quality is taking public comment on a proposed well for Quantica's Big Sky Campus data center near Broadview. Comments are due Thursday, October 29.

DEQ proposes a "categorical exclusion," which means checking this well against a statewide review written for typical wells rather than studying this project on its own. Public comment is how impacts the statewide review missed get on the record.

DEQ's job here is water quality and groundwater protection, so focus your comment there. Questions to ask:

What keeps a well this deep from opening a contamination path into shallower aquifers nearby residents and ranches use?
What testing happens before drilling, and what monitoring after?
How will drilling fluids, wastewater, and cooling residue be handled?
Should this get a full environmental review?

Email your comment to [email protected] by 11:59 p.m. Oct. 29, or mail it to DEQ Engineering Bureau, PO Box 200901, Helena, MT 59620 (mail early).

198 votes decided House District 47 in 2024. That is the closest of the three.

198 is fewer people than live in a single large apartment complex. It is fewer than the ballots that come back late in a typical county election, and far fewer than the ones that come back with the bottom half blank.

Fifteen days out, HD 47 does not need new voters. It needs the ones already registered to get their ballots back.

If you live in HD 47, return yours this week. If you do not, you almost certainly know someone who does.

Two of the most expensive decisions on your ballot are about one building. Read both before you mark either.

The construction bond: $175 million, paid off over 20 years.
The operating levy: $20 million every year, with no end date.

Both have to pass for the expansion to happen. Together they cost the owner of a $300,000 home about $178 a year. Roughly $70 of that is the bond, which ends after 20 years. The rest is the levy, which does not.

The jail was built for 434 people. In early September it held 646. The expansion would add about 320 beds at first, with room engineered in for more later.

The county's own explanation is at ycjailexpansion.com. Read it. Then read the ballot language itself, not somebody's summary of it.
