Broome County has been awarded $757,767 in New York State funding to strengthen efforts to identify and address high-risk domestic violence across the county.

The funding, secured through the New York State Governorโ€™s 2025 budget and administered by the New York State Division of Criminal Justice Services (DCJS), enables Broome County agencies and community partners to collaborate using the latest evidence-based practices when responding to domestic violence incidents where there is a heightened risk of serious harm or lethality.

โ€œHigh-risk domestic violence involves specific factors that significantly increase the chances of serious injury or death. This investment allows us to deploy innovative, life-saving interventions that prioritize victim safety while holding offenders accountable. This initiative reinforces our commitment to protecting victims and prevents future violence before it escalates. Weโ€™re proud to collaborate with our community partners, creating a safer and more responsive system in Broome County,โ€ said ๐ƒ๐ข๐ฌ๐ญ๐ซ๐ข๐œ๐ญ ๐€๐ญ๐ญ๐จ๐ซ๐ง๐ž๐ฒ ๐…. ๐๐š๐ฎ๐ฅ ๐๐š๐ญ๐ญ๐ข๐ฌ๐ญ๐ข.

โ€œThe Broome County Probation Department is pleased to work with the steakholders of the STRIVE grant and to do our part in reducing intimate partner violenceโ€ said ๐๐ซ๐จ๐›๐š๐ญ๐ข๐จ๐ง ๐ƒ๐ข๐ซ๐ž๐œ๐ญ๐จ๐ซ ๐Š๐ฎ๐ซ๐ญ ๐™๐ฎ๐ฆ๐›๐š๐œ๐ก.

โ€œRise-NY is proud to partner with the Broome County District Attorneyโ€™s Office, local law enforcement, Probation, and the Crime Victims Assistance Center, Inc. We believe this collaboration will greatly improve response and outcomes for survivors of domestic violence. Our dedicated 24/7 hotline and shelter will be integral components of the programโ€™s success,โ€ said ๐„๐ฑ๐ž๐œ๐ฎ๐ญ๐ข๐ฏ๐ž ๐ƒ๐ข๐ซ๐ž๐œ๐ญ๐จ๐ซ ๐จ๐Ÿ RISE-NY ๐‰๐จ๐ก๐ง ๐‚๐ก๐จ๐ฒ๐ง๐จ๐ฐ๐ฌ๐ค๐ข

โ€œThis funding will assist local law enforcement and our non-profit partners in our collective efforts to reduce domestic violence, support survivors and hold offenders accountable. The Binghamton Police Department thanks the New York State Division of Criminal Justice Services for this funding as we continue to work together to keep our community safe,โ€ said ๐‚๐ก๐ข๐ž๐Ÿ ๐จ๐Ÿ ๐๐ข๐ง๐ ๐ก๐š๐ฆ๐ญ๐จ๐ง ๐๐จ๐ฅ๐ข๐œ๐ž ๐ƒ๐ž๐ฉ๐š๐ซ๐ญ๐ฆ๐ž๐ง๐ญ ๐‰๐จ๐ฌ๐ž๐ฉ๐ก ๐™๐ข๐ค๐ฎ๐ฌ๐ค๐ข

โ€œThe Crime Victims Assistance Center is incredibly grateful for the opportunity to be part of this initiative. These funds will allow us to serve more victims and save lives,โ€ said ๐‚๐„๐Ž ๐จ๐Ÿ ๐‚๐ซ๐ข๐ฆ๐ž ๐•๐ข๐œ๐ญ๐ข๐ฆ๐ฌ ๐€๐ฌ๐ฌ๐ข๐ฌ๐ญ๐š๐ง๐œ๐ž ๐‚๐ž๐ง๐ญ๐ž๐ซ ๐‚๐ก๐ซ๐ข๐ฌ๐ญ๐ข๐ง๐ž ๐๐š๐ญ๐ญ๐ข๐ฌ๐ญ๐ข

With this funding, Broome County residents can expect:

1. On-scene crisis response by law enforcement and professional advocates who provide immediate safety planning and support to victims.

2. Comprehensive case review sessions designed to address the complex and diverse needs of domestic violence victims and offender prosecution.

3. Implementation of new, integrated system focused on ensuring offender accountability through coordinated community response.

Today, Joshua D. Dooley, of Johnson City, plead guilty as charged to Assault in the Second Degree, Criminal Mischief in the Fourth Degree, and Endangering the Welfare of a Child in Broome County Court.

On November 25, 2024, the Johnson City Police Department, NY responded to a residence at 180 Harrison Street in the Village of Johnson City for a reported domestic dispute. Patrols deemed that Dooley had forcibly taken his three-week-old daughter from her mother, who was consoling the crying infant. He grabbed the child by the head and shook her, demanding that she stop crying. After placing her back in the bassinet, he continued arguing with his girlfriend. As the baby continued to cry, Dooley struck her on the left side of her face.

โ€œNo child should ever endure such cruelty and abuse. Acts of violence against the most vulnerable members of our community will not be tolerated. My office remains committed to seeking justice and ensuring that those who commit such heinous crimes are held fully accountable.โ€

District Attorney F. Paul Battisti prosecuted this case for our office. This case was investigated by the Johnson City Police Department. Sentencing is scheduled for the 3rd of June 2025 in Broome County Court before Hon. Joseph F. Cawley, where he will determine the sentence imposed.
