MASSACHUSETTS HOUSE PASSES FY26 CLOSEOUT SUPPLEMENTAL BUDGET

Bill addresses important time-sensitive deficiencies and provides additional support for state programs and services

BOSTON – Wednesday, October 21, 2026 – The Massachusetts House of Representatives today passed a supplemental budget to close the books on Fiscal Year 2026. The bill addresses important time-sensitive deficiencies, provides support for maternal mental health services and for vital programs including MassHealth, the Department of Transitional Assistance (DTA), and for the life sciences sector. It also includes policy sections to address emerging issues such as the use of AI in political advertising. The $2.354 billion bill includes $1.524 billion in net spending.

Key investments include:

• $1.8 billion gross ($1.03 billion net) for MassHealth

• $159 million for snow and ice removal costs incurred at the beginning of 2026

• $78.9 million for unemployment insurance interest repayments

• $56 million to increase nursing facility rates

• $54.5 million to support the hiring of additional DTA caseworkers

• $22.5 million for no-cost calls for the Department of Correction and county sheriffs

• $18.5 million for the Early Childcare Rate Reserve

• $13.8 million for the Massachusetts Office for Victim Assistance (MOVA) to help offset federal funding cuts

• $10 million for the Massachusetts Life Sciences Center

• $5.6 million to implement cannabis legislation enacted earlier in 2026

• $4 million to support rest homes across Massachusetts

• $2.25 million for maternal health needs, including $250,000 for the Massachusetts Child Psychiatry Access Program’s MCPAP for Moms statewide initiative

In addition to key investments, the bill passed today includes several policy provisions:

• Prohibits the Commonwealth’s constitutional officers from spending or authorizing the use of public funds for advertisements or promotions to build personal recognition. It preserves their ability to use public funds to inform residents about state programs, as long as those communications are not intended to establish personal recognition.

• Regulates the use of artificial intelligence in political advertisements. The bills would require the disclosure of AI use in political advertisements and would ban deceptive communications about a candidate or about the electoral process within three months of an election.

• Authorizes online lottery revenues to be distributed to the Early Education Grant Fund.

• Increases the Massachusetts School Building Authority’s grant limit from $1.2 billion to $1.4 billion and permits up to 10 percent in additional grants above that limit each fiscal year

• Directs remaining excess capital gains tax revenue to two funds: 85 percent to the Transitional Escrow Fund, estimated at $207.7 million and 15 percent to the Commonwealth Stabilization Fund, estimated at $36.6 million.

• Eliminates the $10 surcharge imposed on car-sharing organization rentals.

• Ratifies two additional collective bargaining agreements.

• Preserves revenue generated under the federal 340B drug program for hospitals and community health centers until MassHealth secures certain federal expenditure approvals.

The bill passed the House of Representatives 152-0 and now goes to the Senate for review.

Today, on National Coming Out Day, we celebrate the courage, resilience, and beauty of everyone living their truth openly and authentically. Coming out is a deeply personal journey—one that requires strength and supportive communities.

In Massachusetts, we take pride in our long history of leading the way for equality, but our work is far from done. Every person is owed dignity and deserves to feel safe, be respected, and celebrated exactly as they are.

To those who have come out, those who are taking that step today, and those whose safety or circumstances mean they aren't ready yet: we see you, we support you - you belong here.

I am proud of my record of many years as ally in the State House of Representatives to protect civil rights and expand protections for our Commonwealth's LGBTQ+ community.

Happy National Coming Out Day!

Canton State Delegation helps secure funding for Science Education! 📚

For the second year in a row, students in Canton’s three elementary schools and the Galvin Middle School are learning about science using the Open Sci Ed curriculum. This program is an inquiry-based curriculum which the Massachusetts Department of Education helped develop and the District selected during a science curriculum review in 2024 and 2025.

The curriculum itself is free, but the materials students need to complete the hands-on part of the program must be purchased. Last year, State Sen. Paul Feeney helped secure funding to purchase kits for the first two units for grades Kindergarten-Grade 5. This year, State Rep. William C. Galvin spearheaded the effort to ensure funding would be available for elementary students to continue with the third and fourth Open Sci Ed units. The Open Sci Ed program at the Galvin Middle School is being funded by a grant from the One8 Foundation.

“Working together with Senator Feeney as Canton’s state delegation, we were able to secure $150,000 for Canton Public Schools (CPS) to purchase updated science curriculum materials in a supplemental budget earlier this year,” said Galvin. “Investment in STEM is a priority for Canton Public Schools. As Canton’s State Representative, I was proud to help deliver on these funds, which will help to expand the District’s Open Sci Ed program.”

CPS Director of Curriculum, Instruction and Assessment Deborah Rooney added, “We are so grateful to Representative Galvin and Senator Feeney for helping us with the funds to complete our purchasing of this new program. We asked our educators to learn a new science curriculum, and we have already seen more excitement and student engagement in science classes. The funding has helped us make sure that teachers have all the materials needed to bring science to life in their classrooms.”

I have heard from many nurses in my district who work for Mass General Brigham. I remain supportive of fair employment conditions, especially for our nurses who go above and beyond to provide critical care to patients in need.

To that end, earlier today, I sent a letter to MGB leadership to urge Brigham and Women’s to return to the table to negotiate in good faith with the unions representing the nurses and clinicians in order to avert a strike that would most certainly disrupt the lives of many in our state who rely on MGB for their healthcare and livelihoods.

Three years ago today, October 7, 2023, Israel was attacked, and countless lives were forever changed.

Today, we remember those who were murdered, those who were taken hostage, and all the families who have endured unimaginable loss and pain.

May we never forget the lives lost, may the hostages never be forgotten, and may there one day be lasting peace and security for Israelis and Palestinians alike.

We remember. We mourn. We hope for peace. 🕊️
