Taxpayer Tuesday, Week 10: the permanent improvement fund; my nominee for most underrated tool in school finance. PI dollars can only buy assets with a useful life of five years or more: roofs, buses, HVAC systems, pavement, technology infrastructure, security equipment. Not one cent can pay a salary; that's the law. Why does this matter to you? Because a dedicated PI fund means we maintain our facilities on schedule instead of deferring repairs until they become emergencies, and emergency repairs always cost more. It also protects classroom operating dollars from being cannibalized every time a boiler dies. This week's deep dive shows how we plan PI spending years in advance. Thank you to the voters who keep these PI levies in place. Full article on the website and in the links section.

Taxpayer Tuesday, Week 9. Last week we covered what flows into the general fund; this week, where it goes. The headline: about 87% of our operating spending is salaries and benefits, above the 75 to 80% typical statewide. That's what happens when everything else is kept lean: our total operating cost is $17,186 per pupil and our administrative cost is $1,989 per pupil, both second lowest of the 31 districts in Cuyahoga County (state FY25 District Profile Report). Some hear 87% and worry. I hear it and see a school district doing exactly what it exists to do, because education is delivered person-to-person, and our 'product' is the daily work of talented educators and staff. The rest covers keeping buildings warm, safe, insured, supplied, and connected. This week's deep dive breaks down the categories, explains what drives cost growth (spoiler: health insurance), and shows why classroom instruction is, and will remain, the dominant investment. Full article available on the Taxpayer Tuesdays page located under the Links section of our page or under the Office of the Treasurer's page on the district website.
