BRIELLE POLICE ANNEX & BOROUGH HALL RENOVATION

***FOR IMMEDIATE RELEASE***

BRIELLE, N.J. - The Borough of Brielle has outlined a revised plan to build a Police Annex while preserving the existing Borough Hall for a separate renovation project. The proposal responds to concerns residents have raised about cost, Borough Hall’s historic character, police operations in the basement, and property taxes.

“The revised plan reflects the work of the Building Committee, our architect, the Police Department, and Borough professionals, as well as the feedback we have received from residents,” said Council President Tim Shaak. “Our responsibility is to provide a safe, accessible, secure, and functional facility while managing the cost responsibly.”

The proposed annex will move police operations out of the Borough Hall basement. It is intended to meet applicable New Jersey Department of Corrections and Americans with Disabilities Act requirements that the current headquarters does not meet. The purpose-built facility would also improve security, prisoner processing, evidence and equipment storage, employee working conditions, and the separation of public and secure areas.

The existing Borough Hall will remain intact. This renovation project will be a separate project, with its own public discussion, review, financing, and authorization; the planning for this will begin once the Police Annex project construction is well underway.

The preliminary estimated cost of the Police Annex project is $10.7 million. The proposed financing consists of a $7.7 million bond and $3 million from the Borough’s capital reserves. The proposed bond is $5.3 million, or approximately 41 percent, less than the $13 million in borrowing authorized under the original Borough Hall bond ordinance introduced earlier this year.

The Governing Body began planning in 2023 for several capital projects, including Borough Hall, and incorporated financing for those projects into the municipal tax rate beginning in 2024. Based on that planning, the Borough expects the current tax rate to support the proposed annex and its associated debt service without an additional property tax increase for this project.

The $10.7 million figure is a planning estimate. The construction cost will be established after final plans are completed and the project is competitively bid. If bids exceed available funding or the Council’s expectations, the Borough will evaluate the project and make necessary changes before awarding a contract.

“The goal is to build a responsible, functional police facility that meets current requirements and provides reasonable capacity for the future without unnecessary space or cost,” Shaak said.
As the proposal advances, the Borough will provide public updates, present design information, refine the scope and estimates, consider authorization of final design work and financing, and publicly bid the project. The Borough will continue to keep residents informed as decisions are made.

EMERGENCY PUBLIC ADVISORY
BOROUGH OF BRIELLE — POLICE DEPARTMENT & OFFICE OF EMERGENCY MANAGEMENT

Saturday, September 26, 2026 — 9:45 A.M. Update

The Brielle Police Department and Brielle Office of Emergency Management continue to monitor the significant nor’easter affecting our area through the weekend. The latest National Weather Service information continues to indicate heavy rain, strong northerly/northeasterly winds, coastal and tidal flooding, dangerous surf, and the potential for power outages. A Coastal Flood Warning remains in effect into Sunday, along with wind and high-surf hazards.

National Weather Service current forecasts call for periods of rain today, becoming heavier tonight and continuing Sunday. Wind gusts may reach approximately 40–45 mph on land, with substantially stronger winds over the coastal waters. The prolonged onshore flow increases concern for flooding along the Manasquan River and other low-lying or flood-prone areas of Brielle, particularly around the high-tide cycles.

🌊 HIGH TIDES / FULL MOON
Residents in flood-prone areas should pay particular attention to the upcoming high tides. For the Brielle Route 35 Bridge/Manasquan River, predicted high tides are:
- Saturday, September 26: approximately 7:56 A.M. and 8:12 P.M.
- Sunday, September 27: approximately 8:32 A.M. and 8:52 P.M.
The Full Harvest Moon occurs today, September 26, which can contribute to higher astronomical tides. The combination of the full moon, persistent onshore winds, heavy rainfall, and the ongoing coastal storm may further increase the potential for tidal flooding.

⚠️ TURN AROUND — DON’T DROWN
DO NOT DRIVE THROUGH STANDING OR FLOOD WATER.
Never assume that a flooded roadway is safe to cross. Water may be deeper than it appears, the roadway beneath it may be damaged, and moving water can quickly carry a vehicle away. If you encounter a flooded roadway or barricade:
TURN AROUND — DON’T DROWN.

🚙 TEMPORARY PARKING FOR FLOOD-PRONE VEHICLES
If flooding conditions develop and residents need to relocate vehicles from low-lying or flood-prone areas, Mayor & Council have authorized temporary parking at:
Brielle Park Parking Lot
Municipal Parking Lot on Higgins Avenue, adjacent to Mariners Cove
These locations are being made available temporarily for this weather emergency only. ALL VEHICLES MUST BE REMOVED IMMEDIATELY FOLLOWING THE WEATHER EVENT.
Residents who live in areas historically susceptible to tidal flooding are encouraged to monitor conditions closely and consider relocating vehicles before flooding begins, rather than waiting until roadways become impassable.

⚡ POWER OUTAGES
Power outages should be reported directly to JCP&L:
1-888-LIGHTSS (1-888-544-4877)
Please do not call Police Headquarters solely to report a power outage. Always stay away from downed wires and treat every downed wire as energized and dangerous.

The Brielle Police Department and Office of Emergency Management will continue monitoring the storm, tidal conditions, roadways, and any impacts to the Borough. Residents should remain weather-aware, avoid unnecessary travel during periods of significant flooding or high winds, and follow any additional emergency notifications issued by the Borough.
