The NYC Commission on Human Rights enforces the NYC Human Rights Law, which prohibits disability discrimination in employment, housing, and public accommodations.

On Friday the Committee on Disabilities jointly with the Committee on Human and Civil Rights is having an oversight hearing to examine this process and what improvements are needed to ensure New Yorkers with disabilities are protected.

We need you to testify! Go to link in bio to submit written testimony or sign up to testify in person or virtually.

Happy Indigenous Peoples’ Day! Today, we honor the histories, cultures, and resilience of Indigenous peoples, recognize the ongoing impacts of colonization, and reaffirm our responsibility to fight for Indigenous sovereignty, self-determination, and justice.

Note that today our office will be closed, we will re-open on Tuesday, October 13.

ICE is a lawless, terrorist agency carrying out Trump’s fascistic agenda. I am horrified by yesterday’s shooting of a father in Marble Hill with his five-year-old child in the back seat. ICE must be abolished.

The NYPD’s treatment of protesters and continued cooperation with ICE demand accountability. We must pass my NYC TRUST Act (Intro 209), allowing people to sue over violations of our sanctuary laws, and Council Member Chi Ossé’s CURB Act (Intro 796), barring the Strategic Response Group from protests and prohibiting abusive crowd-control tactics.

Today I introduced legislation aimed at improving the lives of New Yorkers with disabilities.

Many New Yorkers and business owners are unaware of the rights of our neighbors who rely on service animals.

Intro 1107 requires MOPD to provide standardized ADA training for food service establishments, including how to identify service animals. This will help make our city more accessible for those who rely on service animals!

Reso 665 calls on the US to ratify the Convention on the Rights of Persons with Disabilities (CRPD) and its Optional Protocol.

The CRPD is a UN international human rights treaty designed to promote, protect, and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities.

It was adopted by the UN 20 years ago, in December 2006. Shamefully, the US remains one of the few countries that has failed to adopt the Protocol.

A Windsor Terrace Co-op apartment building was overcharged by $365K in water use fees by the Department of Environmental Protection while waiting for the installation and inspection of their new water meter system. This of course had a devastating impact on the finances of the co-op.

After they reached out to us, we helped them get their inspection scheduled, and get all the overcharges cancelled. It’s been many months, but we are thrilled to share that the co-op has received their refund check—that’s hundreds of our constituents with money back in their pockets!

The Carroll Gardens Library is now expected to reopen late November 2026.

We have also been frustrated by the delays!

Renovating an older building brought unexpected challenges that slowed the schedule, but major construction milestones are now complete and the project has entered its final phase.

What’s been finished:
✔️ Brand-new teen space on the mezzanine level
✔️ New heating and cooling system
✔️ New lighting throughout the main floor
✔️ Upgrades to fire alarm and safety systems
✔️ Flooring
✔️ Millwork
✔️ Water fountains
✔️ Bathroom renovations are 99% complete, stalls to be installed this week
✔️ Initial post-construction cleaning
✔️ Painting (aside from later touch ups)
✔️ Window blinds
✔️ New New adult and children's shelving mostly installed

What’s left:
• Elevator fabrication and installation this month
• Elevator inspection
• Computers and other technology installation
• Teen room furniture delivery
• Moving stored furniture from the basement
• Staff return
• And finally, putting the books back on the shelves!

My office has been pushing for progress and accountability since the library first closed for renovations.

The NYC Department of Design and Construction (DDC) managed the major construction work, which experienced significant delays, before turning the project over to Brooklyn Public Library (BPL) in spring 2026.

My office is holding monthly check-ins with BPL through reopening to track the remaining work, keep the schedule on track, and prevent further delays. We’ll continue sharing updates with neighbors along the way.

In the meantime, the Pop-Up Library is open! My office funded the Carroll Gardens Library Pop-Up at 250 Baltic Street so neighbors can continue borrowing and returning books and accessing library services during construction.

The Pop-Up will remain open until approximately one month before reopening, when staff will begin moving materials back into the renovated library.

Pop-Up Library Hours at 250 Baltic Street:

Monday: 1–5 PM
Tuesday: 1–5 PM
Wednesday: Closed
Thursday: 3–7 PM
Friday: 10 AM–2 PM
Saturday: Closed
Sunday: Closed

We can’t wait to welcome our neighbors back to the Carroll Gardens Library!

We’ll continue sharing updates as the remaining work moves forward. For the latest updates, subscribe to my weekly newsletter: http://eepurl.com/iwxJEw

This morning, Wednesday, October 7, our office was alerted to a high-pressure gas leak at 467 Prospect Avenue, the Arrow Linen development site, now owned and managed by Goose Property Management and Developing NY.

We are in communication with OEM, FDNY, and National Grid and have been informed that the incident is under control. Buildings on the block have been evacuated as a precaution.

We will continue to monitor the situation and share updates as we receive them. We will also request a review by all relevant agencies to determine how this happened.

At yesterday’s NYC Council AI hearing, I asked AI experts what safeguards cities need to prevent AI and facial recognition from being used to target people based on their identity, associations, or political activity, and whether my Ban the Scan bill could provide an important safeguard.

I am grateful for on the record support from Dr. Julia Stoyanovich, NYU computer scientist and expert in the ethics of artificial intelligence.

We cannot wait to address the harms of AI until they become hypothetical future catastrophes. New Yorkers are already facing the consequences of unchecked surveillance and biometric data collection.

We need to pass Intro 213 and Ban the Scan.
