Metro v Burbank Update:
Today, Burbank's legal team argued that Metro's BRT project deserves a new Environmental Impact Report because SB79 fundamentally changed the potential impacts of the project after Metro completed its original review.
Metro responded by arguing there's "no indication" the development allowed under SB79 will actually be built.
The question remains:
If the impacts are unknown, why not study them?

This isn't happening in Los Angeles.
It's happening in Manhattan Beach.
A 7-story, 40-unit apartment building is moving forward after receiving ministerial (by-right) approval, meaning there was no discretionary public hearing where the City Council could approve or deny the project based on neighborhood concerns.
The project qualified under Manhattan Beach's state-required Housing Element and California housing laws, allowing it to move forward if it met objective development standards.
Why does this matter to Burbank?
We've warned that state housing and transit policies continue shifting decision-making away from local communities. SB 79 expands where these types of housing rules could apply around major transit stops, while SB 1361 could make it even harder for cities to push back on state-backed transit projects.

Interesting, isn't it?
While SB 1361 works its way through the Legislature, this executive order shows Sacramento isn't slowing down—it's doubling down on expanding BRT and making these projects easier to deliver.
We believe it's another step toward giving the state more influence over local transportation decisions and less control to communities like Burbank.
Our community has been fighting to preserve local control over our streets, neighborhoods, and quality of life. Yet instead of listening to the concerns raised by residents, California continues pushing policies that prioritize statewide transit goals over local input.

* To be clear: No one on the City Council supports switching to district elections.
Well... almost no one.
Councilmember Konstantine Anthony has said he is not "opposed to the idea," but that's a separate discussion.
The reality is that the Council's hands are tied by an existing lawsuit and settlement agreement. That's why they approved district maps. Not because district elections have been adopted, but because the maps must be ready if Burbank voters choose district-based elections this November.
As it currently stands, Burbank does not have representation in proposed districts 1 and 2 opening a door to yet another problem.
